MINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD CITY COUNCIL THAT
WAS HELD ON MONDAY , JULY 25 , 199� AT 7 : 00 PM AT FRIENDSWOOD CITY
HALL , COUNCIL CHAMBERS , 109 WILLOWICK WITH THE FOLLOWING PRESENT
CONSTITUTING A QUORUM :

MAYOR NEWMAN CALLED THE MEETING TO ORDER .
INVOCATION WAS GIVEN BY FATHER RON , MARY QUEEN CATHOLIC CHURCH .
COUNCILMEMBER STUART LED THE PLEDGE OF ALLEGIANGE .
MAYOR NEWMAN PROCLAIMED AUGUST 2 , 199� AS "NATIONAL NIGHT OUT"
AND ISSUED A PROCLAMATION IN SUPPORT OF CLEAR LAKE AREA ECONOMIC
DEVELOPMENT FOUNDATIO� .
MAYOR NEWMAN REPORTED ON THE DEDICATION OF THE NEW LIBRARY
FACILITY HELD ON SUNDAY , COMMENDED THOSE THAT HAVE CONTRIBUTED TO
THE LIBRARY FUND AND COMMENDED THE LIBRARY STAFF THAT WORKED
DILIGENTLY FOR MANY HOURS IN MOVING THE LIBRARY TO BE READY TO
OPEN THE NEW LIBRARY TODAY AND INVITED EVERYONE TO GO BY AND SEE
� THE NEW FACILITIES .

SCHEDULED FOR AUGUST 3 WITH CITIES THAT ARE PARTICIPATING IN THE
RATE CASE , REPORTED THE T . N . P . RATE CASE SHOULD BE FINALIZED
TOMORROW AND REPORTED SHE MISSED THE LIBRARY DEDICATION DUE TO
BEING IN WISCONSIN AND STATED SHE IS LOOKING FORWARD TO THE
TML/AMCC CONFERENCE IN AMARILLO .
COUNCILMEMBER DICKEY REPORTED ON ATTENDING THE GRAND OPENING OF
THE LIBRARY FACILITY AND WISHED THE LIBRARY STAFF MUCH SUCCESS
AND STATED SHE IS LOOKING FORWARD TO A LEARNING EXPERIENCE BY
ATTENDING THE TML/AMCC CONFERENCE .
COUNCILMEMBER STUART REPORTED ON ATTENDING THE DEDICATION OF THE
NEW LIBRARY FACILITIES AND RECALLED BEING ON COUNCIL IN 1970 WHEN
THE OLD LIBRARY WAS BUILT , REMINDED EVERYONE OF THE G . C .M. & C .

H . C . M . & C . MEETING IN KATY WITH GUEST SPEAKER ART STOREY FROM
HARRIS COUNTY FLOOD CONTROL DISTRICT , TRAVELED TO AUSTIN TODAY TO
ATTEND THE T . M. L . COMMITTEE MEETING QN ECONOMIC DEVELOPMENT AND
REPORTED THE T .M. L . REGION 14 MEETING WILL BE HELD IN GALVESTON
ON AUGUST 13TH .
COUNCILMEMBER HAJECATE REPORTED ON ATTENDING THE T . M . L . RISK POOL
INSURANCE COMMITTEE MEETING , ATTENDED THE LIBRARY GRAND OPENING

MS . JEANIE MCHUGH APPEARED BEFORE COUNCIL TO EXPRESS CONCEANS FOR
THE SPEED ' LIMIT IN SUNSET MEADOWS ESTATES WHICH IS HIGHLX
POPULATED WITH YOUNG CHILDREN AND REQUESTED COUNCIL TO CONSIDER
LOWERING THE SPEED LIMIT CONSISTENT WITH THE OTHER RESIDENTIAL
AREAS AND REQUESTED MORE POLICE PATROL ESPECIALLY SATURDAY NIGHT
WHEN THE r1AIN STREET IS USED AS A DRAG STRIP .
CITY MANAGER RON COX ADVISED THE POLICE DEPARTMENT IS LOOKING

WITH SOIL EROSION ALONG HIS PROPERTY LOCATED AT 503 GREENBRIAR .
MR . GORDON ADVISED HE HAD DISCUSSED THIS PROBLEM PREVIOUSLY WITH
C . C . D . D . AND WAS REFERRED TO THE CITX . MR . GORDON STATED HE HAS
LOST 40 TO 50 FT . OF HIS PROPERTY FROM THE CENTER OF THE CREEK .
MR . GORDON STATED WATER LAYS IN HIS FRONT YARD THEN DRAINS OFF

WHICH HAS CAUSED THE EROSION . MR . GORDON ALSO STATED THE HOME
NEXT DOOR WAS BUILT 5 FT . HIGHER THAN HIS PROPERTY WHICH IS
CAUSING THE DRAINAGE PROBLEM. MAYOR NEWMAN REQUESTED THE CITY
ENGINEER LOOK INTO THIS MATTER . COUNCILMEMBER MANZSON REQUESTED
MR . GORDON MEET WITH HIM TO REQUEST THE SOIL AND CONSERVATION
AGENCY GET INVOLUED .
MR . LEE GRIFFITH APPEARED BEFORE CpUNCIL TO REQUEST COUNCIL NOT
FORGET THE SPORTS COMPLEX IN THE BUDGET PROCESS , REPORTED OVER
1 , 000 WERE REGISTERED FOR SOCCER WITH SOME CHILDREN HAVING TO BE
TURNED DOWN FOR LACK OF PLAYING SPACE . MR . GRIFFITH EXPRESSED
HIS CONCERNS REGARDING THE SPORTS COMPLEX , STATED A FORMAL NEEDS
� SURVEY IS NEEDED , A CONCEPTUAL DRAWING , DISCUSSED APPLYING FOR
� GRANTS AND DEADLINES FOR GRANT APPLICATIONS AldD EXPAESSED A NEED
; TO BEGIN USING THE AREA AS SOON AS POSSIBLE AND STATED THE SOCCER
� ASSOCIATION WOULD OFFER TO HELP PREPARE THE AREA FOR USE .
MAYOR NEWMAN STATED THE CITY IS MOVING FORWARD WITH THE
ACQUISITION OF THIS PROPERTY .
COUNCILMEMBER DICKEY ASKED WHY THE CITY MISSED THE DEADLINE TO
APPLY FOR A GRANT FOR THE SPORTS COMPLEX AND EXPRESSED CONCERN
THAT THE CITY IS NOT MOVING QUICKLY ENOUGH . CITY MANAGER RON COX
ADVISED STAFF DID NOT FEEL THIS WAS AN APPROPRIATE TIME TO APPLY
WITHOUT A SPECIFIC PLAN AND SURVEY AND THAT COUNCIL DIRECTED
STAFF NOT TO PROCEED WITH THE SURVEY uNTIL THE ENVIRONMENTAL
REPORT IS COMPLETED AND WITHOUT THE CITY OWNING THE PROPERTY .
CITY MANAGER ADVISED THE NEXT GRANT FUNAING DEADLINE IS JANUARY
AND THAT J . T . DUNCAN SHOULD HAVE A PLAN COMPLETED BY THIS
DEADLINE .
CITY MANAGER REPORTED ON STATUS OF BRTO , CITY HALL CONSTRUCTION
REPORT , STATUS OF BAY AREA BOULEVARD RIGHT OF WAY ACQUISITION AND
