DAVID SMITH, REPRESENTING THE FINE ARTS C�I�II�IISSION, PRESENTED A CHECK TO THE CITY FOR THE NEW LIBRARY. � MS. BAKER, ON BEHALF OF MR. BAKER AND LUBY'S RESTAURANT, PRESENfiED A CHECK TO THE CITY FOR THE SENIQR CITIZENS PROGRAM IN APPRECIATION FOR ALL THE CITY DOES. MAYOR NEWMAN PROCLAIMED SEPTEMBER TO DECEMBER AS "THE 1994 MAINLAND CONII�IUNITIES UNITED WAY CAMPAIGN DRIVE", SEPTEMBER 26 THROUGH OCTOBER 2 AS A WEEK OF PRAYER FOR "JENNIFER ZOGHBI", AND OCTOBER 1, 1994 AS "SHRINE HOSPITAL BENEFIT DAY" . MAYOR NEWMAN REPORTED ON THE DEDICATION OF THE ZUE BALES ELEMENTARY SCHOOL WHTCH WILL BE A BEAUTIFUL FACILITY FOR OUR CHILDREN. COUNCILMEMBER DICKEY REMINDED EVERYONE OF THE AMERICAN HEART ASSOCIATION WALK-A-THON TO BE HELD SATURDAY, BEGINNING AT VILLAGE ON THE PARK, REPORTED ON A SEMINAR ON IMPACT OF CASINO GAMBLING, REPORTED ON FORMER MAYOR RALPH LOWE'S APPEAL TO COMMISSIONER COURT FOR AN EARLY VOTING PLACE IN FRIENDSWOOD, WHICH WAS DENIED AGAIN, AND REPORTED ON CORRESPONDENCE WITH MIN926/KSS03 I s4o � � � JOHN PINKSTON, TEXAS DEFARTMENT OF TRANSPORTATION, REGARDING STREET SWEEPING, WHICH WILL BE SCHEDULED WHEN THE STREET SWEEPER IS WORKING. COUNCILMEMBER STUART REPORTED ELIGIBLE VOTERS MAY- VOTE BY MAIL BALLOTING, REPORTED ON THE CLEAR CREEK DRAINAGE DISTRTCT MEETING WITH A $0. 14 TAX RATE BEING SET, REPORTED ON THE CLEAR CREEK WATERSHED MEETING WITH DISCUSSION REGARDING SUBMITTAL QF PLANS TO FEMA, ATTENDED THE G.C.M.& C. MEETING LAST WEDNE5DAY, WHICH WA5 ENJOYABLE AND EDUCATIONAL. COUNCILMEMBER MEASELES REPORTED ON ATTE[dDING THE CLEAR LAKE COUNCIL OF CITIES MEETING, ATTENDED THE H.C.M.& C. MEETING WITH GUEST SPEAKER ROBERT ECKELS, CANDIDATE FOR HARRI5 COUNTY JUDGE, ATTENDED THE C.C.I.S.D. TOWN MEETING ON THEIR BOND ELECTION, STATED HE WOULD LIKE TO SEE A WORKSHOP ON THE F.V.F.D. REQUEST FOR A PUMPER LADDER TRUCK, AND STATED HE WOULD LIKE TO SEE THE CITY LOOK AT A NEW STAGGERED WORK SCHEDULE WHICH COULD BE BENEFICIAL, NOTING THAT MANY COMPANIES AND ENTITIE5 ARE IMPLEMENTING THE NEW STAGGERED WORK SCHEDULE TO COMPLY WITH THE CLEAIi AIR ACT WHICH THE CITY IS NOT REQUIRED TO PARTICIPATE IN. COUNCILMEMBER HAJECATE EXTENDED CONDOLENCES TO THE PAULA STINER FAMILY AND THANKED THE FRIEIdDSWOQD POLICE DEPARTMENT FOR THEIR SPEEDY APPREHENSION IN THE CASE, REPORTED ON ATTENDING THE PEARLAND CENTENNIAL PARADE WITH MAYOR NEWMAN AND COUNCILMEMBER LOWE, AND ON CQUNCILMEMBER LOWE'S SUGGESTION, THIS WEEKS "KUDQS" TO NEIGHBORS IN EAGLE LAKE SUBDIVISION FOR CLEANING THEIR EASEMENT AND GUTTERS AND TO JOHN PINKSTON, TEXAS DEPARTMENT OF TRANSPORTATION, FOR THE TRAFFIC LIGFiTS AT FALCON RIDGE AND F.M. 528. CITY MANAGER REPORTED �N THE ANNUAL LEAD AND COPPER MOKITORING IN THE DRINKING WATER AS REQUIRED AS A RESULT OF THE NATIONAL CLEAN WATER ACT ACT AND FRIENDSWOOD MET THE STANDARBS OF EPA/TNRCC, THE TEXAS-NEW MEXICO POWER RATE CASE AND THE DATE FOR THE AGREEMENT TO BE OCTOBER 7, THE TCI CABLE RATE REGULATION WITH REED-STOWE BEGINNING THE PROCESS OF REVIEWING THE FORM 1200 5UBMITTED BY TCI, THE RESURFACING OF MELODY LANE, NEW POLICE VEHICLES ORDERED THROUGH H-GAC WHICH WILL SAVE THE CITY $3,000 PER VEHICLE FOR A TOTAL SAVINGS OF $15,000, AND REPORTED THAT ROGER ROECKER, ADMINISTRATIVE SERVICES DIRECTOR WTLL ATTEND THE SEMINAR ON IMPACT OF CASINO GAMBLING. COUNCILMEMBER STUART STATED A NUMBER QF' STREETS NEED REPAIRS AND ASKED CITY MANAGER TO LOOK INTO A BONDING PROGRAM FOR STREET REPAIRS, AND STATED THE NEED TO CONTINUE WITH UPKEEP OF INFRASTRUCTURE. COUNCILMEM$ER STUART ASKED IF THE CITY RECEIVED A LETTER FROM E.P.A. REGARDING SEWER OVERFLOWS WITH THE CITY MANAGER ADVISING THAT THE CITY DID RECEIVE A LETTER AND FURTHER REPORTED THAT SINCE 1993, ALL OVERFLOWS ARE REQUIRED TO BE REPORTED AND THAT E.P.A. HAS REQUESTED A PLAN TO EXPLAIN THE REASON FOR OVERFLOWS AND WHAfi CAN BE DONE TO CORRECT THE PROBLEM. DISCUSSTON WAS HELD AT TO WHAT CAUSES THE SEWER STOPPAGES, SUCH AS HOUSEHOLD GREASE BUILD-UP, ROOTS, ETC. CITY MANAGER REPORTED THAT THE CITY HAS AN INFILTRATIOAI AND INFLOW PROJECT ONGOING TO IDENTIFY THESE PROBLEM AREA.S, WITH FUNDS BUDGETED FOR REPAIRS. MIN926/KSS03 541 I COUNCILMEMBER DICKEY ASKED IF THE PROBLEM IS THE LACK OF MAINTENANCE OF '� LINES AND WOULD ROUTINE MAINTENANCE RESOLVE THE PROBLEM, WITH THE CITY MANAGER ADVISING THAT THE CITY HAS 9Q MILES OF WASTEWATER LINES, AND CANNOT KNOW WHEN THE NEXT STOPPAGE WILL OCCUR. CITY MANAGER STATED THAT IF ! THIS PROJECT WA5 CONTRACTED OUT, IT WOULD BE VERY COSTLY, BUT WILL CHECK � WITH OTHER CZTIES AS TO HOW ROUTINE CLEAN-OUTS ARE HANDLED. i COUNCILMEMI3ER DICKEY REPORTED THAT THERE ARE HIGH WEEDS AND GRASS AT i LAUREL AND HERITAGE WITH THE CITY MANAGER STATING HE WOULD ADVISE THE CODE ENFORCEMENT OFFICER. COUNCILMEMBER HAJECATE ASKED THE CITY MANAGER TO CHECK WITH TEXAS DEPARTMENT OF TRANSPORTATION ABOUT CONSOLIDATING ROAD SIGNS ON ONE POLE. COUNCILMEMBER MEASELES ASKED IF THE H.L.& P. RATE CASE PUBLIC HEARINGS WILL BE HELD IN EACH CITY OR IF ONLY ONE HEARING WILL BE HELD WITH THE CITY ' MANAGER ADVISING THAT DETERMINATION HAS NOT BEEN MADE AT THIS TIME. COUNCILMEMBER 5TUART STATED THE CAUTION LIGHT AT CLEARVIEW AND F.M. 518 IS USELESS AND ASKED IF THE TEXAS DEPARTI�NT OF TR.ANSPORTATION HAS RESPONDED TO THE REQUEST TO CHANGE THIS TO A TRAFFIC LIGHT. THE CITY MANAGER RESPONDED THAT THIS IS A MATTER OF STRATEGY OF HOW TO GET TX DOT TO PLACE A TRAFFIC LIGHT, STATING ONCE THE LIGHT IS SET, TX DOT CAN CHANGE THE LIGHT INTERNALLY AFTER 60 DAYS AND STATED THAT THE CITY WILL SUBMIT A REQI3EST. CITY MANAGER REPORTED ON THE TRAFFIC LIGHT REQUEST AT CHELSEA, WHICH HAS BEEN TURNED DOWN TWICE BY TX DOT, STATED AFTER THE BEDFORD HOUSE APARTMENTS, LQCATED ACROS5 THE STREET, ARE FULL, THEN WILL REQUEST RECONSIDERATION. COUNCILMEMBER DICKEY REQUESTED THE CITY MANAGER TO HAVE TX DOT PUT A TRAFFIC COUNTER AT CLEARVIEW AND F.M. 518. COUNCILMEMBER HAJECATE MOVED TO APPROVE THE AUTHORTZATION OF WAYNE SMITH AND ASSOCIATES TO PROCEED WITH THE ENGINEERING AND DESIGN FOR WASTEWATER DIVERSIONS AND IMPROVEMENTS. SECONDED BY COUNCILMEMBER STUART. MOTION WAS APPROVED UNANIMOUSLY. COUNCILMEMBER HAJECATE MOVED TO APPROVE THE RECONINIENQATION QF THE PLANNING AND ZONING COMMISSION REGARDTNG THE APPROVAL OF COhfMERCIAL SITE PLAN FOR BAY CREEK CONVENIENCE STORE LOCATED ON F.M. 528 AT SAN JOAQUIN. SECONDED BY COUNCILMEMBER DICKEX. MOTION WAS APPROVED UNANIMOUSLY. COUNCILMEMBER MEASELES MOVED TO APPROVE THE RECON�Il�fENDATI0N5 FROM THE PARKS AND RECREATION BOARD REGARDING AUTHORIZING RANDALL-PORTERFIELD ARCHITECTS TO PREPARE DESIGN PLANS AND SPECIFICATIONS FOR THE FOLLOWING: A) STEVENSON PARK IMPROVEMENTS; B) U-SHAPED DRIVE AT FIRE STATION #1. SECONDED BY COUNCILMEMBER HAJECATE. MOTION WAS APPROVED UNANIMOUSLY. COUNCILMEMSER HAJECATED MOVED TO APPRO�TE RESOLUTION NO. MIN926/KSS03 542 COUNCILMEMGBER HAJECATE MOVED TO TABLE ORDINANCE T94-12, AN ORDINANCE AMENDING THE CITY OF FRIENDSWOOD, TEXAS, ORDINANCE NO. 300, PASSED AND APPROVED THE 9TH DAY OF JANUARY, 1978, AND BEING AN ORDINANCE ESTABLISHING RULES AND REGULATIONS GOVERNING VEHICULAR AND PEDESTRIAN TRAFFIC IN THE CITY, BY STRIKING THEREFROM ALL OF SECTION 8 AND SUBSTITUTING THEREF�R A NEW SECTION 8; PROVIDING CONDITIONS FOR THE USE OF CERTAIN CITY STREETS FOR IN-LINE, ROLLER BLADE SKATING; PROVIDING PENALTIES FOR FAILURE TO ABIDE BY SUCH TERMS AIdD CONDITIQNS; PROVIDING FOR SEVERABILITY; AND COKTAINING OTHER PROVISIONS RELATING TO THE SUBJECT.
