GALVESTON COUNTY CO1�IISSIONER WAYNE JOHNSON APPEARED BEFORE COUNCIL TO PRESENT THE FRIENDSWOOD VOLUNTEER FIRE DEPARTMENT WITH AN $8,000 CHECK FOR FIRE FIGHTING EFFORTS IN THE UNINCORPORATED AREA OF GALVESTON COUNTY. MAYOR NEWMAN AND PLANNING AND ZONING CHAIRMAN BEKNY BAKER CALLED THE JOINT DOCKETED PUBLIC HEARING TO ORDER TO RECEIVE PUBLIC COMMENTS, EITHER WRITTEN OR ORAL, REGARDING THE REQUEST TO REZONE 806 S. FRIENDSWOOD DRIVE, APPROXIMATELY 2.23 ACRES OUT OF LOT 12, BLOCK 3, FRIENDSWOOQ SUBDIVISION, FROM OLD BUSINESS DISTRICT (OBD) TO PLA.NNED UNIT DI5TRICT (PUD) . MR. PAUL G. COUNCILMEMBER HAJECATE ASKED THE HEIGHT OF THE PRQPOSED BUILDING "J" TO BE BUILT ALONG THE BACK PRQPERTY LINE. MR. SPILLER STATES THAT THE SPECIFICATIONS A.RE FOR A 10 FOOT EAVE5 HEIGHT. COUNCILMEMBER DICKEY ASKED ABOUT THE PITCH OF THE ROOF. MR. SPILLER STATED THE SPECIFICATIONS CALL FOR A LOW PITCH ROOF LINE, WITH DRAINAGE FALLING BACK ONTO THE FAIRLEIGH PROPERTY. HEARING NO FURTHER INPUT, THE JOINT PUBLIC HEARING WAS CLOSED AT 7:50 P.M. MAYOR NEWMAN ANNOUNCED THAT APPOTNTMENTS TO THE PI.ANNING AND ZONING COMMISSION WILL NOT BE MADE AT THIS TIME AND THAT PLANNING AND ZONING MEMBERS BENNY BAKER, MELINDA WASSON, AND MIKE WHITTENBURG HAVE AGREED TO CONTINUE SERVING IN THEIR PaSITIONS UNTIL APPOINTMENTS ARE MADE. THE STUDENTS WHO PARTICIPATED WERE CHRISTIAN THESS, DAVID SRIDGETT, DAVID BURDEN, ASHISH NAIK, VITO CIMTNELLO, CHASE ERICSSdN, MANISH DESHAI, DEREK JEANES, KATIE PRATT, JOHNNA MOODY, ANGIE PEARSON, EMILY ALLEN, PERI ATES, JANELL FIELD, MELISSA BALLARD, ERIS ELLI50N,KRISTEN JARNAGIN, AND ALLIE MCGRAW. COUNCILMEMBER MEASELES REPORTED ON ATTENDING THE TEXAS DEPARTMENT OF TRANSPORTATION MEETING HELD IN WEBSTER ON NOVEMBER 9TH REGARVING THE PROPOSED WEBSTER BYPASS AND STATED FRIENDSWOOD NEEDS TO LOOK AT ACCESS TO F.M. 528, ATTENDED THE CLEAR L11KE COUNCIL OF CITIES MEETING ON NOVEMBER 16TH WITH TEXAS MUNICIPAL LEAGUE EXECUTIVE DIRECTOR FRANK STURZL AS GUEST SPEA.KER, AND ATTENDED HARRIS COUNTY MAYORS AND COU[�CIL MEETING ON NOVEMBER 17th. , MR. HAL TAYLOR, CHAIR OF THE ZONING BOARD OF ADJUSTMENTS DISCUSSED WITH COUNCIL THE NEED TO AMEND THE ORDINAIdCE REGULATING FENCING. MR. TAYLOR ADVISED COUNCIL THAT THE ZONING BOARD OF ADJUSTMENTS HAS RECEIVED MANY REQUEST5 FOR VARIANCES AND SECTION 11 OF THE ZONING BOARD OF ADJUSTMENTS RULES AND REGULATIONS SPECIFICALLY PROHIBIT Z.B.Q.A. TO GRANT VARIANCES FOR EXISTING ORDINANCE REQUIREMENTS. MAYOR AND COUNCIL THANKED MR. TAYLOR FOR HIS PRESENTATION AND ADVISED THAT THEY WOULD FORWARD THIS REQUEST TO PLANNING AND ZONING FOR RECOMMENDATION. MR. MEL AUSTIN APPEARED BEFORE COUNCIL TO ANNOUNCE THAT HE WILL BE RUNNING FOR CITY COUNCIL POSITION FOUR THAT WILL BE VACATED BY COUNCILMEMBER STUART AND THEREFQRE WITHDREW HIS NAME FOR CONSIDERATION FOR APPOINTMENT TO THE PLANNING AND ZONING C01�41ISSION. CITY MANAGER REPORTED ON THE CHANGE ORDER NO. 3 TO THE NEW CITY HALL CONTRACT IN THE AMOC3NT OF $2,047, TO PROVIDE INTERCHANGEABLE CORE (LOCKS) AND KEYS FOR ALL THE DOOR5 DURING CONSTRUCTION, TRANSPORTATION ENHANCEMENT PROGRAM - BICYCLE LANE ON SUNSET DRTVE, AND HIGHWAY CONSTRUCTION. COUNCILMEMBER STUART REPORTED UTICON CONSTRUCTION HAS COMPLETED ECHO, CEDARWOOD, WILLOWICK AND THE ADJOINING STDEWAI,KS, AND THE PROJECTS JUST NEED A FINAL DRESSING UP. COUNCILMEMBER LOWE ASKED IF THE SUPPLIER IS RESPONSIBLE FOR THE BRICK DELIVERED FOR THE CITY HALL PROJECT THAT WERE SROKEhI AND REQUESTED THE PARK CREW WEED-EAT THE CITY HALL CONSTRUCTION SITE PRIOR TO THE CITY HALL SIGN GOING UP. COUNCILMEMBER LOWE REPORTED THAT ACCORDING TO GULF COAST WATER AUTHORITY, DUE TO THE BIKE LANES FOR BAY AREA BOULEVARD, THEY LOST THE TURNING LANE TO GO INTO THE PLANT. COUNCILMEMBER LOWE ASKED WHO RECEIVES THE $8,000 COUNTY CHECK, FIRE DEPARTMENT OR THE CITY WITH THE CZTY MANAGER ADVZSTNG THAT THE CITY RECEIVES THE FUNDS. COUNCILMEMBER LOWE ASKED IF THE ASPHALT OVERLAY BY THE CHURCH ON F.M. 518 WILL BE ON BOTH SIDES OF THE ROAD WITH THE CITY MANAGER ADVISING THAT HE WOULD CHECK WITH TX DOT AND WOULD ADVISE THEM THAT THE CITY DOES NOT WANT A "CIP" SIGN PLACED IN FRONT OF THE LIBRARY IN THE INTERIM PERIOD. COUNCILMEMBER MEASELES REPORTED THAT HGAC RANKED THE BIKE LANE PROJECT FOR SUNSET HIGHER THAN STEVENSON PARK BRIDGE AND EXPRESSED CONCERN WITH THE DESIGN OF THE BRIDGE ON F.M. 528 DUE TO THE RECENT FLOODING �N FM. 2351 BRIDGE AND REQUESTED THE CITY MANAGER TO HAVE TX DOT LOOK AT THAT DESIGN. **COUNCILMEMBER DICKEY MOVED FOR APPROVAL REGARDING THE POLICY FOR FRIENDSWQOD VOLUNTEER FIRE DEPARTMENT AND EMERGENCY MEDICAL SERVICES RESPONSE TO BRIQ FOR FIRE FIGHTERS WHO CHOOSE NOT TO RESPOND AND APPROVE A WAIVER OF LTABILITY BE SIGNED BY THOSE FIRE FIGHTERS WHO CHOOSE TO RESPOND.
