WAS HELD ON MONDAY , MARCH 7 , 1994 AT 6 : 00 PM AT FRIENDSWOOD CITY

DISCUSSION WAS HELD WITH HIDELL ARCHITECTS REGARDING COLOR
SCHEMES FOR CARPETING , CARPET & TILE AREAS AND DESIGN OF NEW CITY
HALL .
COUNCIL CONVENED INTO EXECUTIVE SESSION IN ACCORDANCE WITH THE
TEXAS GOVERNMENT CODE , PURSUANT TO SECTION 551 . 071 , CONSULTATION
WITH ATTORNEY CONCERNING PENDING OR CONTEMPLATED LITIGATION , AND
' SECTION 551 . 072 , DELIBERATION REGARDING REAL PROPERTY .
COUNCIL RE-CONVENED IN OPEN SESSION WITH NO ACTION TAKEN .

MAYOA NEWMAN ANNOUNCED THE FRIENDSWOOD HIGH SCHOOL GIRLS
BASKETBALL TEAM IS GOING TO STATE AND WISHED THEM LUCK .
COUNCILMEMBER HAJECATE ANNOUNCED SHE ATTENDED THE OPENING OF THE
NEW EXHIBIT AT THE SPACE CENTER CELEBRATING THE 25TH ANNIVERSARY

OF THE SPACE PROGRAM, REPORTED SHE ATTENDED A WORKSHOP ON
INTEGRITY AND PERSONAL GROWTH AND EXPRESSED HER APPAECIATION TO
THE FRIENDSWOOD AND ALVIN POLICE DEPARTMENTS FOR APPREHENDING A
SUSPECT SHOWN ON A RECENT "AMERICATS MOST WANTED" TELEVISION
PROGRAM AND APPLAUDED THE FRIENDSWOOD HIGH SCHOOL ' S ACADEMIC
DECATHLON TEAM.
COUNCILMEMBER MEASELES REPORTED HE ALSO ATTENDED THE SPACE CENTER
CELEBRATION , REPORTED ON BIKE ADVISORY COMMITTEE MEETING HELD ON
FEBRUARY 2�4TH WITH PARKS AND RECREATION DIRECTOR JON BRANSON AS
GUEST SPEAKER TO DISCUSS THE PARKS MASTER PLAN , REPORTED
APPROXIMATELY 100 ATTENDED THE TOWN MEETING HELD LAST MONDAY AND
THAT THERE WERE GOOD DISCUSSIONS REGARDING VARIOUS TOPICS ,
REPORTED THERE WILL BE A JOINT PUBLIC HEARING WITH PLANNING AND
ZONING COMMISSION REGARDING PROPOSED AMENDMENT TO THE ZONING
ORDINAI3CE ON ACCESSORY BUILDINGS , REPORTED ON THE PROPOSED 1 . �435
MILES OF BIKE PATHS PLANNED FOR BAY AREA BOULEVARD AT A COST OF
APPROXIMATELY $101 , 000 , REQUESTED CITY MANAGER TO REVIEW THE
LTMITATIONS FOR USE OF TRAFFIC FINES AND REPORTED THE BILL
PROPOSED REGARDING HOME SCHOOLING DID NOT PASS AND REPORTED THE
C . L . C . OF C . MEETING WILL BE THIS WEEK WITH MS . MARTA GRECIAN TO
SPEAK ON THE COASTAL ZONE PLAN .
COUNCILMEMBER MANISON URGED EVERXONE TO VOTE AND SUGGESTED THE
"VOTE" BE USED FOR ALL ELECTIONS , PRESENTED A C . L . A . E .D . F . UPDATE
ON A SURVEY FOR FOUR COMPUTER TELEMARKETING COMPANIES WITH A TOUR
AND PROPOSAL FOR THE GRUMAN PLANT THAT CLOSED DOWN AND REPORTED
ON ATTENDING A MEETING OF THE H . G . A . C . FISCAL RESOURCE COMMITTEE
CONCERNING COMMENTS ON DRAFT PLAN FOR GALVESTON BAY .
COUNCILMEMBER STUART REMINDED EVERYONE TO VOTE IN THE PRIMARY
PARTY ELECTION AND LISTED THE POLLING PLACES IN FRIENDSWOOD ,
GALVESTON COUNTY .
COUNCILMEMBER LOWE ATTENDED A MEETING WITH EXECUTIVE DIRECTOR
ANTHONY GRISBY OF T . N . R . C . C . , REPORTED THE TOWN MEETING HELD LAST
MONDAY WAS A SUCCESS AND ANNOIINCED THE NEXT TOWN MEETING WILL BE
MARCH 28TH AT LOCKWOOD BANK WITH COUNCILMEMBER STUART CHAIRING
THE MEETING , GOHGRATULATED THE FRIENDSWOOD HIGH SCHOOL ' S ACAD�MIC
DECATHLON TEAM AND URGED EVERYONE TO VOTE IN THE PRIMARY
ELECTION .
MAYOR NEWMAN REPORTED SHE AND COUNCILMEMBER MANISON MET WITH CITY
OF HOUSTON REPRESENTATIVES REGARDING THE PROPOSED ANNEXATION OF
HERITAGE PAAK AND REPOATED HOUSTON WAS NOT INTERESTED IN THIS
PROPOSAL . MAYOR NEWMAN REPORTED IT HAS BEEN DETERMINED FROM THE
REPORT BY THE BLUE RIBBON COMMITTEE THAT THIS PROPOSAL IS NOT
ECONOMICALLY FEASIBLE . MAYOR NEWMAN STATED THE RESIDENTS OF
HERITAGE PARK ARE CONCERNED WITH THEIR SAFETY AND SECURITY AND
SUGGESTED A MEETING WITH HARRIS COUNTY SHERIFF ' S DEPARTMENT ,
HARRIS COUNTY CONSTABLE AND FRIENDSWOOD POLICE DEPARMENT TO
CONSIDER A INTERLOCAL AGREEMENT BETWEEN THE ENTITIES TO PROVIDE;
LAW ENFORCEMENT SERVICES ON A MORE TIMELY BASIS .
TONY LACARA , CHAIRMAN OF THE BICYCLE COMMITTEE PRESENTED A
QUARTERLY REPORT ON THE BICYCLE COMMITTEE ACTIVITIES.

PROGRAM. MAYOR NEWMAN THANKED MS . ROOS FOR HER PRESENTATION ON
THIS PROJECT AND REQUESTED MS . ROOS WORK WITH COUNCILMEMBER
STUART AND CITY MANAGER TO PREPAAE A CONTRACT FOR THE COMPOSTING
STUDY TO PRESENT TO COUNCIL .

ASSOCIATION PRESENTED PETITIONS OPPOSING THE PROPOSED PLANNED
DEVELOPMENT DISTRICTS . MS . ROSENDAHL STATED THERE WERE CONCERNS
REGARDING CONTROLLING GROWTH , COMPROMISING STANDARDS , NUMEROUS
EXCEPTIONS BEING GRANTED , GRANTING TWO MUCH POWER TO PLANNING AND
ZONING COMMISSION AND CITY COUNCIL AND STATED PLANNING AND
' ZONING COMMISSION IS A RUBBER STAMP OF CITY COUNCIL .
MICHAEL WHITTENBURG APPEARED BEFORE COUNCIL TO ANNOUNCE HIS
CANDIDACY FOR COUNCIL POSITION 4�5 .
CHARLIE ORGAN APPEARED BEFORE COUNCIL TO STATE HE IS OPPOSED TO
THE PROPOSED P . D . D . , SUGGESTED THE P . D . D . ISSUE BE DROPPED ,
SUGGESTED THE PLANNING AND ZONING COMMISSION BECOME AN ELECTED
BODY RATHER THAN APPOINTED .
HOWARD YEAGER APPEARED BEFORE COUNCIL TO EXPRESS HIS OPPOSITION
TO THE PROPOSED CONTRACT FOR A MASTER PLAN .
CITY MANAGER REPORTED ON THE SOUTH FRIENDSWOOD INTERCEPTOR
PROJECT , UPDATE ON THE BRIO CLEAR CREEK/MUD GULLY SAMPLING ,
CHANGE ORDER TO CONTRACT FOR CHAIN LINK FENCING AT RENWICR PARK ,
GALVESTON BAY NATIONAL ESTUARY-GALVESTON BAY PLAN AND THE FM 528
FORCE MAIN/WATERLINE RELOCATION PROJECT .
COUNCILMEMBER STUART ASKED IF THE FUNDS FOR THE SFI PROJECT
INCLUDED THE PROPOSED DIVERSIONARY CHANNEL TO SAN JOAQUIN WITH
CITY MANAGER ADVISING THIS IS AN ADDITIONAL EXPENSE.
COUNCILMEMBER STUART ASKED IF THE PERMIT FOR THE TOWER ESTATES
PLANT HAS ELAPSED WITH CITY MANAGER ADVISING THE CITY IS GOING TO
RENEW THE PERMIT.
COUNCILMEMBER HAJECATE ASKED IF THE PARK AT FOREST BEND WITH THE
FENCE DOWN IS CITY PROPERTY WITH CITY MANAGER ADVISING THIS IS A
PRIVATE PARK .
COUNCILMEMBER LOWE ASKED IF THE FISH TISSUE SAMPLING FOR POSSIBLE
CONTAMINATION FROM BRIO IS ONLY GOING TO BE CONDUCTED ON CLEAR
CREEK WITH CITY MANAGER ADVISING THE SAMPLING WILL BE CLEAR CREEK
AND ALL TRIBUTARIES AS FAR AS TIDAL INFLUENCE . COUNCILMEMBER
LOWE ASKED IF THERE WILL BE A SOUND BARRIER WALL ON FM 528 AT
FOREST BEND PARK WITH CITY MANAGER STATING IT IS HIS
UNDERSTANDING THERE WILL BE A WALL CONSTRUCTED . COUNCILMEMBER
LOWE STATED FRIENDSWOOD WILL HAVE AN EXAMPLE OF ALL STYLES OF
BARRIER BECAUSE NO TWO ARE ALIKE .
NO ACTION WAS TAKEN ON AUTHORIZING EXECUTION OF CONTRACT WITH
WESLEY WEST INTERESTS , INC . , TO PURCHASE 15-ACAE PARCEL AND LEASE
