MAYOR NEWMAN AND PLANNING AND ZONING COMMISSION CHAIRMAN BAKER CALLED THE JOINT QQCKETE.p PUBLIC HEARING TO ORDER TO RECEIVE PUBLIC COMMENT , EITHER WRITTEN OR ORAL , REGARDING THE FOLLOWING ZONING REQUESTS . A ) REQUEST TO REZONE PROPERTY LOCATED AT 109 WEST SPREADING OAKS , LOT 1 OUT OF THE SOUTHWEST 300 FEET OF BLOCK 12 , FROM SINGLE FAMILY RESIDENCE ( SFR ) TO PLANNED UNIT DEVELOPMENT ( PUD ) . HISTORICAL SOCIETY PRESIDENT SKY LYNN MINKOFF SPOKE ON BEHALF OF THE REZONING , STATING THE PURPOSE OF THIS REQUEST IS TO FRESERVE THE PERRY HOME WHICH WAS BUILT FROM THE LQMBER FROM TREES THAT WERE FELLED DURING THE 1900 HURRICANE . ' MS . PERRY STATED SHE APPRECIATES THE COMMQNITY EFFORT TO RESTORE THE PERRY HOME AND HOPES THE COMMUNITY WILL ENJOY THE HISTORICAL ASPECT OF THE BUILDING . COUNCILMEMBER LOWE STATED THIS PROPERTY IS IN THE OLD BUSINESS DISTRICT AND ASKED WHY THE PROPERTY HAS TO BE REZONED? PLANNER DAVID HOOVEA STATED THE PLANS ARE TO USE THE BUILDING AS A MUSEUM , GIFT SHOP AND A TEA ROOM WHICH IS NOT ALLOWED IN THE OBD ZONE . NO FURTHER INPIIT WAS RECEIVED . B) TO CONSIDER AMENDING THE ZONING ORDINANCE 84-15 , BY SUBSTITUTING SOB-PARAGAAPH A OF PARAGRAPH 3 OF SUB- SECTION 0 OF SECTION 7 WITH A NEW SUB-PARAGRAPH A ; PROVIDING EXCEPTION FOR ACCESSORY BUILDINGS WHICH MAY BE 426 CONSTRUCTED OR ERECTED WITHIN A REAR YARD IN RESIDENTIAL DISTRICTS . PLANNER DAVID HOOVER PRESENTED INFORMATION ON THE PROPOSED AMENDMENT REGULATING ACCESSORY BUILDINGS , DREW AN EXAMPLE ON THE CHALKBOARD SHOWING PROPERTY LINES AND SET BACKS AND STATED THIS ONLY AFFECTS ONE STORY BUILDINGS . A LENGTHY DISCUSSION WAS HELD REGARDING THIS PROPOSED ZONING AMENDMENT WITH P � Z CHAIRMAN BENNY BAKER RECOMMENDING THIS PROPOSAL BE REVIEWED BY PLANNING AND ZONING COMMISSION FOR RECOMMENDATION . NO FURTHER INPVT WAS RECEIVED . C ) REQUEST TO REZONE PROPERTY LOCATED AT F . M. 2351 , TRACT B , A 7 . 721 ACRE TRACT OUT OF A 9 . 697 ACRE TRACT , FROM MULTI- F'AMILY RESIDENCE LOW DENSITY ( MFR-L ) TO GARDEN HOME DISTRICT (GHD ) . MR . JOHN GARNER REPRESENTING WAYLON HOMES WHICH IS THE BUILDER FOR THIS PROPERTY STATED THERE WILL BE FOR SIX SINGLE STORY ALL BRICK GARDEN HOMES SITES PER ACRE , THERE WILL BE 44 HOMES WHICH WILL HAVE 1200 TO 1 �OQ SQUARE FEET IN THE HOMES , DETENTION POND TO MARY ' S CREEK WITH UNDERGROUND DRAINAGE TO THE STORM SEWER , A 6 F'T . CEDAR FENCE WILL BE ARQUND THE PROFERTY WITH A WALKING TRAIL AROUND THE DETENTION POND . HOMEOWNERS FROM KINGSPARK/ANNALEA/WHITEHALL SUBDIVISIONS EXPRESSED THEIR CONCERNS REGARDING DRAINAGE , DEVELOPMENT OF THE PROPERTY , IMPACT ON TAX BASE AND FLOODING TO HOMES AND STAEETS BACKING UP TO THE PROPOSED SUBDIVISION AND THE DENSITY .
