DISCOSSION WAS HELD REGARDING DESIGN OF NEW CITY HALL WITH HIDELL
ARCHITECTS . ED KEPNER WITH HIDELL ARCHITECT PRESENTED THE
ELEVATION DRAWINGS FOR COUNCIL REVIEW. A LENGTHY DISCUSSION
FOLLOWED WITH SUGGESTIONS FOR VARYING CHANGES MADE BY
COUNCILMEMBERS AND STAFF .

FOR LOVE & LIGHT .
PLEDGE OF ALLEGIANCE WAS LED BY STUDENT COUNCIL MEMBERS FROM
CLEAR BROOK HIGH SCHOOL .
MAYOR NEWMAN PROCLAIMED FEBRUARY 28 TO MARCH 4 , 199� AS "TEXAS
PUBLIC SCHOOLS WEEK" AND PRESENTED PROCLAMATIONS TO STUDENT
REPRESENTATIVES FROM CLEAR BROOK HIGH SCHOOL AND FRIENDSWOOD HIGH
SCHOOL . MAYOR NEWMAN PRESENTED CENTENNIAL PINS TO THE STUDENT
PRESENT .
MAYOR NEWMAN REPORTED THE CONTRACT HAS BEEN EXECUTED ON THE LARGE
TRACT OF LAND ON FM 528 FOR R . O .W. FOR THE WIDENING PROJECT AND
REPORTED ONE SMALL PIECE OF R . O .W. REMAINS TO BE FINALIZED AND
PUBLIGLY THANKED CITY SECRETARY , DELORIS MCKENZIE FOR HER
ENERGIES AND DEDICATION TO THIS PROJECT.
GOUNCILMEMBER HAJECATE REPORTED SHE ATTENDED H. C .M. & C . MEETING
IN DEER PARK AND REPORTED ON THE PROGRESS BEING MADE ON THE NEW
CITY HALL .

MEETING , REPORTED ON THE BICYCLE ADVISORY COMMITTEE MEETING WITH
PARKS AND RECREATION DIRECTOR JON BRANSON AS GUEST SPEAKER ,
REPORTED ON A HOUSE BILL COMING UP WHICH REQUIRES CERTIFICATION
FOR HOME TEACHERS AND ANNOUNCED THIS IS THE LAST NIGHT THAT
HAARIET HANAUSCH OF THE REPORTER NEWS WILL BE COVEAING COUNCIL
MEETING AND STATED SHE WILL BE MISSED .
COUNCILMEMBER MANISON STATED HE MZSSED LAST MEETING DUE TO BEING
IN WASHINGTON TO ATTEND THE NATIONAL REGIONAL COUNCIL OF
GOVERNMENTS , REPORTED ON THE GALVESTON BAY ESTUARY PROGRAM AND
ANNOUNCED HE WILL BE RUNNING FOR RE-ELECTION FOR POSITION 3 .
COUNCILMEMBER STUART REPORTED ON ATTENDING THE C . C . W . S . COMMITTEE
MEETING AND REPORTED THERE ARE SIX PROPOSED REGIONAL DETENTION
SITES , MAPS HAVE BEEN PREPARED BY DANNENBAUM ENGINEEAING AND WILL
NEED TO BE REVIEWED BY THE CITY FOR SIGNING OFF ON , REPORTED ON
ATTENDING THE C . C . D . D . MEETING , ATTENDED A REGIONAL
TRANSPORTATION MEETING WITH JUDGE HOLBROOK CHAIRING THE MEETING
TO PROVIDE FOR PRI�RITIZING PROJECTS IN GALVESTON COUNTY FOR
PRESENTATION TO H. G . A . C . FOR FUNDING , PRESENTED A NEWSPAPER
ARTICLE FROM THE HOUSTON POST ON TREES POLLUTING THE AIR AND
ASKED CITY MANAGER ABOUT THE MONTHLY FINANCIAL STATEMENT .
COUNCILMEMBER RALEY CONGRATULATED COUNCILMEMBER LOWE ON BEING
SELECTED AS A AT LARGE DELEGATE TO THE N . L . C . SMALL CITIES
ADVISORY GROUP .
COUNCILMEMBER LOWE REPORTED ANOTHER PORTION OF FM 528 WILL BE
UNDER CONSTRUCTION AND ASKED EVERYONE TO BE PATIENT AND ANNOUNCED
THERE WILL BE A TOWN MEETING AT 7 : 00 ON MONDAY 2/28 WHERE AND A
OPEN FORUM WILL BE HELD WHEREBY CITIZENS CAN DISCUSS PDD OR ANY
OTHER SUBJECT WHICH WOULD ALLOW COUNCIL TO BETTER 5ERVE THE
COMMUNITY .
MR . BEN STILLWELL APPEARED BEFORE COUNCIL TO PRESENT A PROPOSAL
TO PROVIDE FOR TRADING CARDS FOR THE POLICE DEPARMENT AND
POSSIBLY THE FIRE DEPARTMENT . MR . STILLWELL STATED THrS PROGRAM
IS IN EFFECT IN OTHER COMMUNITIES AND PROMOTES THE POLICE
DEPARTMENTS AND FIRE DEPARTMENTS . MR. STILLWELL STATED HE HAD
DISCUSSED THIS PROPOSAL WITH POLICE CHIEF STOUT AND IS REQUESTING
COUNCIL PERMISSION FOR THIS PROJECT . MR . STILL4JELL STATED HE HAS
MET WITH A C . P . A . , A LAWYER , TRYING TO REACH SENATOR PATTERSON TO
DISCUSS THIS PROPOSAL AND WILL SELECT A BANK WHEN THIS PROPOSAL
IS IMPLEMENTED . COUNCIL COMMENDED MR . STILLWELL FOR HIS PROPOSAL
AND STATED HE COULD MOVE FORWARD WITH HIS PROPOSAL AND THE CITY
WOULD HELP HIM AS NEEDED . MR . STILLWELL IS CURRENTLY A STUDENT A
FRIENDSWOOD JUNIOR HIGH AND IS TWELVE YEARS OLD .
COMMISSIONERS BILLY PEGUES AND EDDIE JANEK APPEARED BEFORE
COUNCIL TO PRESENT A $20 , 000 CHECK FROM GALVESTON COUNTY FOR
THE LIBRARY RENOVATION AT THE ATRIUM BUILDING . LIBRARIAN CLAUDIE
PETTIGREW ACCEPTED THE DONATION ON BEHALF OF THE CITY .
MAYOR NEWMAN AND COUNCILMEMBERS THANKED COMMISSIONERS COURT FOR
THEIR SUPPORT OF THIS LIBRARX PROJECT .

RON RITTER , CHAIRMAN OF THE BLUE RIBBON ANNEXATION RESEARCH
COMMITTEE PRESENTED A REPORT ON THE COMMITTEE FINDINGS ON THE
PROPOSAL TO ANNEX THE HERITAGE PARK AREA INCLUDING MUD 55 AND MUD
1 . MR . RITTER REPORTED THE FINDINGS OF THE COMMITTEE IS THAT
THIS PR�POSAL IS NOT ECOHQMICALLY FEASIBLE AND THAT THE COMMITTEE
WOULD URGE THE CITY NOT TO MOVE FORWARD WITH THIS PROPOSAL . MR .
RITTER STATED THE COMMITTE VOTED NOT TO PROCE�D WITH FACT FINDING
AT THIS TIME . MR . RITTER STATED THE COMMITTEE 4lILL NOT MEET
FURTHER UNLESS HOUSTON RELEASES THE ETJ AND URGED COUNCIL TO WORK
WITH THE HOMEOWNERS IN HERITAGE PARK TO SEE IF POLICE PROTECTION
COULD BE PROVIDED BY CONTRACT . MAYOR NEWMAN THANKED MR . RITTER
AND THE BLUE RIBBON ANNEXATION COMMITTEE FOR THEIR RESEARCH AND
REPORTED A MEETING HAS BEEN SET UP WITH THE CITY OF HOUSTON FOR
' MARCH 1 TO DISCUSS THIS PROPaSAL BUT THAT IT APPEARS THIS IS NOT
ECONOMICALLY FEASIBLE FOR THE CITY .
MR . WESLEY PATTERSON APPEARED BEFORE COUNCIL TO DISCUSS PLANNED
DEVELOPMENT DISTRICTS . MR . PATTERSON EXPRESSED CONCERN WITH THIS
PROPOSAL AND PRESENTED PETITIONS OF OPPOSITION FROM HOMEOWNERS
FROM PILGRIMS POINT , CHAPPEL HILL , TIMBERFIELD , STERLINGWOOD ,
SUNMEADOW AND SUNWOOD SUBDIVISIONS .
CITY MANAGER REPORTED ON STATUS QF MANAGEMENT INFORMATION SYSTEM
PLAN FOR REVIEW OF THE CITY ' S DATA PROCESSING NEEDS AND REPORTED
ON THE PRECONSTRUCTION CONFERENCE FOR THE NEW LIBRARY FACILITY .
