COUNCIL CONVENED INTO EXECUTIVE SESSION IN ACCORDANCE WITH THE
TEXAS GOVERNMENT CODE , PURSUANT TO SECTION 55 . 071 , CONSULTATION
WITH ATTORNEY AND SECTION 55 . 07� PERSONNEL MATTERS .
COUNCIL RE—CONVENED INTO OPEN SESSION WITH NO ACTION BEING TAKEN .
MR . RON NEIGHBORS , GENERAL MANAGER , HARRIS GALVESTON COASTAL
, SU$SIDENCE DISTRICT PRESENTED A PROGRAM ON "LEARNING TO BE WATER
WISE & ENERGY EFFICIENT . " MR . NEIGHBORS INTRODUCED MEMSERS OF
' THE HGCSD BOARD IN THE AUDIENCE WHICH WERE GREGG ELLIS , CAROL
+ BAKER , PAUL MAAZ AND RECOGNIZED DR . GARY CLAY , SUPERINTENDENT OF
FRIENDSWOOD INDEPENDENT SCHOOLS . MR . NEIGHBORS PRESENTED A
PROPOSAL FOR THE CITY TO ENTER INTO A ONE YEAR INTERLOCAL
AGREEMENT WITH AN AUTOMATIC RENEWABLE THAT WOULD PROVIDE KITS AND
CORRICULUM FOR STUDENTS IN THE 5TH GRADE AND CURRICULUM ONLY FOR
4TH GRADERS AT A COST �JF $28 . 00 PER STUDENT WITH 50% OF THE
PROGRAM BEING FAID FOR BY WATER DEVELOPMENT BOARD . THE
CURRICULUM WOULD BE TAUGHT AT SCHOOL WITH A FOLLOW UP WITH THE
KEY BEING TO INVOLVE PARENTS , THE CITY WOULD RECEIVE CREDIT FOR
GROUND WATER IF STUDENTS PARTICIPATE IN THE PROGRAM. MR .
NEIGHBORS STATED THE MATN THRUST IS FOR WATER CONSERVATION .
DISCUSSION WAS HELD REGARDING THE KITS AND WATER PRESSURE ,
LIABILITY AND HOLD HARMLESS CLAUSE , OBJECTIONS FROM HARDWARE
STORES , WARRANTY AND WHY THE SCHOOL IS NOT PAYING FOR THE
PROGRAM .

PRESENTED INFORMATION ON BOND MARKET FOR BOND ISSUE F�R WATER ,
WASTEWATER , STREET AND SPORTS COMPLEX PROJECTS . DISCUSSION WAS
HELD REGARDING THIS WOULD BE APPROXIMATELY A $6 MILLION DOLLAR
BOND ISSUE , DISCUSSED DEBT SERVICE , AND DISCUSSED REVENUE BONDS
VERSUS CERTIFICATE OF OBLIGATIONS . DISCUSSION WAS HELD REGARDING
AN AGENDA ZTEM AUTHORIZING MR . ILDEBRANDO TO PROCEED WITH THE
BOND ISSUE . MR . ILDEBRANDO STATED THAT 60 DAYS AFTER DEVELOPING
THE BOND SGHEDULE THEN THE BONDS WOULD BE SOLD .
DISCUSSION WAS HELD REGARDING ANNEXATION OF A 60 ACRE TRACT
ADJACENT TO SAN JOAQUIN SUBDIVISION . MR . MIKE REBESCHER
DISCUSSF,D WITH COUNCIL THE PROPdSAL TO ANNEX THIS PROPERTY IN
ORDER TO PROVIDE UTILITIES TO THIS PROPERTY FOR FUTURE
DEVELOP�4ENT QF A SUBDIVISION . DISCUSSION WAS HELD REGARDING THIS
PROPERTY IS IN THE CLEAR CREEK SCHOOL DISTRICT WITH MR . REBESCHER
STATING HE WAS NOT AWARE OF THIS FACT AND WOULD NEED TO
INVESTIGATE HOW TQ GET THIS PROPERTY INTO FRIENDSWQOD SCHOOL
DISTRICT . DISCUSSION WAS HELD REGARDING PROCEEDING WITH
DISCOSSIONS WITH LEAGUE CITY TO CONSIDER DISANNEXATION OF THIS
PROPERTY .
DISCUSSION WAS HELD REGARDTNG AMENDMEfdT TO ARTICLE V11 , SECTION
1 � . 331 OF THE FRIEf:�SW00D CODE REGARDING SWIMMING POOL
REGULATIONS . DISCUSSION WAS HELD REGARDING THE SWIMMING POOL
FENCING REGULATIONS AND APPLICATION T� FIVE ACRES ON MORE .
COUNCIL WILL LOOK AT THE EXISTING POQLS THAT THIS SECTION APPLIES
TO AND WILL DISCUSS THIS ISSUE AT A LATER COUNCIL MEETING .
DISCUSSION WAS HELD REGARDING DETERMINING SALES TAX AMOUNTS FOR
PROPOSED SALES TAX ELECTION . CITY MANAGER RON COX ADVISED THAT
THIS WILL BE TWO SEPARATE ISSUES ON THE BALLOT WITH �B BEING FOR
SPORTS AND MUNICIPAL COMPLEX A�D QPERATZONS AND THE OTHER
ISSUE WILL BE TO AEDUCE THE AD VALOREM TAXES . CITY MANAGER
STATED THE DISCUSSION HAS BEEN FOR 1 /2 CENT FOR EACH ISSUE WITH
CQUNCIL DISCUSSING VARYING AMOUNTS , APPLICATION QF THE REDUCTION
OF THE AD VALOREM TAXES AND DETERMINED THIS WOULD BE PLACED ON
THE NEXT AGENDA TO SET THE TWO AMOIINTS FOR THE BALLOT .
