NEWMAN MEL MEASELES ED STUART HAROLD RALEY JANIS LOWE RON COX DELORIS MCKENZIE MEETING WERE COUNCILMEMBERS TOM MANISON AND MAYOR NEWMAN CALLED THE MEETING TO ORDER DISCUSSIpN WAS HELD REGARDING SUPPLEMENTAL AGENDA TO CONSIDER IF APPROPRIATE , SUSPENDING LUIS SUAREZ FROM HIS DUTIES AS JUDGE OF MUNICIPAL COURT AND APPOINT AN ACTING JUDGE OF MUNICIPAL COURT. **COUNCLMEMBER LOWE MOVED TO APPROVE SUSPENDING LUIS SUAREZ FR HIS DUTIES AS JUDGE OF MUNICIPAL COURT. OM SECONDED BY COUNCILMEMBER MEASELE S • MOTION APPROVED UNANIMOUSLY . �#COUNCILMEMBER RALEY MOVED TO APPOINT ASSOCIATE JUDGE JIM WOLTZ AS ACTING JUDGE OF MUNICIPAL COURT DURING THIS THIS SUSPENSION . � SECONDED BY COUNCILMEMBER MEASELES . MOTION APP ROVED UNANIMOUSLY . COUNCI LMEMBER MEASELES ADVISED THERE WILL BE A BLOOD DRIVE AT FRIENDSWOOD METHODIST CHURCH THIS SATURDAY AND ASKED IF TOM MANISON WILL BE NEEDING BLOOD . MAYOR NEWMAN REMINDED EVERYONE OF THE COMMUNITY THANKSGIVING CHURCH SERVICE TO BE HELD ON NOVEMBER 18 AT 7 : 30 PM. COUNCILMEMBER STUART ADVISED HE HAS PLACED A COPY OF THE RESOLUTIONS AS ADOPTED BY THE TEXAS MUNICIPAL LEAGUE WITH THE CITY SECRETARY . COUNCILMEMBER LOWE STRESSED COONCIL SHOULD REVIEW RESOLUTION �3 RELATIVE TO ALCOHOLIC BEVERAGE . ► 376 MAYOR NEWMAN COMMENTED A NUMBER OF COUNCILMEMBERS , HERSELF AND STAFF MEMBERS ATTENDED THE TEXAS MUNICIPAL CONFERENCE IN SAN ANTONIO LAST WEEK . DISCUSSION WAS HELD WITH FOURTH OF JULY STEERING COMMITTEE REGARDING ACTIVITIES FOR CELEBRATION OF THE FOURTH . LUCH WOLTZ AND DAN MORGAN ADDRESSED COUNCIL AND REPORTED THE COMMITTEE IS AWARE OF ISSUES AND CONCERNS REGARDING THE FOURTH OF JULY CELEBRATIONS . MS . WOLTZ REPORTED THE COMMITTEE HAS MET REGARDING THESE ISSUES AND CONCERNS REGARDING THE LATENESS OF THE FIREWORKS , THE EVENING PROGRAM INCLUDING ENTERTAINMENT AND THE PLACEMENT OF THE BOOTHS TIN THEPEPARKF COUNCIL STATED THEIR APPRECIATION FOR THE COMMITTEE ' S MANY HOURS OF WORK AND EFFORT TO PUT TOGETHER SUCH A WONDERFUN PROGRAM BUT EXPRESSED CONCERN REGARDING THE LACK OF PATRIOTISM IN DISPLAYS , SONGS , PARADE , ETC . MS . WOLTZ INDICATED THERE WERE A NUMBER OF VACANCIES ON THE COMMITTEE . MAYOR NEWMAN STATED IF ANYONE WOULD LIKE TO SERVE TO SUBMIT THEIR NAME TO JON BRANSON . MS . WOLTZ AND MR . MORGAN STATED THE COMMITTEE HAS BEEN WORKING TOWARDS PREPARING FOR THE 100TH CELEBRATION , LEARNING ABOUT CROWD CONTROL AND ENTERTAINMENT . MR . MORGAN STATED THIS HAS BEEN A EDUCATION FOR THE COMMITTEE AS WELL , REPORTED THEY ARE ALSO LOOKING AT A NEW SITE DUE TO THE RECENT RESIDENTIAL CONSTRUCTION BY THE HIGH SCHOOL . MAYOR NEWMAN THANKED THE COMMITTEE FOR THEIR DEDICATION AND ENCOURAGED THEM TO CONTINUE WORKING TOWARDS A WONDERFUL FOURTH OF JULY CELEBRATION EVERYONE CAN ENJOY . A LENGTHY DISCUSSION WAS HELD WITH PLANNING AND ZONING COMMISSION REGARDING PROPOSED AMENDMENT TO THE ZONING ORDINANCE FOR PLANNED DEVELOPMENT DISTRICTS . PLANNER DAVID HOOVER HAS PROVIDED INFORMATION REGARDING DEVELOPING THE DISTRICT , STATING THE PLANNED DEVELOPMENT DISTRICT IS DESIGNED TO PROMOTE , THROUGH UNIFIED PLANNING AND DEVELOPMENT , MORE EFFICIENT LAND USE , MORE SENSITIVE TREATMENT OF NATURAL FEATURES , HARMONIOUS INTEGRATION OF DIVERSE ACTIVITIES , AND CREATIVE UBRAN DESIGN. MR . HOOVER STATED WITH THE PDD , THIS ONLY ALLOWS THE OPTION FOR DEVELOPMENT UNDER THESE NEW RULES . A DEVELOPER WILL NAVE TO APPLY FOR A ZONING CLASSIFICATION AND UNDERGO THE SAME ZONING CHANGE REQUIREMENTS AS ANY OTHER CLASSIFICATION . CHANGE CREATES THE POSSIBILITY OF DEVELOPMENTVER DOESED NOT AUTOMATICALLY ALLOW DEVELOPMENT . DISCUSSION WAS HELD WITH COUNCIL AND PLANNING AND ZONING COMMISSION THAT THIS COULD CREATE SMALLER LOTS TO BE DETERMINED BY ORDINANCE , WOULD HAVE MORE CONTROL OF THE GROWN OF THE CITy , MORE PLANNED , DOES NOT CHANGE SUBDIVISION REGULATIONS , PDD WOULD ALLOW MANY MORE USES , CONCERN REGARDING APPLICATION OF THE PDD . MAYOR NEWMAN SUGGESTED DUE TO THE NUMBER OF QUESTIONS FROM COUNCIL AND PLANNING AND ZONING COMMISSION THAT QUESTIONS BE SUBMITTED TO MR . HOOVER AND SCHEDULE ANOTHER WORKSHOP POSSIBLY TN DECEMBER . INTERVIEWS WERE CONDUCTED WITH THE PROSPECTIVE ARCHITECTS FOR DESIGN OF PROPOSED NEW CITY HALL . COUNCIL INTERVIEWED ARCHITECTS HALL/MERRIMAN , HOUSTON , HIDELL ARCHITECTS , DALLAS AND I PHILLTPS WITH PDG , INC . , HOUSTON . COUNCIL WAS PROVIDED WITH STATEMENTS OF QUALIFICATIONS AND PROPOSALS AND AEFERENCE ' S ON HIDEL AND I PHILLIPS . HALL/MERRIMAN WERE NOT C � � � WORKING FOR HECKED AS TH PRESENTATIONS OFHSOMEIOF . FOR SELECTION OF THE DISCUSSION WAS HELD WITH CLAUNCH & MILLER , INC , /ALBERT H . HAL ASSOCIATES , INC . REGARDING THE MASTER DRAINAGE PLAN . MR . HALFF AND JOHN RUDLOFF PRESENTED THE FINAL REPORT ON THE MASTEF DRAINAGE PLAN , PHASE 1 WITH MAPS AND OTHER MATERIALS . ENGINEER , JIMMIE THOMPSON SUMMARIZED THE PROGRAM BY REPORTINGCTHY MASTGER DRAINAGE PLAN , PHASE 1 WITH INCLUDE MAPPING OF THE STORM SEWERS AND DRAINAGE AREAS THAT WILL BE KEPT ON FTLE IN THE ENGINEERING DEPARTMENT . MR . THOMPSON REPORTED THE PROJECT CONSISTS OF EXISTINC DRAINAGE AREA MAPPING AND FLOW PRESENTED AS INDEX DISCHARGES . DATA CALCULATIONS FOR THE CITY � S 245 DRAINAGENAREASTFOR PROVIDES FLOW YEAR STORM FREQUENCIES , THIS INFORMATION WILL � pROVIDE 1AN EXCELLENT TOOL TO USE IN PLANNING FOR NEW PROJECTS AND REGULAT20 OF DEVELOPMENTS AND WILL ALSO PROVIDE THE BASIS FOR THE EVENTUAL NPDES PERMITTING WITH EPA . MR . THOMPSON REPORTED THE PROJEC ALSO PROVIDES DETAILED HYDRAULIC ANALYSIS FOR 20 PROBLEM AREA PREVIOUSLY IDENTIFIED AND PRESENTED TO THE COUNCIL EARLIER THIS YEAR . PROPOSED SOLUTIONS ARE SUGGESTED FOR EACH OF THESE AREAS WITH COST ESTIMATES GIVEN FOR EACH . HELPFUL IN THE FUTURE FOR BUDGETING , PRIORITIZINGIAND PLANNING PURPOSES . THE SOLUTIONS WILL ALSO ALLOW THE CITY TO BE PREPARED WHEN OPPORTUNITIES ARISE DUE TO EFFORTS OF OTHERS .
