EVELYN B. NEWMAN KITTEN HAJECATE MEL MEASELES TOM MANISON ED STUART HAROLD RALEY JANIS LOWE RON COX DELORIS MCRENZIE DISCUSSION WAS HELD REGARDING BEST WASTE RATE INCREASE REQUEST . BEST WASTE REPRESENTATIVE BOB DRENTH AND ROBIN SIMMONS APPEARED BEFORE COUNCIL TO DISCDSS THE 2. 9� INCREASE OR . 24 CENTS PER HOUSEHOLD RATE INCREASE REQUESTED . A LENGTHY DISCUSSION FOLLOWED WITH DISCIISSION INCLUDING COMPOSTING, TIPPING FEES, RECYCLING, COMPLAINTS REGARDING ROLL OFF RATES , LIABILITY TO THE CITY, COMPLAINT REPORT , CLARIFICATION OF DIFFERENCE IN PRICE FOR EIGHT YARD AND FOUR YARD , AMENDING CONTRACT TO REMpVE FOUR YARD VERBAGE AND TO ALLOW COMMERCIAL TO NEGOTIATE WITH INDEPENDENT HAIILERS TO BRING IN ROLL OFF CONTAINERS . MR . DRENTH STATED BEST WASTE WOULD BE AGREEABLE TO AMENDING THE RATE SCHEDULE AND TO DISCUSS AMENDING THE CONTRACT REGARDING ROLL OFF CONTAINERS . MR . DRENTH AGREED TO PROVIDE THE CITY WITH A LETTER ALLOWING EXTENSION OF TIME BEYOND THE SEPTEMBEA 1 DEADLINE TO IMPLEMENT THE NE41 RATE SCHEDULE IN ORDER TO CONSIDER THE ITEMS DISCOSSED AT THIS MEETING AND WILL BE SCHEDULED FOR THE SECOND REGULAR MEETING IN SEPTEMBER . A LENGTHY DISCUSSION WAS HELD REGARDING PROPOSED 1993- 1994 BUDGET WITH CITY MANAGER , DIRECTOR OF ADMINISTRATIVE SERVICES AND DEPARTMENT HEADS . CITY MANAGER RON COX RECAPPED THE PROPOSED BUDGET AND HIGHLIGHT THE NEED TO LOOK AT THE SEWER RATES , DISCUSSED THE CALCULATED EFFECTIVE TAX RATE , STATED THE CITY IS BEING FACED WITH UNFUNDED MANDATES , PROPOSED COUNCIL START CONSIDERING COLLECTING FOR EMS CALLS WITH THE INCOME DEDICATED BACK TO F . D . /E . M. S . EQUIPMENT FUND , PROPOSED TO DELAY LAKE 33a FRIENDSWOOD UNTIL 1995 , DISCUSSED THE POSSIBILITX OF ISSUING BONDS FOR THE STREET PROGRAM , REDUCING THE BEGINNING AMOUNT OF THE LIBRARY RENOVATIONS , PRaPOSED FUNDING DEEPWOOD LIFT STATION OUT OF UNALLOCATED ISSUED CERTIFICATES OF OBLIGATIONS , REQUESTED NINE NEW EMPLOYEES IN THREE AREAS , DISCUSSED PROPOSED CAPITAL IMPROVEMENTS TO MEET COMMITMENTS , DISCUSSED DRAINAGE IMPACT FEES , WATER AND SEWER RATE STUDY , COMPAEHENSIVE MASTEA PLA� , SOUTHWESTERN BELL EXCHANGE COMPLAINT , AND THE CABLE TELEVISION FRANCHISE RENEWAL PROCESS . ADMINISTRATIVE SERVICES DIRECTOR ROGER ROEGKER REVIEWED THE PROPOSED REVENUES BY SOURCE , REPORTED THE ESTIMATED AD VALOREM TAX COLLECTIONS FOR 92/93 ARE AT $5 , �08 , 795 WITH AN ESTIMATED COLLECTION RATE OF 97� AND A CALCULATED TAX RATE OF . 6798 . DISCUSSED WITH COUNCIL THE DIFFERENCE IN AMOUNTS FOR CONSTRUCTION PERMITS AND IMPACT FEES . A TEN MINUTE BREAK WAS TAKEN AT THIS TIME . A LENGTHY DISCUSSION CONTINUED WITH A REVIEW OF THE CHART OF ACCOUNTS , EXPENDITURES BY DEPARTMENT , FRANCHISE FEE COMPARISON , TAX REVENUE COMPARISON AND SALES TAX REVENUE COMPARISON . DISCUSSION WAS HELD REGARDING THE MAYOR AND COUNCIL , CITY SECRETARY AND CITY MANAGER BUDGET . DISCUSSION WAS HELD REGARDING SALARIES , LIBRARY , GITY HALL , SOCCER FIELDS , TAX INCREASE , LAKE FRIENDSWOOD , TOSTADO CLAIMS , ATRIUM HUILDING , AND STREET AND SIDEWALK PROGRAM. MEMBERS OF COUNCIL REQUESTED CITY MANAGER TO REVIEW 92l93 BUDGET AND REDUCE BUDGET REQUESTS WHERE LESS FUNDS HAVE BEEN EXPENDED IN THE GURRENT YEAR .
