FIFTTETH ANNIVERSARY OF "D" DAY . THE PROCLAMATION READ AS

PROCLAMATION RECOGNIZING JUNE 6 , 199� AS THE FIFTIETH ANNIVERSARY
OF "D " DAY , WE , THE MAYOR AND COUtdCIL OF THE CITY OF FRIENDSWOOD ,
WOULD LIKE TO TAKE THIS OPPORTUNITY TO REMEMBER OUR VALIANT
FORCES WHQ STORMED THE BEACHES OF NORMANDY 50 YEARS AGO . THEY
CAME BY AIR . . . . TAKING OFF FROM 22 BRITISH AIRFIELDS , 1 , 200
TRANSPORT AND 700 GLIDERS SET FORTH ON THE GREATEST AIRBORNE
ASSAULT IN HISTORY . THEY CAME BY SEA . . . . THE ALLIED ARMADA , WHICH
INCLUDED 700 WARSHIPS , AND 2 , 700 SUPPORT SHIPS WITH 2 , 500 LANDING
CRAFT BEGAN TO CLOSE IN ON THE BEACHES . MANY RETURNED
HOME . . . . BUT THOUSANDS DID NOT. . . . TO ALL OF THESE BRAVE MEN AND
WOMEN . . . . WE SET ASIDE THIS DAY TO REMEMBER AND HONOR YOUR SUPREME
SACRIFICE SO THAT ALL OF US GATHERED HERE CAN ENJOY THE FREEDOMS
THAT YOU MADE POSSIBLE .

VETERAN AND PRISONER OF WAR .
COUNCILMEMBER STUART STATED HE IS VERY THANKFUL TO BE HERE AND
URGED EVERYONE TO REMEMBER VETERANS THAT DID NOT RETURN .
MAYOR NEWMAN PROCLAIMED JUNE - NOVEMBER , 199� AS "HURRICANE
SEASON" AND PRESENTED THE PROCLAMATION TO EMERGENCY MANAGEMENT
COORDINATOR DAVID COLLINS . MR . COLLINS STATED THE IMPORTANT
THING FOR EVERYONE TO DO IS TO BE PREPARED , STOCK UP ON SUPPLIES
THAT WOULD BE NEEDED AND TO LISTED TO THE WEATHER REPORTS .
MAYOR NEWMAN PROCLAIMED JUNE 6- 11 AS "MANAGEMENT WEEK" AND JUNE
14 , 199� AS "FLAG DAY" AND URGED EVERYONE TO PAUSE AT 12 : 00 FOR
THE PLEDGE OF ALLEGIANCE .
MAYOR NEWMAN PROCLAIMED SATURDAY , JUNE 18 AS "BUD AND SARAH
WIEGEL ' S" DAY IN HONOR OF THEIR 39TH WEDDING ANNIVERSARY .
COUNCILMEMBER LOWE REPORTED THE TEXAS NEW MEXICO AND THE HOUSTON
LIGHT & POWER RATE CASES ARE PROGRESSING AND WILL BE MAKING
RECOMMENDATION TO COUNCIL IN THE NEXT FEW WEEKS AND REPORTED ON
THE MEETING WITH CONGRESSMAN JACK BROOKS LAST WEEK AND ANNOUNCED
THAT HE WILL BE RE-INTRODUCING H .B , 1910 ON TORT REFORM PRODUCT
LIABILITY .
COUNCILMEMBER DICKEY REPORTED ON ATTENDING THE PLANNING AND
ZONING COMMISSION MEETING AND REPORTED DISCUSSION IS BEING HELD
REGARDING OPEN DITCHES VERSUS CULVERTS INCLUDING COST OF
MAINTENANCE , DETENTION POND FENCING AND LIABILITY , A PROPOSED
PLAT REVZEW C�MMITTEE FOR UTILITIES COMPANIES SIGN OFF , PROPOSED
WORKING ON AMENDMENT T•0 ZONING ORDINANCE TO ENCOURAGE SMALL MAIN
STREET BUSINESSES AND THANKED THE PLANNING AND ZONING
COMMISSIONERS FOR MAKING HER WELCOME AND FOR BEING SO HELPFUL .
COUNCILMEMBER STUART REPORTED THAT HE AND COUNCILMEMBER MANISON
ATTENDED THE GALVESTON COUNTY MAYOR AND COUNCILMEN � S MEETING ,
ATTENDED THE EMERGENCY MANAGEMENT MEETING IN DICKINSON WITH DAVID
COLLINS , EMERGENCY MANAGEMENT COORDINATOR , ATTENDED THE OPEN
HOUSE FOR THE NEW WEATHER SERVTCE BUREAU IN LEAGUE CITY , WHICH IS
THE MAIN OFFICE FOR THE HOUSTON AREA , AND STATED THEY HAVE SOME
IMPRESSIVE EQUIPMENT AND PERSONNEL , AND URGED EVERYONE TO GO BY
AND VISIT THE FACILITIES AND REPORTED ON TOURING THE BLACKHAWK
TREATMENT PLANT WITH COUNCILMEMBERS MEASLES , HAJECATE , AND CITY
MANAGER RON COX .
COUNCILMEMBER MANISON REPORTED ON ATTENDING THE NATIONAL REGIONAL
COUNCIL OF GOVERNMENT ' S ANNUAL MEETING IN BOSTON AND ATTENDED
MEETINGS ON WASTEWATER PLANTS , ECONOMIC DEVELOPMENT PROGRAMS ,
ALONG WITH JACK STEELE FROM HOUSTON GALVESTON AREA COUNCIL .

COUNCILMEMBER MEASLES REPORTED ON THE BICYCLE COMMITTEE MEETING,
AND REPORTED THE COMMITTEE WILL BE LOOKING INTO A POLICE -
BICYCLE PATROL PROGRAM THAT OTHER CITZES HAVE IMPLEMENTED , AND
WILL BE WORKING ON AN INCENTIVE PROGRAM TO ENCOURAGE CHILDREN AND
ADULTS TO WEAR HELMETS , REPORTED ON THE DICKINSON BAYOU WATERSHED
MEETING , AND REPORTED THERE WILL BE A PUBLIC HEARING ON PHASE II
OF THE STUDY AND RECOMMENDATION REGARDING DETEfJTION PONDS , AHD
� RSFORTED THE CLEAR LAKE AREA COUNCIL OF CITIES WILL MEET THIS
WEDNESDAY .
MR . BENNY BAKER APPEARED BEFORE COUNCIL TO INVITE EVERYONE TO THE
99TH ANNUAL "GATHERING" WHICH WILL BE HELD AT ARENA PARK ON JULY
3RD WITH BARBECUE TO HE SERVED AROUND 5 : 00 PM. MR . BAKER
ANNOUNCED THE "GATHERING" IS THE MERCHANTS AND INDIVIDUALS
WAY OF RECOGNIZING AND HONORING THE CITY EMPLOYEES AND COMMITTEE
MEMBERS . MR . BAKER REFORTED "THE GATHERING" COMMITTEE IS
COMPRISED OF HIMSELF , BEN MALEK AND JANIS LOWE .
MS . GINA SEYL , TEEN COURT COORDINATOR PRESENTED A STATUS REPORT
ON THE TRI-COUNTY YMCA TEEN COURT PROGRAM. MS . SEYL REPORTED
THIS PROGRAM SERVES PEARLAND/FRIENDSWOOD/ALVIN & MANVEL AND IS A
COURT RUN BY TEENAGERS TO ASSESS PUNISHMENT TO AREA TEENAGERS FOR
CLASS C MISDEMEANORS OR TRAFFIC OFFENSES . MS . SEYL REPORTED A
CERTAIN NUMBER OF SEMINARS AND COMMUNITY SERVICE HOURS IS
ASSESSED AS PUNISHMENT . MS . SEYL REPORTED THE PAOGRAM OFFICIALLY
BEGAN JANUARY , 199� AND IS VERY SOCCESSFUL IN HELPING THE
TEENAGERS GET BACK ON TRACK .
COUNCILMEMBER LOWE STATED THE TRI COUNTY YMCA TEEN COURT PROGRAM
IS THE 43RD TEEN COURT IN THE METROPOLITAN AREA AND REPORTED THE
COURT IS HELD IN THE PEARLAND CITY HALL COUNCIL CHAMBERS AND
INVITED EVERYONE TO ATTEND TO SEE THE TEENAGERS IN ACTION .
CITY MANAGER RON COX REPORTED ON COUNCIL/STAFF PRE-BUDGET
PLANNING RETREAT PLANNED FOR JUNE 15 AT THE SOUTH SHORE HARBOR
HOTEL , REPORTED SETTLEMENT DISCUSSIONS AAE CONTINUING BETWEEN
REPRESENTATIVES AND TEXAS NEW MEXICO POWER OFFICIALS REGARDING
THEIR RATE CASE , AEPORTED ON THE PRECONSTRUCTION CONFERENCE
SCHEDULED FOR JUNE 13 FOR THE CONTRACTOR OF THE NEW CITY HALL ,
REPOATED ON THE NEW LIBRAAY RENOVATION PROGRESS WITH THE MOVE I�
DATE SET FOR MID JULY , REPORTED ON THE PRE-CONSTRUCTION
CONFERENCE WITH BROWN & ROOT CONSTRUCTION AND TXDOT FOR THE
CONSTRUCTION OF FM 528 FROM WINDING WAY IN FRIENDSWOOD TO IH-�5 ,
WITH THE CONTRACTOR SCHEDULED TO MOVE ONTO LOCATION BY JUNE 7 ,
AND IS EXPECTED TO TAKE ONE YEAR TO COMPLETE , AND REPORTED ON
TRAFFIC CONTROL CHANGES AT VARIOUS LOCATIONS IN THE CITY WITH
INSTALLATION OF SIGNS IN ACCORDANCE WITH ORDINANCE 300 .
MAYOR NEWMAN ASKED ABOUT THE STATUS OF THE INSTALLATION OF THE
TRAFFIC LZGHT AT FALCON RIDGE WITH CITY MANAGER ADVISING
INSTALLATION SHOULD BEGIN IN OCTOBER OR NOVEMBER .

COUNCILMEMBER LOWE ASKED ABOUT THE GROUND BREAKING FOR THE CITY
HALL WITH MAYOR NEWMAN ADVISING THE GROUND BREAKING WILL BE HELD
ONSITE ON THE 4TH OF JULY AT 12 : 00 .
COUNCILMEMBER STUART ASKED IF CONSTRUCTION OF THE CITY HALL WILL
BE HELD UP UNTIL THE GROUND �REAKING , WITH CITY MANAGER ADVISING
THE CONTRACTOR WILL BE STARTING AS SOON AS POSSIBLE .
COUNCILMEMBER STUART ASKED IF THE SAMPLE SEATS FOR THE NEW
COUNCIL CHAMBERS WILL BE AVAILABLE FOR VIEWING THIS WEEK , WITH
CITY MANAGER ADVISING THE SAMPLE SEATS ARE TO BE DELIVERED
WEDNESDAY .
**COUNCILMEMBER MANISON MOVED FOR APPROVAL OF AUTHORIZATIOU FOR
ADDITIONAL ENVIRONMENTAL TESTING ON THE WEST PROPERTIES WITH
