POLICE CHIEF JARED STOUT PROVIDED A BRIEF UPDATE ON THE PROPOSED ORDINANCE WITH A DISCUSSION BEING HELD REGARDING TIMES AND DAYS FOR THE ,..._, CURFEW. ' COUNCILMEMBER MANISON EXPRESSED HIS CONCERNS WITH THE ORDINANCE STATING 95 PERCENT OF OIJR KIDS ARE GOOD KIDS, STATED ADOPTING THIS ORDINANCE IS A VOTE OF NO CONFI:DENCE AND SUPPRESSED FREED�M OF MOVEMENT FOR OUR CHILDREN. COUNCILMEMBER MANISON REPORTED THAT A BILL IS BEFORE THE STATE GIVING I� THE COUNTY AUTHORITY TO ESTABLISH CURFEW. COUNCIL CONVENED INTO REGULAR SESSION AT 7:00 P.M. ROGER PATTERSON,. REPRESENTING THE FIRST BAPTIST CHURCH OF FRIENDSWOOD ' GAVE THE INVOCAT]:ON. COMMUNITY DIRECTC)R DOUG KNEUPPER LED THE PLEDGE OF ALLEGIANCE. MAYOR NEWMAN ADMINISTERED THE OATH OF OFFICE TO MUNICIPAL JAMES WOLTZ, TO ASSOCIATE MUNICIPAL JUDGE GREG HUGHES, AND TO ASSOCIATE MUNICIPAL JUDGE RONALD MURRAY. � MAYOR NEWMAN PRI?SENTED THE CLEAR BOOK HIGH SCHOOL GIRLS BASKETBAI�L TEAM SPECIAL AWARDS FOR BEING NAMED AS THE 1995 REGIONAI, SEMI-FINALISTS. CHIEF STOUT REPORTED THAT THE COUNSELORS SUPPORT THE CURF�W AS A WAY TO HELP PREVENT GOOD KIDS FROM GETTING INTO TROUBLE, A WAY TO STRENGTHEN FAMTLY OPPORTUNITIES, AND TO PREVENT VIOI,ENCE. CHIEF STOUT REPORTED THAT 10 TO 12 PERCENT OF THE POLICE DEPARTMENT'S WORK IS INVOLVED WITH YOUNG PEOPLE. COUNCIL DISCUSSED AGE TO SET FOR THE CURFEW, STATED WANTED TO DO WHAT IS NEEDED, DISCIISSED NOT A CURE-ALL, ACTUALLY PENALIZES THOSE THAT OBEY THE LAWS, THAT AGE OF 17 IS THE DIVIDING LINE BETWEEN JUVENILE AND ADULT, AND THAT ALL OTHER CITIES IN GALVESTON COUNTY HAVE PASSED A CURFEW AND THAT KIDS FROM THOSE CITIES COULD END UP IN FRIENDSWOOD WHICH COULD PRESENT ADDITIONAL PROBLEMS. COUNCILMEMBER DICKEY ARRIVED AT THIS TIME. MR. ON MARCH 19, 1995, BENEFITING DOUG SCHULTE. MAYOR NEWMAN PRESIDED OVER AN ADOPTION 5ERVICE ADOPTING MR. SMITH, WHO IS FROM JOHANNE5BURG, SOUTH AFRICA, AS A TFXAN ' MR. NORMAN KNIGHT APPEARED BEFORE COUNCIL TO DISCUSS CANINE MAINTENANCE. MR. KNIGHT PRESENTED PICTURES OF HIS DOG THAT WAS ALLEGEDLY HARMED AFTER BEING INCARCERATED FOR EIGHT DAYS IN THE FRIENDSWOOD ANIMAL CONTROL FOR A DOG BITE. MR. KNIGHT REQUFSTED THAT HIS VETERINARIAN $ILLS BE REIMBi]RSED AND THE ANIMAL CONTROL FACIL2TY BE UPGRADED. CITY MANAGER RON COX STATED THAT IF MR. KNIGHT'S ANIMAL WAS HARMED DURING INCARCERATION AT FRIENDSWOOD'S ANIMAL CONTROL, THE CITY WILL PAY FOR THE VETERINARIAN BILL BIIT CAN NOT PAY FOR INCARCERATION DUE TO STATE LAW ' REGARDING DOG BITES. MAYOR NEWMAN REQUESTED THAT MR. KNIGHT MEET WITH THE CITY MANAGER TO � DISCUSS THIS MATTER. MR. KNIGHT ASKED IF AN AGREEMENT CAN NOT BE REACHED, DOES HE BRING THIS BACK TO COUNCIL WITH MAYOR NEWMAN STATING THAT SHE FELLS SURE THIS CAN BE WORKED OUT. THE NEW CITY HALL WAS ' ANOTHER ITEM IN CITY MANAGER COX'S REPORT ANU STATED THAT ABBEY ENTERPRISES ' REPRESENTATIVE �EAN ROACH ANNOUNCED THEY HAD MADE UP TWO OF THE SIX WEEKS I THEY WERE BEHIND. THEY NOW ESTIMATE THEY ARE 30 DAYS BEHIND THE ORIGINAL ! APRIL 15, 1995, COMPLETION DATE. CURRENTLY, MOST OF THE SHEET ROCK IS HUNG ' IN THE INTERIOR AND THE BRICK IS TO BE COMPLETED THIS WEEK. THE METAL ROOF ', IS SCHEDULED TO BE MOUNTED THIS WEEK, ALSO. THE WINDOWS ARE SLOW IN ' COMTNG. IT IS ESTIMATED THAT DELIVERY WILL BE FOUR WEEKS FROM NOW. ASSURANCES BY TI-�E CONTRACTOR AND ARCHITECT HAVE BEEN MADE THAT THIS IS IN NO WAY DELAYING THE PROJECT. THE CONTRACTOR INTENDS TO COVER THE WINDOW ' OPENINGS WITH PLASTIC AND CONTINUE TO WORK ON THE INTERIOR FINISH TO SAVE TIME. THE PAVEMENT STILL WILL HAVE SOME REPAIR, IN THAT IT DID NOT MEET QUALITY STANDARDS. THAT WILL BE DONE AFTER MOST OF THE EXTERIOR WORK ON THE BUILDING IS COMI?LETED. THE SPECIFICATIONS F'OR FURNITURE WILL BE COMPLETED SOON BY THE NEW CITY HALL COMMITTEE 'FOR REV:IEW BY THE COUNCIL. AN INVITATION ,� TO TOUR THE FA.CILITY WAS MADE BY CITY MANAGER COX AND IF COUNCIL WAS INTERESTED, HE WOULD SCHEDULE SUCH A TOIJR. BECAUSE OF THE SITE CONDITION, HE STATED THAT WALKING AROUND UNATTENDED '1�ND WITHOUT A HARD HAT IS DANGEROUS. COUNCILMEMBER HAJECATE ASKED IF THE NUMBER OF STORM DRAIN OUTLETS WERE STENCILED BY BOY SCOUTS WITH CITY MANAGER ADVISING 25 TO 30 PERCENT WERE -- - COMPLETED AND SUGGESTED USING EAGLE SCOUTS TO CONTINUE THE PROGRAM AS CAN. COUNCILMEMBER MEASELES ASKED IF THERE WTLL BE SIGNAGE FOR THE ACTIVITIES BULDTNG ON F.M. 518, WITH CI�.'Y �1ANAGER ADVISING THAT THERE IS A SIGN PLANNED SIMILAR TO THE OTHER MEDIAN SIGNS ON F.M. 518 AND STEVENSON PARK. CITY MAN��GER ADVISED THAT THE EXISTING SIGNS ARE AT THE PAINTERS FOR TOUCH-UP. COUNCILMEMBER DICKEY ASKED IF THERE HAS BEEN COMPLAINTS ON THE EXISTING DESIGN OF ACTIVITIES BUILDING WITH CITY MANAGER ADVISING N0, BUT WITH A RE-DESIGN, THE BUILDING WILL HAVE OTHER USES WITH MORE MEETING SPACES AND KITCHEN FACILITIES, WILL PROVIDE FOR BEST USE FOR LARGEST NUMBER OF PEOPLE AND THE BATHROOM MUST BE UPGRADED TO MEET A.D.A. REQUIREMENTS. COUNCILMEMBER DTCKEY ASKED IF THE CITY WAS THE MOVING FORCE BEHIND THIS RE-DESIGN WHICH IS THREE TIMES OVER BUDGET. CITY MANAGER ADVISED THAT THE USE OF THE BUTLI)ING IS UP TO COUNCIL AND STAFF WAS REQUESTED TO LOOK AT THE BEST POSSIBLE USE FOR BUILDING FOR USE BY OTHERS THAN JUST 5ENIOR CTTTZENS. CITY MANAGER STATED THAT THERE IS NOT ENOUGH DOLLARS IN THE BUDGET FOR PROJECTED PLANS, BiJT IF THE CITY DOES NOT PROCEED,: THE BUILDING DOE5 NOT HAVE KITCHEN FACILITIES, ONLY ONE MEETING ROOM AVAILABLE TO THE PUBLIC AND ONE MEETING DEDICATED TO THE SENIORS. CITY MANAGER ADVISED COUNCIL WILL HAVE AN OPPORTUNITY TO LOOK AT THE BUILDII�tG FOR MULTI-PURPOSE USE.
