MAXOR NEWMAN AND PLANNII3G AND ZONING CHAIRMAN BENNY BAKER CALLED A �,Q�[T �QCKETED PUBLIC HEARING TO ORDER TO DISCUSS ESTABLISHING A ENTRYWAY OVERLAY ZONE . COUNCIL AND PLANNING AND ZONING COMMISSION REVIEWED THE ENTRY OVERLAY DISTRICTS WITH THE GENERAL PURPOSE AND DESCRIPTION BEING THE DISTRICT IS INT,ENDED TO PRESERVE THE PHYSICAL CHARACTERISTICS � OF THE CITY OF FRIENDSWOOD ALONG ITS ENTRYWAYS BX PROMOTING THE SAFETY , WELFARE , CONVENIENCE AND ENJOYMENT OF TRAVEL ALONG THESE : ENTRYWAYS ; ENSURING THAT SIGNAGE IS CLEAR AND APPROPRIATE TO � PREVENT NEEDLESS CLUTTER IN APPEARANCE ; PROVIDING FOR UNIFIED A13D ORDERLY DEVELOPMENT ; AND PROMOTING AND AIDING ECONOMIC GROWTH . PLANNING AND ZONING CHAIRMAN BAKER STATED NOT EVERYONE ON COUNCIL NOR ON THE COMMISSION AGREES WITH THIS DISTRICT PROPOSAL AND STATED EXISTING BUSINESS WOULD NOT BE AFFECTED AND OUTLINED THE PROPOSED DISTRICT AREA FROM PEARLAND CITY LIMITS TO FM 2351 , FROM LEAGUE CITY LIMITS TO FM 52$ OR THE CREEK OR WHISPERING PINES , FM 528 FROM CITY LIMITS TO CITX LIMITS AND FM 2351 FROM CITY LIMITS TO CITY LIMITS . CHAIRMAN BAKER STATED THE WORKING DOCUMENT PROVIDES FOR GREEN SPACE IN FRONT OF BUSINESSES WITH AN ADDITIONAL 15 ' PAST R .O .W. FOR CERTAIN TYPE OF LANDSCAPING AND FOR 5 ' SIDEWALKS WHICH WOULD BE INSIDE 5 ' OR BUFFER AREA , MUST HAVE GARBAGE BINS AND ATR CONDITIONING AREA FENCED , UNDERGROUND UTILITIES , SCREENED OUTSIDE LOADING AREAS , SUBDIVISIONS MUST HAVE MA50NRY WALLS , NEW BUSINESSES WILL HAVE MONUMENT SIGNS , ANTENNA ' S WILL BE HIDDEN FROM THE STREET AND DETENTION WILL BE SCREENED . ! 566 , PLANNER DAVID HOOVER STATED THAT MOST OF THE RESTRICTIONS DISCUSSED ARE ALREADY REQUIRED IN THE ZONING ORDINANCE , WITH THE � PROPOSED ENTRY WAY OVERLAY DISTRICT SETTING OUT THE HEIGHT OF � BUILDINGS AND STRUCTURES BEING THREE STORIES OR THIRTY-FIVE FEET � AND AREA REGULATIONS SHALL BE DETERMINED BY THE UNDERLYING DISTRICTS EXCEPT THAT ALL FRONT SETBACKS MUST BE A MINIMUM OF FORTY FEET , DISTRICTS DOES REQUIRE MORE LANDSCAPING AND PARKING AND STATED THE COST FOR UNDERGROUND UTILITIES IS 2/ 3 TIMES MORE COST . NUMEROUS BUSINESS PEOPLE EXPRESSED CONCERNS REGARDING ADDITIONAL RIGHT OF WAY , COST OF UNDERGROUND UTILITIES , EFFECT ON EXISTING BUILDINGS , MORE REGULATIONS NOT CONDUCIVE TO NEW BUSINESSES COMING TO FRIENDSWOOD , WHY ENTRY WAY TAKES IN SO MUCH AREA , WHY NOT 300 ' INTO THE CITY , APPLICATION OF PROPOSED REQUIREMENTS TO NEW BUSINESS , EFFECT ON SMALLER LOTS , CURRENT SIGNAGE , EXISTING BUILDINGS WOULD BE EXEMPT FROM NEW RESTRICTIONS BUT IF 5�� DESTROYED WOULD HAVE TO MEET THE NEW RESTRICTIONS , ONLY AFFECTS LOTS THAT FRONT MAIN STREET ENTRYWAY , CONCERNED WITH DOCUMENT BEING VAGUE , AND SIGN ORDINANCE SHOULD BE SEPARATE FROM THIS DOCUMENT . COUNCIL REVIEWED THE DOCUMENT AND DISCUSSED BOUNDARIES , ARBA AND HEIGHT REGULATIONS , SIGN REGULATIONS , SCREENING , UTILITIES , LANDSCAPZNG , BERM AREAS AND HEIGHT AND ARCHITECTURAL ELEMENTS . DISCUSSION WAS HELD THAT PLANNING AND ZONING COMMISSION WOULD PREPARE A ROUGH DRAFT ORDINANCE FOR COUNCIL CONSIDERATION . MAYOR NEWMAN STATED EVERYONE IS PLEASED WITH THE NEW ENTRY WAYS INTO THE CITY AND EVERYONE IS CONCERNED WITH THE BEAUTIFICATION OF THE CITY . MAYOR NEWMAN STATED THE NEW PROPOSED DISTRICT IS NOT INTENDED TO PUT UNDUE HARDSHIP ON BUSINESSES AND THANKED THE CHAMBER , THE BUSINESS PEOPLE AND BUILDERS FOR ATTENDING AND PARTICIPATING IN THE DISCUSSION OF THIS PROPOSED DISTRICT .
