AT FRIENDSWOOD CITY HALL, COUNCIL CHAMBERS, 109 WILLOWICK, FRIENDSWOOD, TEXAS, WITH THE FOLLOWING PRESENT CONSTITUTING A QUORUM: MAYOR EVELYN NEWMAN MAYOR PRO-TEM TOM MANISON COUNCILMEMBER KITTEN HAJECATE COU[�1CILMEMBER MEL MEASELES COUNCILMEMBER ED STUART COUNCILMEMBER ALINE DICKEY COUNCILMEMBER JANIS LOWE CITY MANAGER RON COX CITY SECRETARY DELORIS MCKENZIE MAYOR NEWMAN CALLED THE MEETING TO ORDER. INVOCATION WAS GIVEN BY CITY MANAGER RON COX. CaUNCILMEMBER STUART LED THE PLEDGE OF ALLEGIANCE. MAYOR NEWMAN RECOGNIZED COACH DOUG MCGOWN AND THE FRIENDSWOOD HIGH SCHOOL LADY MUSTANGS 1994 CLASS 4A VOLLYSALL CHAMPIONSHIP TEAM COMPRISED OF THE FOLLOWING STUDENTS: MOST VALUABLE PLAYER CELIA HOWES, MOLLY GORKIEWICZ, MARY MARGARET GOTSCH, EMILY ROEH, QANI PERRONI, CHRISTY HARTMAN, NIKKI BAILEY, MELISSA KRALL, MELANIE DASTIS, SUSAN KING, SHANNA RO5S, LRURIE LEAHY AND ANGIE SHETLER. MAYOR NEWNMAN REPORTED MEETING WITH THE CORPS OF ENGINEERS, GALVESTON COUNTY CONII�IISSIONERS COURT, CITY MANAGER ROX COX, AND COMMUNITY DEVELOPMENT DIRECTOR DOUG KNEUPPER REGARDING THE CLEAR GREEK PROJECT AND ANNOUNCED THE CITY WILL HOST A MEETING WITH THE CORPS OF ENGINEERS, HARRIS COUNTY FLOOD CdNTROL, AND NUMEROUS OTHER AGENCIES ON MONDAY, DECEMBER 12TH AT 2:00 P.M. AT THE LIBRARY AND URGED MEMBERS OF COUNCIL TO ATTEND. MAYOR NEWMAN REPORTED ON THE TREE LIGHTING AT THE MUSEUM, THE COW-A-JINGLE-BINGO AT FRIENDSWOOD HIGH SCHOOL FOR PROJECT PROM, THE DARE PROGRAM, AND ANNOUNCED THE EMPLOYEE CHRISTMAS PARTY WILL BE THIS FRIDAY. COUNCILMEMBER MEASELES REPORTED ON THE CLEAR LAKE COUNCTL OF CITIE5 MEETING TO BE HELfl ON WEDNESDAY AT THE CLEAR LAKE CHAMBER OFFICE. COUNCILMEMBER MANISON REPORTED ON ATTENDING THE TEXAS ASSOCIATION OF REGIONAL COUNCIL OF GOVERNMENTS BOARD MEETING AND REPORTED THAT GOVERNOR- � 584 ELECT BUSH HAS HIS ADMINISTRATIVE TEAM IN PLACE AND IS ASKING FOR LOCAL LEVEL INPUT FOR COIvIIy1ITTEE APPOINTMENTS. COUNCILMEMBER STUART REPORTED ON SPENDING MOST OF THE DAY WITH COMMISSIONERS COURT GETTING INDOCTRINATED AS A COUNTY CONIl�IISSIONER AND LEARNING POLICY AND STATED THAT THIS IS QUITE A CHALLENGE, BOTH INTERESTING AND EDUCATIONAL, REPORTED HE WILL OFFICE AT TEXAS CITY AND ANNOUNCED THAT THE SWEARING-IN WILL BE AT GALVESTON COUNTY COURT HOUSE ON DECEMBER 31, 1994 AND INVITED EVERYONE TO ATTEND. COUNCILMEMBER DICKEY REPORTED ON ATTENDING THE PLANNING AND ZONING CONII�IISSION MEETING AND REPORTED DICUSSION WAS HELD REGARDING A NAME CHANGE FOR MAGNOLIA ESTATES TO BUCKINGHAM ESTATES AND REPORTED THE FINAL PLAT WAS NOT APPROVED DUE TO THE DETENTION AREA. COUNCILMEMBER LOWE REPORTED ON TOURING THE BLACKHAWK PLANT AND THE ULTRAVIOLET SYSTEM, ATTENDING THE GULF COAST UTILITIES ASSOCIATION MEETING AT CAMP MANISON, REPORTED ON ATTENDING THE NATIONAL LEAGUE OF CITIES CONFERENCE IN MINNEAPOLIS WITH THE CONFERENCE THEME BEING "BEYOND BOUNDARIES", REPORTED THAT SHE WAS A GUEST SPEAKER ON "INFORMATION SUPER HIGHWAY" AND REMINDED EVERYONE TO SHOP LOCALLY DURING THE CHRISTMAS SEASON. MS. MARY VAN DEWALLI WITH THE AMERICAN RED CROSS APPEARED BEFORE COUNCIL AND THANKED THE CITY FOR ALL THE SUPPORT DURING THE RECENT FLOODING IN THE AREA AND STATED FRIENDSWOOD IS UNQUESTIONABLY THE BEST AREA SHE HAS EVER WORKED WITH AND PRESENTED GIFTS TO THE MAYOR AND THE CITY MANAGER. MAYOR NEWMAN THANKED MS. VAN DEWALLI FOR ALL HER TIRELESS WORK ON BEHALF OF THE RESIDENTS OF FRIENDSWOOD AND RECOGTNIZED COUNCILMEMBER MEASELES AND HZS WIFE SHIRLEY AS RED CROSS REPRESENTATIVES AND THEIR EFFORTS IN OPENING AND MAINTAINING THE SHELTERS AS NEEDED. MS. CAROL CLARK FROM QUAKERS LANDING APPEARED BEFORE CQUNCIL TO EXPRESS CONCERN REGARDING THE SALE OF LOT 27 AND FLOODING AND REQUESTED A HOLD BE PLACED ON A BUILDING PERMIT UNTIL DETERMINATION IS MADE REGARDING THE AMOUNT OF FILL AND RUNOFF IMPACT FROM THE PROPERTY. MS. CLARK ALSO EXPRESSED CONCERN WITH CLEAR CREEK AND REQUESTED THAT THE CITY TO LOOK INTO THE DEBRIS IN THE CREEK AND CLEAN UP. MR. LEE GRIFFITH, REPRESENTING FRIENDSWOOD SOCCEF2 CLUB, APPEARED BEFORE COUNCIL TO EXPRESS CONCERN REGARDING THE WORDING OF THE PROPOSITION FOR THE SALES TAX ELECTION, STATED THAT THE WORDING APPEARS T00 BROAD AND WOULD SUGGEST THE WORDING TO BE GEARED SPECIFICALLY TO SPORTS COMPLEX AND REQUESTED THAT A SEVEN-MEMBER CORPORATION BE NAMED POSSIBLY BY OFFICE TO GIVE THE ATHLETIC GROUPS A GREATER TRUST ZN THE SALES TAX PROPOSAL AND IN COUNCIL. MAYOR NEWMAN AND MEMBERS OF COUNCIL EXPRESSED THAT COUNCIL IS DEDICATED TO THE SPORTS COMPLEX PROJECT AND STATED THAT THIS PROJECT IS THE NUMBER ONE PRIORITY OF THE CITY. MR. JIM REINHARTSEN OF THE CLEAR I,AiCE ECONOMIC DEVELOPMENT FOUNDATION APPEARED BEFORE COUNCIL TO F?ZESEI3T A QUARTERLY UPDATE ON PR03ECTS AND FUTURE PLANS. MR. REIKHARTSEN REPORTED THAT CLAEDF IS PURSi7ING THREE NEW 5$5 COMPANIES AT THIS TIME, REPORTED ON A 13-MINUTE VIDEO THAT HAS BEEN PRODUCED TO PROMOTE THE CLEAR LAKE AREA AND IS AVAILABLE FOR THE CITY'S USE, REPORTED THE ANNUAL MEMBERSHIP MEETING IS SCHEDULED FOR JANUARY 27TH, AND WILL BE HONORING CONGRESSMAN TOM DELAY, AND REPORTED ON A REVIEW OF THE CONTRACT AND REPORTED THAT CLAEDF HAS MET ALL THE REQUIREMENTS. COUNCILMEMBER LOWE HAD NUMEROUS QUESTZONS REGARDING CLAEDF'S CONTRACT AND MR. REINHARTSEN RESPONDED THAT IF SHE WOULD PUT HER CONCERNS IN WRITING, HE WOULD BE HAPPY TO MEET WITH HER AND ADDRESS HER CONCERNS. **COUNCILMEMBER MEASELES MOVED TO APPROVE RESOLUTION N0. R94-46, A { RESOLUTION OF THE CITY OF FRIENDSWOOD, TEXAS, AUTHORIZING TCIfTKR OF HOUSTON, INC. DfB/A TCI CABLEVISION OF HOUSTON TO CHARGE ITS PROPOSED SCHEDULE OF BASIC SERVICE RATES SUBMITTED TO THE CITY OF FRIENDSWOOD ON OR ABOUT AUGUST 12, 1994, AND TO CHARGE FOR THE CURRENT INSIDE WIRING PROGRAM, ALL SUBJECT TO REFUND AND REDUCTION UPON A LATER DECISION OF THE COUNCIL DISAPPROVING ANY PORTION OF SUCH BASIC SERVICE RATES AND/OR INSIQE WIRING PROGRAM; AND SETTING FORTH OTHER PROVISIONS RELATED THERETO. SECONDED BY COUNCILMEMBER LOWE. MOTZON WAS APPROVED UNANIMOUSLY. **COUNCILMEMBER MANISON MOVED TO APPROVE THE SECOND AND FINAL READING OF ORDINANCE T94-21, AN ORDINANCE APPROVING THE PLANNING AND ZONING COMMISSION RECOMMENDATION REGARDING THE ZONING CHANGE REQUEST FOR PROPERTY LOCATED AT THE NORTHEAST CORNER OF MELODY AND FM2351, LOT 21, HOIDALE AND COFFMAN SUBDIVISION, GALVESTON COUNTY, TEXAS FROM SINGLE FAMILY RESIDENCE (SFR) TO PLANNED UNIT DEVELOPMENT, AMENDING THE ZONING DISTRICT MAP OF THE CITY AS ADOPTED BY ORDINANCE N0. 84-15; AND CONTAINING OTHER PROVISIONS RELATZNG TO THE SUBJECT; PROVIDING A PENALTY; AND PROVIDING FOR SEVERABILITY. SECONDED BY COUNCILMEMBER HAJECATE. MOTION WAS APPROVED UNANIMOUSLX. **COUNCILiv1EMBER JANIS LOWE MOVED TO APPROVE THE CONSENT AGENDA AS PRESENTED: A) PAYMENT OF CAPITAL PROSECTS 1) 1994 SIDEWALK PROGRAM WITH PAYMENT ESTIMATE NUMBER THREE TO HIGH TECH CONSTRUCTION MANAGEMENT, INC. FOR CQNSTRUCTION SIDEWALKS DURING THE PERIOD OF OCTOBER 11, 1994 THROUGH NOVEMBER 22, 1994, IN THE AMOUNT OF $8,864.58; 2) INFILTRATION AND TNFLOW ANALYSIS WITH THE SECOND PAYMENT TO ROY F. WESTON, INC. FOR SEWER EVALUATION STUDY DURING THE PERIOD OF OCTOBER 2, 1994 THROUGH NOVEMBER 4, 1994 IN THE AMOUNT OF $6,201 .37; 3) STEVENSON PARK IMPROVEMENTS WITH SECOND PAYMENT TO RANDALL-PORTERFIELD ARCHITECTS, INC. FOR PROFESSIONAL ARCHZTECTURAL AND ENGINEERING SERVICES AND REIMBURSABLE EXPENSES ON THE FINAL PHASE OF STEVENSON PARK IMPROVEMENTS DURING THE MONTH OF OCTOBER 1994 IN THE AMOU[�T OF $4,377.63: B) APPOINTMENTS TO COMMUNITY APPFARANCE BOARD ARE DAVID WIMBERLY AND KEN SHORES FOR TWO YEAR TERMS: C) EXECUTION OF THE ONE-YEAR CONTRACT WITH FRIENDSWOOD CHAMBER OF COMMERCE IN THE AMOUNT OF $5,000: D) AUTHORIZE INTERLOCAL AGREEMENT BETWEEN CITY AND FISD ALLOWING CITY'S USE OF SCHOOL BUSES: E) MINUTES. SECONDED BY COUNCILMEMBER KITTEN HAJECATE. MOTION WAS APPROVED JNANIMOUSLY. COUNCIL CONVENED INTO EXECUTIVE SESSION IN ACCORDANCE WITH THE TEXAS GOVERNMENT CODE, PURSUANT TO SECTION 55.074, PERSONNEL MATTERS. **COUNCILMEMBER KITTEN HAJECATE MOVED TO APPROVE A 2 PERCENT INCREASE FOR CITY MANAGER IN THE AMOUNT OF $1,536. 12 WHICH RAISES HIS ANNUAL SALARY TO $78,342 . 12 . 586 SECONDED BY COUNCILMEMBER MEL MEASELES.
