WITH THE FOLLOWING PRESENT CONSTITUTING A QUORUM : MAYOR MAYOR PRO-TEM COUNCILMEMBER COUNCILMEMBER COUNCILMEMBER COUNCILMEMBER COUNCILMEMBER CITY MANAGER CITY SECRETARY EVELYN B , NEWMAN KITTEN HAJECATE MEL MEASELES TOM MANISON ED STUART HAROLD RALEY JANIS LOWE AON COX DELORIS MCKENZIE MAYOR NEWMAN CALLED THE MEETING TO ORDER . A LENGTHY DISCUSSION WAS HELD WITH HIDELL ARCHITECTS REGARDING INTERIOR AND EXTERIOR DESIGN OF NEW CITY HALL . MR . BILL HIDELL AND MR . ED KEPNER PRESENTED A OVERVIEW OF OFFICE SPACE ON GROUND AND SECOND FLOOR , PRESENTED A DRAFT OF ELEVATION OF THE BUILDING . MR . HIDELL PRESENTED THE ROOF PLANS , USING A METAL SLOPE ROOF , ELIMINATING THE FLAT ROOF EFFECT . MA . HIDELL PRESENTED THE PLANS FOR THE BALCONYtS ON THE SECOND FLOOR WITH OPEN TRELLIS EFFECT FOR SHADE . COUNCIL DISCUSSED THE ROOF AND CONCURRED THEY PREFERRED THE SLOPED EFFECT , BUT WOULD NEED TO LOOK AT COST AND MAINTENANCE . MR . HIDELL STATED THE LIFE OF A METAL SLOPED WOULD BE ABOUT TWENTY YEARS . MR . HIDELL EXPLAINED THE SITE HAS MOVED OVER A LITTLE TO SAVE TWO LARGE TREES AND EXPLAINED THE BACK OF THE PARKING LOT WILL BE ABOUT 150 FT . FROM THE SWIMMSNG POOL . MR . HIDELL EXPLAINED THE MAJORITY OF THE PARKING WILL BE BEHIND CITY HALL WITH PLANS FOR A FUTURE DRIVE TO CONNECT THE SWIMMING POOL PARKING AREA TO CITY HALL . COUNCILMEMBER MEASELES STATED HE FEELS THERE NEEDS TO BE A COVERED DROP OFF AT THE ENTRANCE TO CITY HALL . MR . HIDELL STATED THERE IS A COVERED WALKWAY PLANNED BUT NOT A DROPOFF . MAYOR NEWMAN AND COUNCILMEMBER HAJECATE ASKED ABOUT ADDING A CENTENNIAL CLOCK TO THE FRONT OF THE BUTLDING . MR . KEPNER STATED THE CLOCK WAS NOT BUDGETED BUT COULD CERTAINLY BE LOOKED INTO . DISCUSSION WAS HELD REGARDING THE LOCATION OF THE COUNCIL CHAMBERS AND THE TYPE OF SEATING AND VISUAL AIDES . DISCUSSION WAS HELD REGARDING USE OF THE OLD CITY HALL BY POLICE DEPARTMENT AND CONTINUING TO HOLD COURT IN THE OLD COUNCIL CHAMBERS , POSSIBLY MOVING OUT THE TABLES AND ADDING MORE CHAIRS . DISCUSSION WAS HELD REGARDING LOCATING LOCATING RESTROOM FACILITIES AWAY FROM THE COUNCIL CHAMBERS , DISCUSSED PROPOSED ! � COMMUNITY ROOM AND THE POSSIBILITY OF DUPLICATION OF SPACE IN THE CITY , DISCUSSED THE AIR CONDITIONING/HEATING WILL BE ZONED , SECURITY FOR CASHIER , BUILDING STATTSTICS FOR MONTH SHOWS APPROXIMATELY 100 PER MONTH , BUILDING SHOULD BE FOR CITIZENS NOT DEVELOPERS/BUILDERS . MR . HIDELL HAS BEEN WOHKING WITH STAFF REGARDING OFFICE SPACE , PLAN FOR GROWTH AND STORAGE SPACE . MR . HIDELL STATED HE WILL HAVE A DRAFT BACK WITH ALL CHANGES DISCUSSED FOR THE JANUARY 10TH MEETING . MAYOR NEWMAN THANKED MR . HIDELL AND MR . KEPNER AND STATED COUNCIL IS LOOKING FORWARD TO THE NEW PLANS AND THE NEXT MEETING . A LENGTHY DISCUSSION WAS HELD REGARDING MARY ' S CROSSING BRIDGE OVER CLEAR CREEK . MR . GENE COOK , FRANK MARLOW AND RICHARD RIVERON REPRESENTING IMPERIAL ESTATES , PRESENTED A SLIDE PRESENTATION IN OPPOSITION TO THE INSTALLATION OF A TWO-LANE CONCRETE STEEL BRIDGE ACROSS MARY ' S CREEK AT MARY � S CROSSING . THE PRESENTATION PROVIDED INFORMATION THAT THE BRIDGE HAS BEEN IN EXISTENCE SOME 28 YEARS AND INSTALLATION OF THE BRIDGE WOULD CREATE MORE PROBLEMS THAT IT WOULD SOLVE , CITIZENS ARE CONCERNED WITH SAFETY BOTH BY VEHICLES AND PEDESTRIANS , NOISE FACTOR , AND FLOODING . MR . RICHARD RIVERON PRESENTED PETITIONS FROM SECTION TWO . MS . NANCY ADAMS PRESENTED PETITIONS FROM SECTION 1 . MR . JOE WARING , DESIGN ENGINEER WITH TEXAS DEPARTMENT OF TRANSPORTATION PRESENTED INFORMATION ON THE OFF-SYSTEM BRIDGE PROJECTS . MAYOR NEWMAN THANKED EVERYONE FOR BRINGING THEIR CONCERNS TO COUNCIL AND THAT COUNCIL WILL HAVE TO CONSIDER THEIR ACTION , TO SEE WHAT ACTION IT WOULD TAKE TO REVERSE COUNCIL ACTION TO PROCEED AND IF THE $20 , 000 THE CITY HAS PAID COULD BE REFUNDED . DISCUSSION WAS HELD WITH PLANNING AND ZONING COMMISSION REGARDING PLANNED DEVELOPMENT DISTRICTS . PLANNER DAVID HOOVER PRESENTED TRANSPARENCIES WITH A BRIEF OVERVIEW OF THE PURPOSE OF THE PDD WHICH IS DESIGNED TO PROMOTE , THROUGH UNIFIED PLANNING AND DEVELOPMENT , MORE EFFICIENT LAND USE , MORE SENSITIVE TREATMENT OF NATURAL FEATURES , HARMONIOUS INTEGRATION OF DIVERSE ACTIVITIES , AND CREATIVE URBAN DESIGN . MR . HOOVER REVIEWED THE GENERAL REQUIREMENTS OF A PLANNED DEVELOPMENT DISTRICT AND THE TYPES OF ACTIVITIES THAT COULD BE IN A PDD . MR . HOOVER STATED USES PERMITTED WITHIN ANY SPECIFIC PDD SHALL BE ENUMERATED IN THE ORDINANCE ESTABLISHING THE DISTRICT . MR . HOOVER STATED THIS CAN BE ACCOMPLISHED BY REFERENCING EXISTING ZONING DISTRICTS , OR BY COMBINING AND/OR ELIMINATING USES IN THOSE DISTRICTS . DISCUSSION WAS HELD REGARDING COULD INCORPORATE MORE WALKWAYS/BIKE PATHS , CITY WOULD HAVE TOTAL CONTROL OF PDD , EACH PLAT WOULD BE REVIEWED , DETENTION AND LANDSCAPING WOULD BE ADMINISTERED JUST LIKE ANY OTHER ZONE , WOULD ADDRESS ENVIRONMENTAL CONCERNS , DISCUSSED CONCERNS ABOUT SMALLER LOTS , REQUIREMENT FOR GREEN SPACE COULD BE PUT INTO BYLAWS OF HOMEOWNERS ASSOCIATION , WILL HAVE TO LOOK AT TAX BASE , HOW WELL DO PDD AGE AND VALUE , WHEN LOOKING AT LARGE ACREAGE FOR PDD , LOOK AT ACREAGE ADJOINING CITY LIMITS , HAVE T0 LOOK AT WHAT THE CITY WANTS TO OFFER � POSSIBLE SMALLER HOME FOR YOUNGER FAMILIES AND IMPACT ON TAX BASE AND SCHOOL DISTRICTS . MAYOR NEWMAN STATED THIS PROPOSAL NEEDS FURTHER DISCUSSION AND REQUESTED PLANNING AND ZONING COMMISSION TO WORKSHOP AND BRING 389 BACK A RECOMMENDATION TO COUNCIL . MR . HOOVER SUGGESTED COUNCIL AND PLANNING AND ZONING COMMISSION MEMBERS WRITE DOWN SPECIFIC CONCERNS AND HE WILL RE-DRAF'T THE PLAN FOR REVIEW AT THE SPECIAL WORKSHOP .
