ABSENT FROM THE MEETING WAS COUNCILMEMBER HAROLD RALEY .
MAYOR NEWMAN CALLED THE MEETZNG TO ORDER .
DISCUSSION WAS HELD REGARDING COMMUNITY ORIENTED POLICING PROGRAM
WITH POLICE CHIEF JARED STOUT PROVIDING A STATUS REPORT ON THE
PROGRAM. CHIEF STAFF REPORTED THAT THE PROGRAM BEGAN
APPROXIMATELY ONE YEAR AGO WTTH CONCENTRATION SPECIFICALLY ON THE
COMPUTER AIDED DISPATCHING PROGRAM WHICH IS DESIGNED TO TRACK THE
WORK OF THE OFFICER ON THE STREET . CHIEF STOOT REPORTED THE CAD
IS DESIGNED TO TRACK THE WORK OF THE OFFICER ON THE STREET AI3D BY
USING THE DOGUMENTATION PROVIDED , THE DEPARTMENT CAN DETERMINE
WHAT KINDS OF ACTIVITIES , OR CALLS, THE OFFICER IS FACED WITH AND
WHAT TYPES OF CALLS HE OR SHE CAN EXFECT TO RECEIVE AND CAN BOTH
TRAIN AND BETTER ANTICIPATE THOSE CALLS . CHIEF STOUT REPQRTED -
THE DEPARTMENT CAN ALSO DETERMINE HOW MUCH TIME AN OFFICER SPENDS
�N ANY CALL , AND DETERMINE HOW MUCH TIME THAT SAME OFFICER WILL
' HAVE TO SPEND WITH THE CITIZENS, IN COMMUNITY ORIENTED POLICING.
COIINCIL DISCUSSED THE PROGRAM WITH CHIEF STOUT , ASKING IS THE
DEPARTMENT UNDERSTAFFED . CHIEF STOUT ADVISED THE DEPARTMENT I�
CURRENTLY ON LINE AND PROVIDED INFORMATION ON STAFFING FOR EACH
SHIFT . CHIEF STOUT PROVIDED A ONE-PAGE SUMMARY OF THE ACTIVITIES
FOR THE LAST YEAR . COUNCIL ASKED IF THE REPORT LISTS HERITAGE
PARK ASSISTS WITH CHIEF STOUT ADVISING THERE IS APPROXIMATELY 3
TO �# PER MONTH AND THEY ARE INCLUDED IN THE REPORT. DISCUSSION
WAS HELD REGARDING RESPQNSE TIME WITH CHIEF STOUT ADVISING
RESPONSE FOR EMERGENCIES IS THREE MINUTES AND ROUTINE MATTERS ARE
8 TO 10 MINUTES DEPENDING ON THE TIME OF THE DAY . COUNCIL
DISCUSSED OVER ALL SPEEDING THROUGH OUT THE CITY AND ASKED TF
ADDITIONAL POLICE OFFICERS ARE NEEDED OR WHAT NEEDS TO BE DONE .
DISCUSSION WAS HELD REGARDING POLICY ON "HOT" PURSUIT WITH CHIEF

STOUT ADVISING THE POLICY IS NOT TO DO IT BUT EACH OFFICER HAS
THE DISCRETION TO IISE "HOT" PURSUIT BUT THAT THE SARGEANT ON DUTY
HAS THE AUTHORITY TO INTERVENE . COUNCILMEMBERS COMPLIMENTED THE
DEPARTMENT ON A JOB WELL DONE AND SUGGESTED CHIEF STOUT LOOK AT
PEAK TIMES , WHICH APPEAR TO BE JUNE , JULY AND AUGUST , FOR
PURPOSES OF SCHEDULING VACATION AND TIME OFF .
DISCUSSION WAS HELD REGARDING EMERGENCY MEDICAL DISPATCH PROGRAM.
LISA CAMP WITH FRIENDSWOOA EMERGENCY SERVICES AND JULIE TAYLOR
WITH FRIENDSWOOD POLICE DEPARTMENT COMMUNICATIONS SECTION
PRESENTING A OVERVIEW DF THE PROGRAM AND A VIDEO OF THE PROGRAM
BEING USED AT THE FRIENDSWOOD POLICE DEPARTMENT DISPATCH CENTER .
LISA CAMP PROVIDED BACKGROUND INFORMATION ON THE PROGRAM ,
REPORTING THE PROGRAM BEGAN APPROXIMATELY SIX MONTHS AGO AFTER
BEING INSTITUTED WITH THE ASSISTANCE AND TRAINING OF THE EMS
DIVISION OF THE FVFD . MS . CAMP ADVISED THE PROGRAM IS
SPECIFSCALLY DESIGNED TO ASSIST THE DISPATCHER IN ANSWERING AND
RESPONDING TO EMERGENCY RELATED CALLS . MS . CAMP ADVISED THE EMD
STANDARD OPERATING PROCEDURES ARE APPROVED BY DR . DAVID HEARN AND
THAT COMMUNICATIONS SUPERVISOR BETSY DIGGINS REVIEWS ALL CALLS
AND TAPES . MS . TAYLOR STATED THE BENEFITS OF THIS PROGRAM IS TO
PROVIDE GOOD PRE-ARRIVAL INFORMATION TO THE EMS , TO CALM THE
PATIENT DOWN , TO ENABLE THE DISPATCHER ' S TO BE RESPONSIVE TO THE
CALLS THAT COME ON ON THE 9-1 -1 LINES WHICH ALLOWS THE
DISPATCHERS TO FEEL MORE SATISFACTORY ABOUT HELPING PEOPLE AND TO
BE MORE RESPONSIBLE IN THEIR POSITION . ALL DISPATCHERS ARE
REQUIRED TO GO THROUGH C . P . R . TRAINING BEFORE THEY CAN
PARTICIPATE IN THE EMD PROGRAM. MS . TAYLOR STATED THIS EMD
PROGRAM IS A GOOD PROGRAM. COUNCIL DISCUSSED THE PROGRAM AND
ASKED ABOUT THE LIABILITY TO THE CITY WITH MS . CAMP ADVISING THE
CITY HAS MORE LIABILITY FOR NOT USING THE SYSTEM AND STATED THIS
IS A NATIONALLY RECOGNIZED AND AFPROVED PROGRAM. DISCUSSIQN WAS
HELD WHAT IF MORE THAN ONE 9-1 - 1 CALL CAME IN AND MS . TAYLOR
ADVISED ONLY ONE EMD CARD IS AVAILABLE AT THIS TIME AND THE
PATIENT THAT IS THE MOST CRITICAL WOULD BE HELPED WITH THE OTH�R
DISPATCHER CALMING THE SECOND PATIENT . COUNCIL ASKED WHAT THE
COST OF THE EMD CARD WERE WITH MS . TAYLOR AND MS . CAMP ADVISING
APPROXIMATELY $500 . MAYOR NEWMAN STATED THE CITY SHOULD BE ABLE
TO FUND AN ADDITIONAL CARD AND REQUESTED THE CITY MANAGER TO LOOK
INTO THIS MATTER . COUNCIL THANKED MS . CAMP AND MS . TAYLOR FOR
THIS VERY INFORMATION PRESENTATION AND FOR THEIR DEDICATION TO
THE CITY .
DISCUSSION WAS HELD REGARDING WATER PRESSURE EVALUATION REPORT
FOR SOUTH FRIENDSWOOD AREA . CHARLIE BEERE WITH WAYNE SMITH AND
ASSOCIATES , MELVIN MEINECKE , PUBLIC WORKS DIRECTOR AND KAZ
HAMIDIAN PRESENTED A OVERVIEW OF THE PROGRAM . MR . BEERE
PRESENTED THIS STUDY ON THE WATER PRESSURE AND SUPPLY ANALYSIS
FOR THE AREA SOUTH OF FM 518 , ON EITHER SIDE OF FM 528 , SOUTH TO
THE CITY LIMITS . THE REPORT SHOWS THE RESULTS OF THE STUDY AND
MADE FOUR RECOMMENDATIONS FOR ENSURING A PROPER SUPPLY AND
ADEQUATE PRESSURE AS THE CITY DEVELOPS IN THAT AREA . THE REPORT
SHOWS THE CITY HAS COMPLETED , OR ARE IN THE PROCESS OF
COMPLETING , TWO OF THE FOUR RECOMMENDATIONS - LUNDY LANE AND EL
DORADO WITH THE THIRD BEING BUDGETED WHICH IS WILDERNESS TRAILS

TO WINDSONG WITH THE OTHER RECOMMENDATIONS TO BE IMPLEMENTED AS
THE AREAS DEVELOP . COUNCIL THANKED MR . BEERE AND STAFF FOR THIS
INFORMATIVE REPORT AND REQUESTED PLANNING AND ZONING RECEIVE THIS
INFORMATION FOR PLANNING PURPOSES .
DISCUSSION WAS HELD REGARDING PLANNED DEVELOFMENT DISTRICTS .

BENNY BAKER AND PLANNING AND ZONING COMMISSION MEMBER GLENN CRESS
PRESENTED INFORMATION REGARDING ESTABLISHING A PLANNEA
DEVELOPMENT DISTRICT . THE PLANNING AND ZONING COMMIS5ION HAS
UNANIMOUSLY RECOMMENDED THIS PROPOSED AMENDMENT TO COUNCIL .
THIS RECOMMENDATION IS THE CULMINATION OF THE COMMISSION MEETING
TWICE WITH COUNCIL AND SEVERAL TIMES OTHERWISE . THE FIRST DRAFT
� OF THE PDD AMENDMENT WAS CONSIDERABLY MORE DETAILED , TWO
COMMISSION MEMBERS REWROTE THE PROPOSAL , REDUCING IT TO THE TWO
PAGES PRESENTED TO COUNCIL . THE PURPOSE OF THE AMENDMENT IS TO
ALLOW THE COMMISSION AND COUNCIL FLEXIBILITY IN DECISION MAKING
REGARDING THE DEVELOPMENT OF THE REMAINING LARGE TRACTS OF
PROPERTY , THOSE OVER 75 ACRES . A LENGTHY DISCUSSION FOLLOWED THE
PRESENTATI0I3 WITH COUNCIL DISCUSSING LOT SIZES , DEPTH OF LOTS ,
SQi3AAE FOOTAGE OF LOTS , SIDEWALKS , CONTROLLING GROWTH AND
DISCRETIONARY AUTHORYTY . COUNCIL DETERMINED ADDITIONAL
INFORMATION IS NEEDED ON THIS MATTER .
DISCUSSION WAS HELA WITH FOURTH OF JULY STEERING COMMITTEE
REGARDING SITE FOR 199� FOURTH OF JULY EVENING PROGRAM. JON
BRANSON , PARKS AND RECREATION DIRECTOR , �#TH OF JULY MEMBERS DAN
MORGAN AND SCOTT GORDAN MET WITH COUNCTL TO DISCUSS LOCATIONS FOR
THE FIREWORKS DISPLAY . THE DEVELOPMENT OF THE PINES OF
WILDERNESS TRAILS SUBDIVISION HAS MADE THE FIREWORKS DISPLAY
UNSAFE AT THE FHS FOOTBALL STADIUM LOCATION . THE 4TH OF JULY
STEERING COMMITTEE HAS BEEN STUDYING ALTERNATIVES FOR THE EVENING
PROGRAM. MR . BRANSON PRESENTED THE ALTERNATIVE SITES FOR COUNCIL
DISCUSSION AS CLEAR BROOK HIGH SCHOOL , CLOVER FIELD , FOREST BEND
PARK , FRANKIE CARTER RANDOLPH PARK , FRIENDSWOOD SPORTS PARK AND
LAKE FRIENDSWOOD . AFTER DISCUSSII3G EACH SITE , COUNCIL CONCURRED
THEY WOULD PREFER TO KEEF THE PROGRAM AT THE STADIUM AND FOR THE
STEERING COMMITTEE TO CONTINUE TO WORK ON HOW TO DO THE
