MAYOR NEWMAN LED THE PLEDGE OF ALLEGIANCE .
MAYOR NEWMAN REPORTED THERE WOULD BE A SPECIAL COUNCIL MEETING
HELD NEXT MONDAY , MAY 23 TO AWARD THE CONSTRUCTION BID FOR THE
NEW CITY HALL ,
MAYOR NEWMAN PRESENTED A PROCLAMg��Q� DESIGNATING THE WEEK OF
MAY 15TH TO MAY 21ST AS "EMERGENCY MEDICAL SERVICES WEEK" TO EMS
CHIEF GREGG KUNKEL . MR . KUNKEL PROVIDED INFORMATION ON THE
EMERGENCY MEDICAL SERVICES , REPORTING THERE WERE 71 PERSONNEL
WITH THREE AMBULANCES AND REPORTED THE EMS RESPONDED TO 1183
CALLS LAST YEAR , TRANSPORTING 668 PATIENTS . MAYOR AND COUNCIL

THANKED THE MEMBERS OF THE EMS AND EXPRESSED APPRECIATION FOR
THEIR MANY HOURS OF DEDICATED SERVICE TO THE CITIZENS OF
FRIENDSWOOD .
DISCUSSION WAS HELD REGARDING THE APPOINTMENT OF MAYOR PRO-TEM
FOR 94/g5 WITH MAYOR NEWMAN RECOMMENDING APPOINTMENT OF
COUNCILMEMBER TOM MANISON .

TO RECOGNIZE THE TOP ACADEMIC STUDENTS FROM CLEAR BROOK HIGH
SCHOOL AND FRIENDSWOOD HIGH SCHOOL , REPORTED THE CITY RECEIVED A
CHECK IN THE AMOUNT OF $3 , 800 FOR RECYCLING THIS QUARTER AND
REMINDED EVERYONE TO CONTINUE TO RECYCLE , REPORTED ON THE SALES
TAX AND THE HL&P QUARTERLY PAYMENT AND REPORTED ON CORRESPONDENCE
DESIGNATING THE PORT OF HOUSTON AS NUMBER 1 IN THE UNITED STATES
IN 1993 WITH 5 , 282 SHIPS COMING INTO THE PORT .
COUNCILMEMBER LOWE REPORTED ON OILER PLAYER RAY CHILDRESS
DONATING �00 ASTROWORLD TICKETS TO PARTICIPANTS IN THE TEEN COUAT
PROGRAM WITH CEREMONIES RECOGNIZING �3 TEEN COURT PARTICIPANTS ,

COUNCILMEMBER DICKEX STATED THIS HAS BEEN A BUSY WEEK WITH A
BRIEFING BY CITY MANAGER RON COX , AND IS LOOKING FORWARD TO THE
TOUR OF THE CITY FACILITIES . COUNCILMEMBEA DICKEY STATED SHE WILL
BE IN TRAINING FOR A WHZLE BUT IS LOOKING FORWARD TO SERVING ON
COUNCIL .
COUNCILMEMBER STUART REPORTED ON ATTENDING THE C . C . D . D . MEETING
QN TUESDAY , REPORTED ON THE CLEAR CREEK REGIONAL FLOOD COMMITTEE
MEETING HELD LAST WEDNESDAY IN PEARLAND , REPORTING THERE ARE SIX
DETENTION SITES PLANNED WITH THREE OF THE SITES TO DIRECTLY
AFFECT FRIENDSWOOD , REPORTED BID OPENING FOR THE NEW CITY HALL
WILL BE HELD NEXT TUESDAY AT 2 : 00 PM AT CITY HALL , REPORTED THE
PROPERTY TAXES ARE COMING IN ON BUDGET AND THAT PENALTY AND
INTEREST WILL GO INTO EFFECT ON JULY 1ST , COMMENTED ON THE
RECYCLING CHECK FROM BEST WASTE IN THE AMOUNT OF $3 , 800 WHICH
COULD PROBABLY OFFSET CLEANING UP OF CITY STRE�TS THAT CAB � JUST
SPONSORED , AND COMPLIMENTED THE RESIDENTS ON CHARLESTON STREET
FOR PLANTING GRASS AFTER THE STREET CONSTRUCTION WAS COMPLETED .
MAYOR NEWMAN STATED DIFFERENT GROUPS WILL BE ASKED TO TAKE
DIFFERENT AREAS TO BE RESPONSIBLE FOR CLEAN UP AND
BEAUTIFICATION .
COUNCILMEMBER MANISON ANNOUNCED THERE WILL BE TOWN MEETINGS HELD
FOR PUBLSC INPUT FOR REVIEW OF THE NATIONAL BAY ESTUARY PLAN ,
REPORTED ON THE H . G . A . C . BOARD MEETING AND PROJECT REVIEW
SCHEDULED FOR TOMORROW , REPORTED ON ATTENDING THE NATIONAL
ASSOCIATION OF GOVERNMENTS WITH GALVESTON COUNTY JUDGE RAY
HOLBROOK , PRESENTED A C . L . A . E . D . F . LEGISLATIVE UPDATE , REPORTING
THAT $600 MILLION DOLLARS WAS CUT FROM THE VA/HUD PROJECTS AND
THAT FUNDING FOR NASA WILL GO BEFORE THE FULL APPROPRIATIONS
PANEL IN THE NEXT TWO WEEKS .
MS . JILL MACK WITH T, C . I . APPEARED BEFORE COUNCIL AND PRESENTED
THREE LETTERS TO THE CITY FOR THE RECORD REGARDING TAKING
ADVANTAGE OF GRACE PERIOD FOR RATE ORDER , REGARDING REBATE TO
FRIENDSWOOD CUSTOMERS AND TO REQUEST CITY PASS ACCOUNTING ORDER
TO ALLOW A RATE STRUCTURE STUDY BE COMBINED WITH THE CITY OF
ALVIN .
FIRE CHIEF RICK MCFEE APPEARED BEFORE COUNCIL T� PRESENT A
$15 , 000 CHECK FOR PROCEEDS FROM THE ANNUAL FUND DRIVE TO ASSIST
WITH THE CAPITAL EQUIPMENT DONATIONS AND ANNOUNCED THE SECOND
ANNQAL DRIVE WILL KICK OFF IN THIRTY DAYS TO HELP FUND THE
VOLUNTEER FIRE DEPARTMENT .
MR . FRANK WEBB STATED HE IS A CHEERLEADER FOR THE EMS AND THANKED
THE EMS FOR HELPING HIM AND PRESENTED COUNCIL WITH "DON ' T YELL AT
ME , I AM A VOLUNTEER " BUTTONS .

COUNCILMEMBER HAJECATE STATED SHE IS PLEASED TO HEAR ABOUT THE
BRIO PROJECT AND WILL BE TNTERESTED IN THE COST TO TEAR DOWN THE
INCINERATOR .
COUNCILMEMBER MEASELES STATED HE IS CONFUSED ABOUT THE PRQPOSED
COVER A�D SEAL METHOD PROPOSED FOR BRIO AND CONCERNED WITH THE
DANGER OF CONTAMINENTS SEEPING INTO THE CREEK .
COUNCILMEMBER STUART REPORTED ON A LOUA NOISE COMING FROM THE
FOLLY RANCH LIFT STATION YESTSRDAY AND REPORTED THE FENCING AT
THE SITE ON CLEAR CREEK IS IN NEED OF REPAIR . CITY MANAGER
STATED THE FENCING IS A PROBLEM WITH VANDALISM BEING RAMPANT
ALQNG THE CREEK .
COUNCILMEMBEA LOWE ASKED WHEN THE CONTAACTOR IS TO BEGIN
CONSTRUCTION ON FM 528 WITH CITY MANAGER ADVISING THE SURVEY
FLAGS ARE IN PLACE AND WILL CHECK ON WHEN CONSTRUCTION WILL
BEGIN . COUNCILMEMBER LOWE ASKED IF ACQUISITION OF RIGHT OF WAY IS
COMPLETE FOR FM 528 WITH MAYOR NEWMAN RESPONDING THE ACQUISITION
IS COMPLETE EXCEPT FOR THE ONE PARCEL OWNED JOINTLY WITH LEAGUE
CITY BUT THE STATE HIGHWAY DEPARTMENT HAS ISSUED A ORDER TO
PROCEED BEGINNING AT WINDING WAY.
COUNCILMEMBER MANISON REPORTED THAT ALVIN IS STILL PURSUING THE
CHANGING THE 585 EXCHANGE NUMBER FOR ALVIN WITH SOUTHWESTERN BELL
TELEPHONE AND STATED HE WOULD ENCOURAGE THE FRIENDSWOOD RESIDENTS
THAT HAVE THE SAME 585 EXCHANGE BE INCLUDED .
COUNCILMEMBER LOWE 5TATED SHE HAA JUST REVIEWED THE APRIL 25 ,
� 99� MINUTES OF THE COUNSELING SERVICES BOARD MEETING AND HAS
SOME CONCERNS WITH THE RFP FOR COUNSELING SERVICE WHICH WAS
WRITTEN BY THE COUNSELING COMMITTEE AND WAS SENT TO TWELVE
VEND4RS . COUNCILMEMBER LOWE STATED COUNCIL DID NOT HAVE THE
OPPORTUNITY TO REVIEW THE RFP ' S . COQNCILMEMBER LOWE STATED SHE
IS UPSET TO SEE THAT ONLY ONE RFF HAS BEEN SUBMITTED WHICH IS BAY
AREA CONSULTATION . COUNCILMEMBER LOWE STATED SHE WAS NOT AWARE
INTERACT WAS GOING OUT OF BUSINESS �N JUNE 30TH . COUNCILMEMBER
LOWE STATED DUE TO WHAT SHE FEELS IS IRREGULARITIES IN THE AFP
PROCESS , WOULD REQUEST THIS ISSUE BE WORK SHOPPED . CITY MANAGER
RON COX STATED THE RFP WAS PAEPARED , PQBLISHED IN THE OFFICIAL
