DISCUSSION WAS HELD WITH COUNCIL AND PLANNING AND ZONING COMMISSION MEMBERS WITH RECOMMENDATION THAT MR . AND MRS . HICKS DISCUSS THE TAX PROBLEM WITH THE CENTRAL APPRAISAL DISTRICT . HEARING NO FURTHER INPUT , THE PUBLIC HEARING WAS CLOSED AT 7 : 25 PM . MAYOR NEWMAN ISSUED PROCLAM��ON� DESIGNATING MONTH OF MAY AS "SENIOR CITIZEN MONTH" , DESIGNATING SATURDAY, MAY 7 , AS "HANGAR SQUARES DAY" , AND DESIGNATING MAY 9 - 15 AS "BICYCLE FRIENDLY WEEK" MASTER BEN STILLWELL APPEARED BEFORE COUNCIL TO INTRODUCE OFFICERS OF THE "KIDS HELPING FRIENDSWOOD" PROGRAM AND TO PROVIDE AN UPDATE ON THEIR PLANS TO PRODUCE TRADING CARDS OF POLICE , FIRE AND EMS PERSONNEL . MASTER STILLWELL OUTLINED EVENTS AND FUNDRAISING EVENTS THAT ARE PLANNED . MAYOR AND COUNCIL THANKED MASTER STILLWELL AND HIS OFFTCEAS FOR THEIR COMMUNITY EFFORTS . MR . PAUL SCHRADER APPEARED BEFORE COUNCIL TO EXPRESS HIS CONCERN REGARDING THE LEGALITY OF THE TOWN MEETINGS THAT HAVE BEEN HELD WITH A QUORUM OF COUNCIL ATTENDING , AND CLARIFIED THAT THE GRANT FUNDS FROM TEXAS PARKS AND WILDLIFE THAT HAVE BEEN APPROVED FOR THE LAKE FRIENDSWOOD PARK ARE NOT TRANSFERRABLE TO ANOTHER PROJECT . MR . FRANK WEBB APPEARED BEFORE COUNCIL AND STATED HE APPRECIATED THE TOWN MEETINGS WHICH GIVE CITIZENS A CHANCE TO SPEAK ON ISSUES . MAYOR NEWMAN THANKED MR . WEBB FOR HIS STATEMENT AND STATED COUNCIL DOES NOT OBJECT TO TOWN MEETINGS . MAYOR NEWMAN ANNOUNCED THE WORLD DAY OF PRAYER FOR "HEAL OUR LAND" WILL BE HELD AT NOON, ON WEDNESDAY, AT THE FLAG POLES IN STEVENSON PARK , REPORTED THAT 3b9 VOTERS HAVE EARLY VOTED WHICH ENDED AT 5 : 00 P . M. TODAY , AND REMINDED EVERYONE THAT ELECTION DAY IS SATURDAY AND THE POLLS WILL BE OPEN FROM 7 : 00 AM TO 7 : 00 PM, AND ANNOUNCED THAT SOME FISD STUDENTS WILL COMPETE THURSDAY IN THE STATE UIL ONE ACT PLAY COMPETITION . COUNCILMEMBER HAJECATE THANKED THOSE THAT HAVE HELPED WITH THE FUNDRAISERS FOR PROJECT PROM AND ANNOUNCED CELEBRITY WAITERS WILL BE WORKING AT ANTHONY B ' S ON TUESDAY , AND THEN ON FRIDAY AT SONIC , AND WILL BE WORKING FOR TIPS AND PART OF THE RESTAURANT 463 PROCEEDS AND ANNOUNCED THE HISTORICAL SOCIETY IS HOSTING A TEA FOR GRADUATING SENIOR GIRLS AT THE FRANK J . BROWN MUSEUM. COUNCILMEMBER MEASELES STATED HE IS GOING TO MISS COUNCILMEMBER RALEY ' S SMILING FACE ON COUNCIL AND STATED IT HAS BEEN A REAL PLEASURE WORKING WITH HIM, REPORTED ON ATTENDING THE DICKINSON BAYOU WATERSHED COMMITTEE MEETING , AND REPORTED FRIENDSWOOD HOSTED THE HARRIS COUNTY MAYOR ' 5 AND COUNCILMEN ' S ASSOCIATION MEETING AT CAMP MANISON , WITH APPROXIMATELY 7a MEMBERS ATTENDING , REPORTED ON SERVING ON THE H , C .M . & C . COUNCILMEMBER LOWE REPORTED ON ATTENDING THE TEXAS NEW MEXICO RATE CASE MEETINGS , REPORTED ON ATTENDING A MEETING WITH MAYOR NEWMAN , STAFF , AND CHARLIE BEERE WITH WAYNE SMITH ENGINEERING REGARDING GULF COAST WASTE AUTHORITY PLANS FOR EXPANSION OF BLACKHAWK WASTEWATER TREATMENT PLANT, REPORTED ON TOURING THE PLANT ON WEDNESDAY , ATTENDED THE BEST WASTE COOKOFF AT THE GALVESTON COUNTY FAIR AND RODEO , ATTENDED THE H . FIRE CHIEF RICK MCFEE PRESENTED A REPORT ON FRIENDSWOOB VOLUNTEER FIRE DEPARTMENT RESPONSE CAPABILITIES TO A POSSIBLE BRIO 464 INCIDENT . CHIEF MCFEE REVIEWED THE FVFD ' S STANDARD RESPONSE TO EMERGENCY INCIDENTS , FVFD ' S HAZARDOUS MATERIALS INCIDENT RESPONSE TO S . O . P . USING THE "EIGHT STEP PROCESS" F�R INCIDENT MANAGEMENT, REVIEWED THE EPA/OSHA THREE TRAINING LEVELS WHICH ARE THE AWARENESS LEVEL , OPERATIONS LEVEL AND THE HAZMAT TECHNICIAN , REVIEWED THE PROPOSED BRIO CLEAN UP PROCESS , REVIEWED THE BRIO SITE LAYOUT AND THE KNOWN BRIO HAZARDS . CHIEF MCFEE STATEA BRIO HAS INTERLOCAL AGREEMENTS IN PLACE WITH CITY OF HOUSTON , ELLINGTON AND LOCAL INDUSTRIES FOR EMERGENCY RESPONSE. CI�IEF MCFEE STATED RECOMMENDATIONS HAVE BEEN MADE TO THE BRIO TASK FORCE REGARDING FVFD RESPONSE CAPABILITIES . MS . JILL MACK AND MR . JACK BEAM WITH TCI APPEARED BEFORE COUNCIL TO REPORT THEIR COMM[3NITY PARTICIPATION IN VIDEOTAPING THE TEEN COURT PROGRAM WITH AN APPROXIMATE COST OF $1 , 000 . CITY MANAGER RON COX REPORTED ON THE SCHEDULE FOR STREET PROJECT IX FOR 199�+ , SCHEDULE FOR CONSTRUCTION OF NEW CITY HALL , COUNCIL/STAFF RETREAT PLANNED FOR WEDNESDAY , JUNE 15 , REPORTED ON BICYCLE LANES AND SIDEWALKS ON FM 528 , HURRICANE EVACUATION PLANNING MEETINGS , TEXAS NEW MEXICO POWER COMPANX RATE CASE , AND TCI CABLE COALITI4N . COUNCILMEMBER HAJECATE ASKED ABOUT THE STATUS OF THE SOUTHWESTERN BELL EXCHANGE FOR THE SUNMEADOW SUBDIVISION WITH CITY MANAGER ADVISING THE AGREEMENT HAS BEEN FINALIZED AND S .W, BELL INTENDS TO HAVE THE PHONE NUMBERS CHANGED OVER BY THE TIME THE NEXT PHONE BOOK IS PRINTED , AND STATED THE DISCUSSION REGARDING EXTENDING THIS EXCHANGE TO THE CITY BOUNDARIES MAY BE NEGOTIATABLE DURING THE NEXT RATE INCREASE REQUEST . COONCILMEMBER HAJECATE REPORTED SHE HAD REQUESTED LAST THURSDAY THAT LUNDY LANE BE MOWED AND PUBLIC WORKS DIRECTOR MELVIN MEINECKE HAS ALREADY HAD THIS TAKEN CARE OF . COUNCILMEMBER MEASELES ADVISED THAT TAYLOR LAKE HAS ENTERED IHTO AN AGREEMENT WITH ANOTHER CABLE COMPANY WHICH IS PHONOSCOPE , AND ASKED IF THIS SERVICE IS AVAILABLE TO ALL CITIES , WITH CITY NSANAGER ADVISING IT IS AVAILABLE TO ALL CITIES AND THAT THE COMPANY HAS BEEN LOOKING AT OTHER CITIES IN THE AREA . COUNCILMEMBER MEASELES REQUESTED CITY MANAGER LOOK INTO THE MOWING OF THE AREA OF FM 2351 FROM BEAMER AND I . H . 45 WHICH IS IN HARRIS COUNTY ' S JURISDICTION , AND STATED WHOEVER IS DOING THE MOWING IS DOING A POOR JOB . COUt3CILMEMBER LOWE ASKED IF THE JUNE 15 RETREAT COULD BE HELD SOONER TO EXPEDITE THE BUDGET PROCESS WITH THE CITY MANAGER ADVISING THE FACILITIES AT SOUTH SHORE HARBOUR HOTEL ARE ONLY AVAILABLE ON THIS DATE . COUNCILMEMBER LOWE RE4UESTED THE CITY LOOK INTO THE WATER PRESSURE IN THE NORTH AND SOUTH CLEAR CREEK AREA .
