MAYOR NEWMAN CALLED THE MEETING TO ORDER . **COUNCILMEMBER MANISON MOVED TO APPROVE SETTLEMENT AGREEMENT WITH SOUTHWESTERN BELL TELEPHONE COMPANY CONCERNING THE EXTENDED SEAVICE AREA (DOCKET 11253 ) . SECONDED BY COUNCILMEMBER MEASELES . MOTION APPROVED UNANIMOUSLY . A LENGTHY DISCUSSION WAS HELD CONCERNING PROPOSED FYg3-9u OPERATING BUDGET FOR CITY OF FRIENDSWOOD WITH MAYOR AND COUNCIL � CITY MANAGER , CITY SECRETARY AND DEPARTMENT HEADS . CITY MANAGER RON COX PROVIDED A UPDATE IN THE BUDGET PROCESS BASED ON THE LAST MEETING WITH COUNCIL . MR . COX REVIEWED VARIOUS �" �OUNTS AND FUND AVAILABILITY . AT THIS TIME , COUNCIL DISCUSSED � H STAFF VARIOUS DEPARTMENT REQUESTS SUCH AS WATERLINES ON BLACKHAWK AND ELDORADO AND WILDERNESS TRAILS , WATER CONSERVATION , HOW MANY TIMES TO PUBLISH THE NEWSLETTER , EMS BILLING AND POSTPONING LAKE FRIENDSWOOD . CITY MANAGER STATED IF THE LAKE FRIENDSWOOD PROJECT IS POSTPONED , THE PROPOSED REVENUES AND EXPENDITURES WILL BE ELIMINATED FROM THE BUDGET . COUNCILMEMBER HAROLD RALEY ARRIVED AT THIS TIME . COUNCILMEMBERS STUART AND LOWE HAS WORKED WITH STAFF AND PRESENTED A LIST OF EIGHTEEN ITEMS TO BE CONSIDERED . A LENGTHY DISCUSSION FOLLOWED WITH COUNCIL DISCUSSING THE LIBRARY , SPORTS COMPLEX , MOVING THE COUNSELING CENTER , LAKE FRIENDSWOOD , LOCATION OF NEW CITY HALL , SIDEWALKS AND BIKE TRAILS , CABLE FRANCHISE FEE , TAX INCREASE , STREET PROGRAM, ECONOMIC DEVELOPMENT MEMBERSHIP , SEWER RATES , OTHER FRANCHISE RATES , COST OF LIVING INCREASE , � 38 c.vs�.�,,,.,.:.... BUILDING MAINTENANCE TECHNICIAN , SENIOR CITIZENS PROGRAM , COMPUTER STUDY , FIRE HYDRANT PROGRAM, COMPOSTING PROGRAM, FAX MACHINE , CANOE RACE , ENTRANCE SIGNS , DUMP TRUCK , RENWICK PARK FENCE , SUNMEADOW DRAINAGE , REPLACEMENT OF MARY � S BRIDGE , AND AMBULANCE FEES . CITY MANAGER RON COX REQUESTED COIINCIL TO PRIORITIZE THE FIRST TEN OF THE LIST OF ITEMS FOR ADDITIONS TO THE BUDGET AND TO PROVIDE THEIR PRIORITIES IN WRITING BY WEDNESDAY FOR THE NEXT MEETING WHICH WAS SET FOR AUGUST 30TH. DISCUSSION WAS HELD WITH FIRE DEPARTMENT AND EMS REGARDING BILLING FOR EMS SERVICES WITH FIRE DEPARTMENT/EMS REPRESENTATIVES MARK GARVIN , GREG KUNKEL AND RICK MCFEE PRESENTING ALTERNATIVES FOR FUNDING . DISCUSSION FOLLOWED WITH COUNCIL DISCUSSING USER FEES , SUBSCRIPTION SERVICES, ADDING ADDITIONAL COLLECTION TO WATER BILL AND TO UTILIZE THE NEWSLETTER TO REQUEST FUNDING.
