MINUTES OF A SPECIAL MEETING OF THE FRIENDSWOOD CITY COUNCIL THAT WAS HELD
ON THURSDAY, SEPTEMBER 8i 1994 AT 7:00 P.M. AT FRIENDSWOOD CITY HALL,
COUNCIL CHAMBERS, 109 WILLOWTCK, FRIENDSWOOD, TEXAS, WITH THE FOLLOWING
PRESENT CONSTITUTING A QUORUM:

MAYOR NEWMAN CA.LLED THE SPECIAL MEETING TO ORDER FOR THE PURP05E OF MEETING
WITH PLANNING AND ZONING COMMISSION TO DISCUSS THE COMPREHENSIVE PLAN WITH
CONSULTANT J. T. DUNKIN AND ASSOCIATES.
CITY PLANNER DAVID HOOVER PROVIDED BACKGROUND INFORMATION ON PLANNrNG AND
ZONING COMMISSION MEETING WITH J. T. DUNKIN. FOLLOWING THESE MEETINGS IT
WAS DETERMINED TO PRESENT THE PRELIMINARY REPORT TO COUNCIL FOR DISCUSSION
PURPOSES REGARDING BOTH THE LAND USE PLAN AND CHANGES TO THE MAJOR
THOROUGHFARE PLAN.
MR. DUNKIN PRESENTED INFORMATION RELATIVE TO THE LAND USE PLAN AS IT RELATES
TO ZONING, EXPLAINING ZONING WILL TAKE CARE OF ITSELF AFTER THE L�A2dD USE IS
WORKED OUT. MR. DUNKIN OUTLINED THE STEP5 TAKEN BY PLANNING AND ZONING
f COMMISSION TO ARRIVE AT THE PRELIMINARY REPORT TO PRESENT TO COUNCIL. MR.
DUNKIN YNDICATED ON THE MAP THE DIFFERENT THQROUGHFARES IN RELATION TO THEIR
� • CORRESPONDENCE IN LEAGUE CITY AND PEARLAND. MR. DUNKIN STATED THE GR.AND
PARKWAY IS STILL SOME FIFTEEN TO TWENTY YEARS IN THE FUTURE.
DISCUSSION FOLLOWED WITH COUNCIL AND PLANNING AND ZONING COMMISSION
DISCUSSING SURFACE WATER REQUIREMENTS, POPULATION BUILD-OUT, INDUSTRIAL
LOCATIONS, REGIONAL DETENTION PONDS, AREAS THAT NEEDED RECLASSIFYING,
CONTROLLING GROWTH, HEIGHT RESTRICTIONS, HOMEOWNERS ASSOCIATIONS,
MAINTENANCE OF PARKS, LAND USE FOR CAMP MANTSON, AND THE POTENTIAL
DEVELOPMENT OF BAY AREA BOULEVARD.
MR. DUNKIN STATED AFTER THE LAND USE PLAN IS COMPLETE, THE CONIl'1ISSION COULfl
REVTEW THE PERMITTED USE TABLE OF THE ZONING ORDINANCE AtID REDEFINE THE
USES. MR. QUNKIN REPORTED THAT HE WOULD WRITE A PRELIMINARY DRAFT OF THE
LAND USE PLAN AND WOULD MEET AGAIN WITH THE PLANNING AND ZOtIING COMMISSION
IN A FEW WEEKS TO REVIEW THE PLAN.

MOTION WAS MADE AND APPROVED FOR ADJOURNMENT.
