A WdRK �ESSjQ,�i WAS HELD WITH A LENGTHY DISC[3SSION HELD REGARDING DESIGN OF NEW CITY HALL WITH MR . ED KEPNER WITH HIDELL ARCHITECTS. COUNCIL MADE NUMEROUS SUGGESTIONS REGARDING ELEVATION , OFFICE AREA ' S , COUNCIL CHAMBERS AND EXTERIOR DESIGN . MR . KEPNER WILL MAKE THE SUGGESTED CHANGES AND WILL MEET WITH COUNCIL AT THE NEXT REGULAR COUNCIL TO REVIEW A NEW DRAFT OF THE DESIGN . A BRIEF RECESS WAS HELD AT THIS TIME . HEARING NO INPUT , THIS POATION OF THE PUBLIC HEAAING WAS CLOSED . _ .__.__..__.....�.....�....�.�..�,»..._,..... ..__.._. .. ...__.,......,._. 40Q 2) TO RECEIVE COMMENTS REGARDING A REQUEST TO REZONE PROPERTY LOCATED ON FM 2351 FROM SINGLE FAMILY RESIDENCE ( SFR ) TO SPECIFIC USE - PLANNED UNIT DEVELOPMENT (SP-PUD ) - DOCTOR ' S OFFICE AND DAY CARE . , PLANNER , DAVID HOOVER PROVIDED INFORMATION REGARDING A PLANNED UNIT DEVELOPMENT , STATED A PUD REQUIRES A SFECIFIC USE PERMTT FOR WHATEVER WILL BE BUILT ON THIS PROPERTY AND STATED PLANNING AND ZONING COMMISSION WILL MAKE A RECOMMENDATION AND COUNCIL WILL ACCEPT OR REJECT THE RECOMMENDATION AND IF APPROVED , A ORDINANCE WILL BE READ ON TWO READINGS TO GRANT A SPECIFIC USE PERMIT. MR . FRED CHRISTLEY EXPLAINED HIS REQUEST IS TO ALLOW A PLANNED UNIT DEVELOPMENT IN ORDER FOR A DOCTOR � S OFFICE OR A DAY CARE TO BE BUILT ON THIS PROPERTY . MR . PAUL DIEPHpUSE SPOKE IN FAVOR OF THE ZONING REQDEST . MR . FRED SCRIBNER FROM RE-MAX STATED HE HAS RECEIVED NUMEROUS COMMERCIAL REQUESTS F�R THIS AREA BUT HAS RECEIVED NO RESIDENTIAL REQUESTS . MS . JANICE BRAKEY , MR . BILL LANGDOC , MR . LELAND SMITH , MS . PATTY BOLDNER , MR . BILL OGDEN , MS . SARAH SMITH , MR . MARK KAY AND SEVERAL UNIDENTIFIED CITIZENS SPOKE REGARDING THEIR CONCERNS WITH THZS ZONING REQUEST. HEARING NO FURTHER INPUT, MAYOR NEWMAN AND CHAIRMAN BAKER CLOSED THE JOINT DOCKETED PUBLIC HEARING . MAYOR NEWMAN PRESENTED THE GFOA PLAQUE FQR FINANCIAL REPORTING ACHIEVEMENT TO ADMINISTRATIVE SERVICES ROGER ROECKER . MR . ROECKER RECOGNIZED MS . CINDY EDGE , MS , LYNN BUCHER AND HIS STAFF FOR THEIR ACCOMPLISHMENTS FOR THIS AWARD . COUNCILMEMBER HAJECATE STATED SHE WAS PLEASED TO SEE THE ORANGE BARRELS OFF FM 528 AND HAPPY TO SEE THE CONSTRUCTION COMPLETED . COUNCILMEMBER MEASELES STATED HE WOULD LIKE TO SEE THE PROGRAM FOR GETTING RID OF CHRISTMAS TREE REINSTATED NEXT YEAR . COUNCILMEMBER MANZSON REPORTED ON THE ECONOMIC DEVELOPMENT MEETING HELD LAST TUESDAY AND REPORTED THERE IS A PROBLEM WITH A LACK OF ATTENDANCE AND WILL BE DISCUSSING THIS WITH MAYOR NEWMAN . COUNCILMEMBER STUART STATED HE ALSO SUPPORTS THE CHRISTMAS TREE PROGRAM AND EXPRESSED APPRECIATION TO COUNCIL FOR THE CONFIDENCE PLACED IN THE MAYOR AND HIMSELF FOR THE CITY HALL PROJECT . COUNCILMEMBER RALEY STATED HE WAS PLEASED WITH THE COUNCIL RETREAT HELD SATURDAY AND EXPRESSED HIS APPRECIATION FQR THE REMOVAL OF THE BAARELS ON FM 528 . 40 � COUNCILMEMBER LOWE SALUTED THE FRIENDSWOOD CHAMBER` S 30TH ANNIVERSARY BANQUET AND REPORTED ON THE MOCK TEEN COURT HELD SATURDAY . COUNCILMEMBER HAJECATE STATED SHE ATTENDED THE TEEN COURT AND FIND IT TO BE VERY ENLIGHTING AND A LEARNING EXPERIENCE . MAYOR NEWMAN INVITED EVERYONE TO THE RIBBON CUTTING FOR FM 2351 ON WEDNESDAY JANUARY 12 AT 10 : 00 AND ANNOUNCED GALVESTON COUNTY JUDGE HOLBROOK AND HARRIS COUNTY COMMISSIONER EL FRANCO LEE WILL BE ATTENDING . MAYOR NEWMAN STATED SHE IS LOOKING FORWARD TO WORKING WITH COUNCIL AND STATED SHE APPRECIATES THE TIME AND EFFORT SPENT TO ATTEND ALL THE REQUIRED MEETINGS TO STAY ABREAST OF EVERYTHING AND REPORTED THE COUNCIL RETREAT WAS VERY PRODUCTIVE WITH COUNCIL SHARING GOALS AND OBJECTIVES AND HOW TO IMPLEMENT THOSE GOALS . CITY MANAGER � S REPORTED ON ACREAGE AVAILABLE FOR PLAYING FIELDS AT CHALLENGER PARK , SURFACE WATER STATUS , BRIO-CLEAR CREEK TESTING WHICH INCLUDES SEDIMENT TESTING , WATER TESTING , AND FISH TESTING AND TOUR OF BRIO SITE WITH MAYOR NEWMAN AND TWO STAFF MEMBERS FROM SENATOR PHIL GRAMM ' S OFFICE AND FM 2351 RIBBON CUTTING AND OFFICIAL OPENING AND INTRODUCED JOE STOKES WHO WILL BE SERVING AS INTERN IN THE CITY MANAGER �S OFFICE . COUNCILMEMBER LOWE ASKED IF THE CITY HAS RECEIVED COMPLAINTS WITH THE TEMPORARY CHANGE OVER TO WELL WATER , CITY MANAGER RESPONDED NO COMPLAINTS HAVE BEEN RECEIVED BUT THAT THE CHANGE WAS PROBABLY SEEN MORE IN SUNMEADOW THAN OTHER PARTS OF THE CITY . COUNCILMEMBER MEASELES ASKED WHY THE BRIO TESTING WILL TAKE SO LONG. CITY MANAGER STATED REQUIREMENTS TO MAKE SURE QUALITY CONTROL AND ASSURANCE IS MAINTAINED , TIMING AND DETERMINING WHAT TESTING IS NECESSARY TO SATISFY ALL AGENCIES . COUNCILMEMBER HAJECATE STATED SHE IS PLEASED TO SEE THE UPGRADE OF THE LIGHTING ON FM 52$, *�COUNCILMEMBER HAJECATE MOVED FOR APPROVAL OF FROM PLANNING AND ZONING COMMISSION AND APPROVAL SITE PLAN FOR TACO BELL TO BE LOCATED ON FM 528 . SECONDED BY COUNCILMEMBER STUART . MOTION APPROVED RECOMMENDATION OF COMMERCIAL UNANIMOUSLY. *+COUNCILMEMBER HAJECATE MOVED FOR APPROVAL OF RESOLUTION N0.
