DISCUSSION WAS HELD REGARDING MANAGEMENT INFORMATION SYSTEMS
PLAN WITH CHIP COLLINS , PRINCIPAL OF THE ACCORD GROUP . MR .
COLLINS REVIEWED THE PLAN HIGHLIGHTS AND COST ESTIMATES . MR .
COLLINS RECOMMENDED THAT DATE PROCESS BE OFFICIALLY CHANGED TO
MANAGEMENT INFORMATION SYSTEMS , THE AS/400 BE "CONTRACTUALLY"
UPGRADED PRIOR TO OCTOBER 3� , 1994 FROM A MODEL B35 TO A 300 ,
USTI APPLICATION SOFTWARE BE REPLACED IN FISCAL 1995 , DIRECTLY
MANAGE THE OPERTION OF THE ADMINISTRATIVE SYSTEM AND CITY ' S LOCAL
AREA NETWORKS , PROVIDE TECHNICAL SUPPORT FOR LIBRARY AHD POLICE
SYSTEMS , AND SERVE AS THE TECHNICAL ADVISORS TO CITY MANAGEMENT ,
MIS REPORTS TO ADMINISTRATIVE SERVICES , A USER REQUIREMENTS
COMMITTEE BE CREATED , INCREASE STAFF LEVEL OF MIS BY ONE POSITION
IN FISCAL 1996 FOR A MICROCOMP(ITER SPECIALIST , A PLANNED CITY-
WADE LOCAL AREA NETWORK FOR DATE GOMMUNICATTON AND OFFICE
AUTOMATION BE INCREMENTALLY IMPLEMENTED OVER TWO YEARS - STARTING
IN FISCAL 1996 , FORMAL MICROCOMPUTER HARDWARE AND SOFTWARE
STANDARDS BE ADOPTED AND MANAGED , THE LIBRARY ' S RT-125
MINICOMPUTER SHOULD BE REPLACED IN FISCAL 1996 WITH AN RS 6000 OR
SIMILAR UNIX COMPUTER , IMPLEMENTATION OF THE RECOMMENDATIONS
SHOULD START FISCAL 1995 , SELECTION OF NEW APPLICATION SOFTWARE
AND CONTRACT FOR ASI�00 UPGRADE SHOULD BE COMPLETED PRIOR TO
OCTOBER 30 , 199�+ , DURING THE NEXT FIVE ( 5) YEARS ADDITIONAL
APPLICATION SOFTWARE BE ACQUIRED TO ACHIEVE THE PRIORITIZED NEEDS
ANA THE MIS CONCEFT AND PLAN SHOULD BE PRESENTED/COMMUNICATED TO
CITY STAFF . ADMINISTRATIVE SERVICES DIRECTOR ROGER ROECKER
REPORTED THE CITY BUDGETED 127 , 300 IN THE 9�/95 BUDGET FOR THE
UPGRADE HARDWARE MODEL 300 WHICH WILL BE IMPLEMENTED IN 12 - 18
MONTHS AND THE PROCESS FOR REPLACEMENT APPLICATION WILL BE A 5
YEAR LEASE PURCHASE WITH TRAINING AND SOFTWARE FOR A TOTAL AMOUNT

j CITY ATTORNEY JOHN OLSON , CITY MANAGER RON COX AND CITY SECRETARY
' DELORIS MCKENZIE PRESENTING AN OVERVIEW OF THE NEW PROPOSED CITY
CODE , DISCUSSED THE MAJOR CHANGES AND DISCUSSED THE ADOPTION AND
, FUTURE REVISIONS PROCESS TO THE CODE . THE ORIGINAL CODE WAS
ADOPTED NOVEMBER 18 , 1974 WITH REVISIONS A�NUALLY . THE CITY

OCTOBER 21 , 1991 FOR AN AMOUNT OF $ 10 , 8fl0 . MCC HAS ATTORNEYS ON
STAFF WHO REVIEWED ALL OF OUR REGULATORY ORDINANCES , MADE
� PROPOSED CHA�GES , WHERE CURRENT CONFLICTS WITH STATE LAW MIGHT
EXIST , AND WORKED WITH STAFF AND THE CITY ATTORNEY ON AREA WHERE
; THE MCC ATTORNEY , OR WE BELIEVED CHANGES SHOULD BE MADE .
ADOPTION OF THE CODE WILL BE PLACED ON THE NEXT COUNCIL AGENDA .
DISCUS5ION WAS HELD REGARDING SECURITY ALARMS WITH POLICE CHIEF
STOUT , EVFD FIRE CHIEF RICK MCFEE , PAESIDENT MARK GARVIN AND FIRE
MARSHAL TERRY PARKER . CHIEF STOUT PRESENTED THE REPORT , THAT WAS
PREPARED BY JAY STOKES , INTERN THIS SUMMER WHO REVIEWED THE
REGORDS IN THE POLICE COMMUNICATIONS DIVISION REGARDING THE
NUMBER OF ALARM CALLS THE CITY POLICE , FIRE AND EMS PERSONNEL
RESPOND T0 . THE REPORT INDICATED THAT �ULLY 20 PERCENT OF THE
TOTAL CALLS COME INTO DISPATCH ARE FROM ALARM SYSTEMS . ALL OF
THESE ARE FALSE ALARMS . THIS TAKES TIME AND C�STS TAXPAYERS
MONEY UNNECESSARILY . WITH THE CITY ' S CONTINUED GROWTH , THESE
NUMBERS CAN BE EXPECTED TO INCREASE . FROM AN EFFICIENCY
STANDPOINT , IF PERSONNEL ARE RESPONDING TO THIS MANY CALLS , ANA
THE NUMBER CAN BE EXPECTED TO INCREASE , IT IS LIKELY THAT
ADDITIONAL PERSONNEL COULD BE REQUIRED SOONER THAN EXPECTED .
MOST CITIS IN THIS AREA HAVE ADOPTED ORDINANCES REGULATING THE
PERMITTING OF ALARM SYSTEMS , AND REQUIRING THE PROPERTY OWNER TO
PAY FOR THE COST OF THE RESPONSE WHEN FALSE ALARMS REACH A
CERTAIN LEVEL . MOST ORDINANCE ALLOW FIVE FALSE ALARMS AND THEN
CHARGE FOR THE SUBSEQUENT CALLS. ACCORDING TO THE STATISTICS OF
OTHER CYTES AND VERIFIED FROM OUR CITY ATTORNEY , THE ORDINANCE
WORKS . THE NUMBER OF CALLS ARE REDUCED DRASTICALLY , AS PROPERTY
OWNERS EITHER MONITOR THEIR OWN EQUIPMENT BETTER , OR MAKE FIRST
CALL ARRANGEMENTS WITH PERSONS OTHER THAN POLICE COMMUNICATIONS .
THE STATISTICS SHOW THE FISD BUILDINGS ARE THE MOST FREQUENT
USERS , WITH SOME RESIDENCES CLOSE BEHIND . CHANGES IN THIS REGARD
WILL REQUIRE SOME BEHAVIOR MODIFICATION , THE STAFF PROPOSE THIS
CHANGE TO END THE UNNECESSARY FALSE ALARMS THAT ARE TAKING A
TREMENDOUS AMOUNT OF PERSONNEL TIME , IN ALL PUBLIC SAFETY
DISCIPLINES--POLICE , FIRE AND EMS . CHIEF STOUT REPORTED SOME OF
THE ALARMS ARE WEATHER RELATED AND WILL BE TO BE CONSIDERED .
CHIEF STOUT STATED THE CITY COULD LOOK AT A REGISTRATION OR
PERMIT PROGRAM WITH FINES FOR OVER FTVE ALARM CALLS IN A TWELVE
MONTH PERIOD . WITH A REGISTRATION PROGRAM, KEY HOLDER INFORMATION
WOULD HAVE TO BE UPDATED ANNUALLY AND WOULD BE THE
HOMEOWNERJBUSINESS OwNER RESPONSIBILITY . CHIEF STOUT REPORTED HE
DOES NOT KNOW HOW MANY ALARMS ARE IN THE CITY AS SOME ALARMS GO
DIRECTLX TO A SECURITY COMPANY . COUNCIL DISCUSSED A GRACE PERIOD
OF SIX MONTHS , PERMIT FEE WITH A SLIDING SCALE FOR RENEWAL BASED
ON NUMBER OF CALLS. A PROPOSED ORDINANCE WILL BE PREPARED WITH
FEES AND CHARGES TO BE DETERMINED .
