MAYOR NEWMAN CALLED THE MEETING TO ORDER .
A LENGTHY DISCUSSION WAS HELD REGARDING INTERACT COUNSELING
SERVICE CONTRACT WITH MIKE HAVENS , PAM BARTON FROM INTERACT , AND
COUNSELING COMMITTEE CHAIRMAN LORNA ZEITLER PRESENTING BACKGROUND
INFORMATION ON THE SERVICES PROVIDED . COUNCILMEMBER RALEY
REVIEWED THE AREAS OF CONCERNS THAT HAVE BEEN SUBMITTED AND
RESPONDED TO BY INTERACT WITH DISCUSSION REGARDING LIABILITY
INSURANCE , USE OF THE COUNSELING BUILDING AND DESIGNATION OF THE
SHADWELL PROPERTY AS PARK PROPERTY. CITY ATTORNEY STATED HE WOULD
CHECK TO SEE IF COUNSELING FALLS UNDER THE TORT CLAIMS ACT , AND
STATED THE CITY COULD CONSIDER INCLUSION OF THE CITY ON
INDIVIDUAL THERAPIST POLICIES WHICH COULD PROVIDE GENERAL
COVERAGE OR THE CITY COULD REQUIRE COVERAGE GREATER THAN $1
MILLION OR THE CITY COULD CONSIDER ADDITIONAL COVERAGE UNDER TML
INSURANCE COVERAGE . CITY ATTORNEY WILL REVIEW THE INSURANCE
POLICIES BEFORE MAKING A RECOMMENDATION OF AN AMOUNT AND IF
NEEDED . MAYOR NEWMAN STATED THE CITY ATTORNEY IS REVIEWING THE
SHADWELL PROPERTY , AND IF DESIGNATION OF PROPERTY F�R PARKING AT
THE PARK ELIMINATES USE BY THE COUNSELING CENTER . COUNCILMEMBER
RALEY STATED THERE APPEARS TO BE A DIP IN PERCENTAGE OF USE IN
THE TWELVE YEAR HISTORY . HE SUGGESTED COUNCIL BE AWARE OF THIS
DECLINE IN USE , SUGGESTED THIS MAY BE DUE TO CONSTRUCTION ON
SHADWELL STREET AND SUGGESTED COUNCIL LOOK AT PER CAPITA
EXPENDITURES . COUNCILMEMBER LOWE SUGGESTED LOOKING AT PAYMENT FOR
PER SESSION BASIS DUE TO THE DECLINE IN USAGE . COUNCILMEMBER LOWE
ASKED IF MIKE HAVENS WILL BE ABLE TO SERVE AS EXECUTIVE DIRECTOR
WITH A FULL TIME JOB. MR . HAVENS ASSURED COUNCIL HE WOULD BE
ABLE TO PROVIDE THE SERVICES AS REQUIRED BY THE CONTRACT. PAM

BARTON STATED SHE WOULD PREPARE A NEED ' S ASSESSMENT WITH
COUNCILMEMBER LOWE STATING SHE WOULD LIKE TO SEE CHAIRMAN ZEITLER
PREPARE A FEASIBILITY STUDY WITH MORE ACCOUNTABILITY AND MORE
EFFICIENT REPORTING METHODS . SHE WOULD ALSO LIKE TO SEE A POLICY
FOR USE OF THE COUNSELING BUILDING . MS . BARTON STATED THE
INTERACT STAFF HAS WORKED HARD TO MAKE EFFICIENT USE OF THEIR
TIME WHICH HAS ENABLED INTERACT TO KEEP THE BUDGET VIRTUALLY THE
SAME FOR THE LAST ELEVEN YEAAS . CITY MANAGER RON COX STATED THE
CITY ATTORNEY IS REVIEWING HOW TO HANDLE CONTRACTUALLY THE JOINT
U5E OF THE COUNSELING BUILDING . MAYOR NEWMAN THANKED EVERYONE FOR
THEIR INPUT AND STATED UNTIL THE CONTRACT IS SUCCESSFULLY NEGOTIATED ,
THE CONTRACT WOULD BE CONSIDERED ON A MONTH TO MONTH BASIS .
DISCUSSION WAS HELD REGARDING A DEMONSTRATION PROGRAM FOR
HOUSEHOLD COMPOSTING WITH COUNCILMEMBER ED STUART INTRODUCING
MS . SHARON ROOS , WHO MADE A PRESENTATION ON A PROGRAM TO
INTRODUCE COMPOSTING TO THE COMMUNITY . MS . ROOS STATED SHE WILL
PREPARE A NEEDS ASSESSMENT WHICH WILL OUTLINE HOW THE PROGRAM
WILL WORK . MAYOR NEWMAN STATED FUNDS HAVE BEEN BUDGETED FOR THIS
PROGRAM AND REQUESTED COUNCILMEMBER STUART TO WORK WITH MS . ROOS
TO PROVIDE FOR A CONTRACT FOR THIS PROGRAM AND AT WILL BE PLACED
ON THE AGENDA FOR THE FIRST MEETING IN NOVEMBER .
A LENGTHY DISCUSSION WAS HELD WITH THE PLANNING AND ZONING
COMMISSION TO REVIEW PLANNER DAVID HOOVERS RECOMMENDATION FOR
MAIN STREET AND ENTRYWAY OVERLAY , MASTER PLANNED COMMUNITIES AND
ALCOHOLIC BEVERAGE SALES RESTRICTION . FOLLOWING MR . HOOVERTS
PRESENTATION FOR MAIN STREET AND ENTRYWAY OVERLAY , MR . HOOVER
REQUESTED COUNCIL TO REVIEW THE RECOMMENDATIONS , AND IF THEY HAVE
ANY CONCERNS TO CONTACT HIM OR SUBMIT THEIR CONCERNS IN WRITING
AND THEN THIS RECOMMENDATIONS WILL BE SENT TO PLANNING AND ZONING
COMMISSION FOR REVIEW . MAYOR NEWMAN SUGGESTED COUNCIL SUSMIT
CHANGES IN TWO WEEKS TO CITY MANAGER AND REQUESTED PLANNING AND
ZONING COMMISSION SUBMIT A LIST OF SUGGESTIONS FOR CHANGES TO THE
RECOMMENDATIONS . PLANNING AND ZONING CHAIRMAN BENNY BAKER STATED
HIS CONCERNS THAT THESE RECOMMENDATIONS WOULD HAVE THE GREATEST
IMPACT ON COMMERCIAL ESTABLISHMENTS WITH MORE RESTRICTIpNS AND
STATED , "DOES THE CITY WANT TO DO THIS"?
A LENGTHY DISCUSSION WAS HELD REGARDING MASTER PLANNED
COMMUNITIES WITH PLANNER DAVID HOOVER PROVIDING INFORMATIONAL
MATERIAL REGARDING THE "MPC" . MR . HOOVER STATED HE WOULD LIKE TO SEE
COUNCIL CONSIDER AMENDING THE ZONING ORDTNANCE , REMOVING THE
PROVISION FOR PLANNED UNIT DEVELOPMENT AND ALLOWING FOR MASTER
PLANNED COMMUNITIES WITH LOT SIZES FROM 80 TO 85 ' . FOLLOWING THIS
PRESENTATION , COUNCIL DISCUSSED THE MERITS OF A MPC AND AGREED TO
THE MERIT OF THIS TYPE OF CHANGE . MAYOR NEWMAN STATED WITH A
MPC ,
LOTS WOULD NOT HAVE TO GO BELOW 80 ' AND THE CITY WOULD ACQUIRE
AMENITIES SUCH AS SCHOOLS , PARKS , AND ETC . . DISCUSSION WAS HELD
REGARDING THE FACTS THAT CITY HAS SEVERAL 100 , 400 AND 700 ACRE
TRACTS OF LAND THAT COULD APPLY TO MPC .
DISCUSSION WAS HELD REGARDING ALCOHOLIC BEVERAGE SALES
RESTRICTIONS WITH PLANNER DAVID HOOVER REVIEWING THE DRY AREAS

THAT EXIST AND THE POSSIBILITY OF RESTRICTING ALCOHOLIC SALES BY
ZONING AND REPORTED HE FEELS THAT THE ONLY AREA THAT WOULD BE
APPROPRIATE WOULD BE THE INDUSTRIAL DISTRICT AND HE REPORTED HE
LOOKS FOR TEXAS MUNICIPAL LEAGUE TO LOBBY TO CHANGE THE ZONING
LAWS TO PROVIDE FOR ZONING FOR RESIDENTIAL BUFFERS .
DISCUSSION WAS HELD REGARDING ANNEXATION OF AREAS ENCOMPASSED By
MUD �t55 AND BAYBROOK MUD �i1 WITH COUNCILMEMBER TOM MANISON MAKING
THE PRESENTATION ON THIS PROPOSAL . COUNCILMEMBER MANISON
REPORTED HE HAS BEEN WORKING ON THIS PROPOSAL FOR THE LAST
EIGHTEEN MONTHS AND HAD MENTIONED THIS PROPOSAL TO COUNCIL AT THE
COUNCIL JUNE RETREAT . COUNCILMEMBER MANISON STATED HE HAS WORKED
WITH THE STAFF AT HGAC , CITY PLANNER HOOVER , AND SEVERAL CITY OF
HOUSTON COUNCILMEMBERS TO OBTAIN SOME OF THE VERY PRELIMINARY
MATERIAL BEFORE COUNCIL AT THIS MEETING . COUNCILMEMBER MANISON
STATED THE CITY WOULD HAVE TO MOVE QUICKLY TO ACCOMPLISH
ANNEXATION BEFORE JANUARY 1 , 1994 . DISCUSSION WAS HELD BY
COUNCILMEMBERS WITH COUNCILMEMBER STUART AND LOWE EXPRESSING
CONCERN REGARDING FINANCES , TAXES , POPULATION , TAX EXEMPTIONS ,
TAX RATES , AND INDEBTEDNESS . THEY FEEL IT WOULD PREMATURE TO BE
DISCUSSING THIS WITH HOUSTON AND NEED MORE INFORMATION FROM MUD
55 FIRE DEPARTMENT. COUNCILMEMBER STUART STATED HE HAS SIXTEEN
WRITTEN QUESTIONS HE WOULD LIKE TO SEE ANSWERED BEFORE
CONSIDERING THIS ANNEXATION . COUNCILMEMBER MEASELES STATED HE HAS
TALKED TO SOME OF THE CITIZENS LIVING IN THIS AREA AND THEY
SUPPORT THIS PROPOSAL , AND ASKED ABOUT TAX RATES AND IF
ANNEXATION WOOLD RAISE FRIENDSWOOD TAXES . COUNCILMEMBER HAJECATE
STATED SHE SUPPORTED OBTAINING ADDITIONAL INFORMATION.
COUNCILMEMBER RALEY STATED HE SUPPORTING CHECKING INTO THE
POSSIBILITY OF THIS ANNEXATION AND STATED THE PEOPLE IN HERITAGE
PARK HAVE ESSENTIALLY NO POLICE PROTECTION . MAYOR NEWMAN
SUGGESTED IF MEMBERS OF COUNCIL HAVE ADDITIONAL CONCERNS OR
QUESTIONS , TO SUBMIT THEM TO THE CITY MANAGER OR THE CITY
SECRETARY .
