MINUTES OF A SPECIAL MEETING OF THE FRIENDSWOOD CITY COUNCIL THAT WAS
� HELD ON MONDAY, DECEMBER 19 1994 AT 5:30 P.M. AT FRIENDSWOOD CITY
HALL, COUNCIL CHAMBER5, 1a9 WILLOWICK, FRIENBSWOOD, TEXAS WITH THE
FOLLOWING PRESENT CONSTITUTING A QUORUM:

MAY4R NEWMAN CALLED THE MEETING TO QRDER.
MISS JENNIFER ZOGHBI APPEARED BEFORE COUNCIL TO THANK EVERYONE FOR THEIR
PRAYERS AND BEST WISHES DURING HER HOSPITALIZATION IN SEPTEMBER. MISS
ZOGHBI PRESENTED THANK YOU LETTERS AND GIFTS TO THE MAYOR AND
COUNCILMEMBERS AND MARJORIE EVANS OF THE FRIENDSWOOD JOURNAL.
� A DISCUSSION WAS HELD WITH BILL SUMMERS OF ABBEY ENTERPRISES AND
CONSTRUCTION SUPER�IISOR REGARDING THE LACK OF PROGRESS IN THE CONSTRUCTION
OF THE NEW CITY HALL AND REGARDING REQUEST FOR PAYMENT OF APPLICATION #5.
FROM HIDELL. THE CONSTRUCTION SUPERVISOR STATED HE BELIEVED THE ,30B IS
ABOUT 45 DAYS BEHIND AND STATED THEY WOULD BE WORKING 6 TO 7 DAYS A WEEK
WITH JOBS GOING BACK TO BACK AND DID NOT ANTICIPATE EXTENDING THE COMPLETION
DATE. MR. SUMMERS EXPLAINED THE DELAYS AND APOLOGIZED FOR THE DELAYS,
STATING THEY NOW HAD CONTRQL OVER THE MATERIALS AND LABOR AND THAT THE JOB
SHOULD MOVE RAPIDLY.
**COUNCILMEMBER KITTEN HAJECATE MOVED TO APPROVE THE AUTHORIZATION OF
PAYMENT OF APPLICATION #5 TO ABBEY ENTERPRISES FOR WORK AND MATERIALS IN THE
AMOUNT OF $172,566.90.
SECONDED BY COUNCILMEMBER DI�KEY. THE MOTION WAS APPROVED UNANIMOUSLY.
MR. GREGG HUGHES, REPRESENTZNG THE COALITION OF SPORTS GROUPS, APPEARED
BEFORE COUNCIL TO REPOF2T ON THE MEETING OF THE SPORTS ORGANIZATIONS, STATED
THEY FULLY SUPPORT THE STEPS COUNCIL HAS TAKEN, STATED THE BALLOT WORDING
IS ACCEPTABLE AND THE SPORTS GROUPS WILL SUPPORT THE PASSAGE OF THE SALES
TAX ELECTION.
**COUNCILMEMBER HAJECATE MOVED TO APPROVE RESOLUTION R94-47, A
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD, TEXAS,
GAI,VESTON/HARRIS COUNTIES, EXPRESSING COUNCIL'S INTENT TO CONSTRUCT,

COUNCILMEMBER DICKEY STATED FOR THE RECORD, SHE IS OPPOSED TO ANY SALES
TAX DOLLARS BE USED BEFORE THE BONDS ARE RETIRED FOR THE SPORTS PARK, WITH
THE SUCCESSFUL PASSAGE OF THE SALES TAX ELECTION.
**COUNCILMEMBER MEASELES MOVED TO APPROVE RESOLUTION R94-4$, A
RESOLUTION PROVIDING FQR THE HOLDING OF A SPECIAL ELECTION TO BE HELD THE
21ST DAY OF JANUARY, 1995, FOR THE PURPOSE OF SUBMITTING TO THE QUALIFIED
VOTERS OF THE CITY TWO PROPOSITT�N, ONE SUCH PROPOSITION RELATTNG TO WHETHER
THE CITY SHALL BE AUTHORIZED TO IMPOSE A ONE-HALF OF ONE PERCENT SALES AND
USE TAX PURSUANT TO SECTION 4B OF ARTICLE 5190.6, TEXAS REVISED CIVIL
STATUTES (THE DEVELQPMENT CORPORATION ACT OF 1979) , AND THE OTHER SUCH
PROPOSITION RELATING TO WHETHER THE CITY SHALL BE AUTHORIZED TO IMPOSE AN
ADDITIONAL SALES AND USE TAX OF ONE-HALF OF ONE PERCENT FOR THE PURPOSE OF
R�DUCING THE PROPERTY TAX RATE; DESIGNATING THE POLLING PLACES AND
APPOINTING ELECTION OFFICIALS FOR SUCH ELECTION; DIRECTING THE GIVING OF
NOTICE OF StICH ELECTIOI�; AIID CONTAINING OTHER PROVISIONS RELATING TO THE
SUBJECT.
SECONDED BY COUNCZLMEMBER HAJECATE. THE MOTION WAS APPRQVED UNANIMOUSLY.
A LENGTHY DISCUSSION WA5 HELD WITH THE PLANNING AND ZONING COMMISSION AND
CITY ATTORNEY JOHN OLSON TO REVIEW PROCEDURES AND RESPONSIBILITIES OF THE
COMMISSION. CITY ATTORNEY OLSON STATED THAT THE PLANNING AND BONING BOARD
IS A DISCRETIONARY, ADVISORY BOARD TO THE COUNCIL, RESPON5IBLE FOR ENFQRCING
AND IMPLEMENTING THE SUBDIVISION ORDINANCE AND ZONING PROVISIONS. CITY
ATTORNEY STATED THE BOARD IS NOT A LEGISLATIVE BODY BUT AN E[�TFORCEMENT BODY
ADIB IF CHANGES TO ORDINANCES ARE NEEDED, THE BOARD SENDS THEIR
RECONII�IENDATIONS FOR COUNCIL'S CONSIDERATION. MEMBERS OF THE PLANNING AND
ZONING BQARD INTRQQUCED THEMSELVES, STATED THEIR TENURE ON THE BOARD AND
THEIR VISION FOR THE CITY'S GROWTH. DETERMINATION WAS MADE THAT IT WOULD
BE BENEFICIAL TO HAVE MORE JOINT MEETTNGS TD DISCUSS GOALS AND WHERE THE
CITY IS GOING, AND TO HAVE OPEN COMMUNICATION.
