T9�- 13 , FIRST AND FINAL READING OF AN ORDIIJANCE APPROVING AND ADOPTING THE CITY OF FRIENDSWOOD , TEXAS , GENERAL BUDGET FOR THE FTSCAL YEAR 199�+/95 ; MAKING APPROPRIATIONS FOR THE CITY FOR SUCH FISCAL YEAR AS REFLECTED IN SAID BUDGET ; AND MAKING CERTAIN FINDINGS AND CONTAINING CERTAIN PROVISIONS RELATING TO THE SUBJECT . T9u- i 14 , FIRST AND FINAL READING OF AN ORDINANCE PROVIDING FOR THE � ASSESSMENT , LEVY , AND COLLECTION OF AD VALOREM TAXES OF THE CITY OF FRIENDSWOOD , TEXAS , FOR THE YEAR 199�+ AND FOR EACH YEAR THEREAFTER UNTIL OTHERWISE PROVIDED IN THE AMOUNT OF . 663 CENTS ; PROVIDING THE DATE ON WHICH TAXES SHALL BE DUE AND PAYABLE ; PROVIDING FOR PENALTY AND INTEREST ON ALL TAXES NOT TIMELY PAID ; AND REPEALING ALL ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT HEREWITH . SECONDED BY COUNCILMEMBER DICKEY . MOTI0i3 APPROVED UNANIMOUSLY . DISCUSSION WAS HELD REGARDING MARY ' S CROSSING BRIDGE OVER MARY ' S CREEK WITH MR . GENE COOK , PRESIDENT OF IMPERIAL ESTATES H. O . A . REPRESENTING SECTIONS 1 AND 2 . MR . COOK INTRODUCEU A LARGE CONTINGENT OF HOMEOWNERS PRESENT FROM BOTH SECTIONS . MR . COOK PRESENTED INFORMATION ON A SURVEY TAKEN IN BOTH SECTIONS WITH 55� FOR CLOSING THE BRIDGE AND �+5� FOR KEEPING THE BRIDGE OPEN . MR . COOK STATED THE MAJORITY OF HOMEOWNERS ARE CONCERNED WITH SAFETY FACTORS OF TRAFFIC AND PEDESTRIANS . DISCUSSION FOLLOWED REGARDING ,.,.�....... 536 EXCESSIVE SPEED , IMPERIAL DRIVE IS A SAFER ROUTE THAN ENTERING FM 2351 , SECURITY GATE AT THE BRIDGE WITH INGRESS AND EGRESS FOR EMERGENCY VEHICLES , LIGHT AT FM 2351 , ONE WAY TRAFFIC ONLY , CLOSE SRIDGE TO TRAFFIC , BRIDGE TIES BOTH SECTION OF SUBDIVISION TOGETHER AND THE JOINT USE OF THE COMMUNITY POOL , NO THRU TRAFFIC SIGNS , AND IF IT IS LEGAL TO CLOSE A BRIDGE . MAYOR NEWMAN STATED THE CITY ATTORNEY WILL BE ASKED TO LOOK INTO THE LEGALITY OF CLOSING THE BRIDGE AND WILL REQUEST THE CITY MANAGER TO HAVE THE POLICE DEPARTMENT LOOK INTO THE SPEEDING CONCERNS AND HAVE A TRAFFIC COUNT RAN ON BOTH ENDS OF SHADOWBEND . MAYOR NEWMAN THANKED MR . COOK AND THE HOMEOWNERS FOR COMING IN TO DISCUSS THEIR CONCERNS . DISCUSSION WAS HELD REGARDING WATER AND WASTEWATER ISSUES WITH MR . CHARLIE BEERE WITH WAYNE SMITH ENGINEERING , PRESENTING HIS � RECOMMENDATIONS REGARDING THE PROPOSED DIVERSIONS AND IMPROVEMENTS TO BOTH THE WATER DISTRIBUTION AND WASTEWATER SYSTEM IN THE SOUTH FRIENDSWOOD AREA . DISCUSSION WAS HELD REGARDING FUNDING IN THE UPCOMING BONA ISSUE FOR THE UV PROJECT AT THE BLACKHAWK REGIONAL WASTEWATER TREATMENT PLANT . ON THE WASTEWATER DIVERSIONS AND IMPROVEMENTS , STAFF AGREES WITH MR . BEERE ' S ORDER OF PRIORITIES WHICH ARE TOWER ESTATES AT $5� , 200 , EAGLE LAKES/EAGLE POINT DIVERSION AT $75 , 200 AND FALCON RIDGE/FOX MEADOWS DIVERSION AT $87 , 500 . THESE ARE COST ESTIMATES FOR CONSTRUCTION ONLY AND DOES NOT REFLECT COSTS ASSOCIATED WITH ENGINEERING , SURVEYS , GEOTECHNICAL , EASEMENT ACQUISITION , CONSTRUCTION PROJECT REPRESENTATIVE , ETC . ON THE WATER DISTRIBUTION IMPROVEMENTS , MR . BEERE PRESENTED A STUDY FOR THE SOUTH FRIENDSWOOD AREA . SEVERAL OF THE PROJECTS ORIGINALLY RECOMMENDED HAVE EITHER BEEN COMPLETED , OR ARE TO BE COMPLETEA THIS FISCAL YEAR . THE COMPLETED PROJECTS INCLUDE WATERLINES FOR EL DORADO AND LUNDY LANE AND A CONNECTION LINE BETWEEN WILDERNESS TRAILS AND WINDSONG IS TO BE CONSTRUCTED THIS YEAR . DISCUSSION WAS HELD REGARDING A NEED FOR A MAJOR WATERLINE PARALLEL TO THE ROUTE TAKEN BY THE SOUTH FRIENDSWOOD SEWER INTERCEPTOR LINE WHICH WOULD PROVIDE A NEEDED LOOP FOR THE ENTIRE SOUTH SIDE OF THE CITY . THE WATER WOULD ASSURE ADEQUATE WATER SUPPLY SHOULD A LINE BREAK OCCUR , AS WELL AS ADDITIONAL NEEDED WATER PRESSURE FOR CONSUMERS AND FIRE PROTECTION IN THE AREA . THE SOUTH FRIENDSWOOD WATERLINE ( EAGLE LAKES TO SAN JOAQUIN) IS AN ESTIMATED COST OF $593 , 200 FOR CONSTRUCTION COST ONLY . DISCUSSION WAS HELD REGARDING THE RENOVATION AND PAINTING OF THE ELEVATED 4JATER STORAGE TANK WITH A COPY OF THE BID DOCUMENTS FOR PLANS AND SPECIFICATIONS FOR THE PROJECT . THE ESTIMATED COST FOR THE ELEVATED WATER STORAGE TANK IS $369 , 300 FOR CONSTRUCTION COST ONLY BUT DOES INCLUDE FUNDS FOR A SUPERVISOR ON A DAILY BASIS FOR TANK INSPECTIONS AND WOULD INCLUDE REMOVAL AND INCINERATION OF LEAD . DISCUSSION WAS HELD REGARDING LIFE OF A TANK WITH CHARLIE BEERE STATING COATING WISE A TANK HAS A 15 YEAR LIFE THEN WOULD HAVE TO RE-COAT. COUNCIL DISCUSSED WHAT COLOR TO PAINT AND EMBLEM FOR THE WATER TOWER . DISCUSSION WAS HELD REGARDING AMOUNT OF BONA ISSUE IN AN APPROXIMATE AMOUNT OF 3 1 /2 MILLION DOLLARS WITH DISCUSSION REGARDING INCREASE IN SEWER AND WATER RATES TO PAY FOR THE BONDED INDEBTEDNESS . DISCUSSION WAS HELD REGARDING FRANK ILDEBRANDO PREPARING A SCHEDULE FOR A BOND ISSUE WITH A TIMELINE FOR BLACKHAWK BEING SEPTEMBER , 1995 . DISCUSSION ��� HELD REGARDING CHARLIE BEERE PROCEEDING WITH PREPARATION OF AN � 3� ENGINEERING PROPOSAL FOR THIS PROJECT . DISCUSSION WAS HELD REGARDING JUVENILE CURFEW WITH COU�CILMEMBER LOWE PRESENTING INFORMATION FROM OTHER AREA CITIES . COUNCILMEMBER LOWE STATED SOME CITiES HAVE VARYING CURFEWS , FROM EVENING , TO DAYTIME AND WEEKENDS . COUNCILMEMBER LOWE STATED FRIENDSWOOD IS THE ONLY CITY IN THIS AREA THAT HAS NOT ENACTED A CURFEW . COUNCILMEMBER STUART REPORTED THE G . C . M. & C . ASSOCIATION WILL BE DISCUSSING CURFEWS AT THE MEETING ON SEPTEMBER 28 AND URGED COUNCIL TO ATTEND . CHIEF STOUT STATED THE POLICE DEPARTMENT WOULD BE VERY INTERESTED IN HAVING THIS TOOL AND STATED IF OTHER CITIES SURROUNDING FRIENDSWOOD HAVE A CURFEW THEN IT WOULD IMPACT OUR CITY . CHIEF STOUT STATED HARRIS COUNTY IS ASKING FOR LEGISLATION TO ALLOW COUNTIES TO ENACT CURFEW RESTRICTIONS . COUNCILMEMBER MEASELES REPORTED HE HAD DISCUSSED ` THIS ISSUE WITH CITIES IN H . C . M. & C . ASSOCIATION AND REPORTED THEY CITIES HAVE RECEIVED ALMOST NO OBJECTIONS TO THIS CURFEW . DISCUSSION WAS HELD TO DISCUSS THIS ISSUE AT THE TOWN MEETING WHICH COUNCIL DETERMINED WOULD BE HELD ON OCTOBER 24 WITH COUNCILMEMBERS MEASELES AND LOWE TO WORK WITH CHIEF STOUT ON A DRAFT DOCUMENT FOR THE TOWN MEETING .
