' INVOCATION WAS GIVEN BY_ CITY MANAGER RON COX. MAYOR NEWMAN LED THE PLEDGE OF ALLEGIANCE . MAYOR NEWMAN PRESENTED A PROCLAMATION TO POLICE SERGEANT JOHN � TOLLETT , PROCLAIMING AUGUST 3RD AS "NATIONAL NIGHT OUT" IN FRIENDSWOOD AND URGED EVERYONE TO PARTICIPATE. MAXOR NEWMAN AND PLANNING AND ZONING ACTING CHAIRMAN JAN JORDAN CALLED A JOINT DOCKETED PUBLIC HEARING WITH PLANNING AtJD ZONING COMMISSION TO RECEIVE INPUT EITHER ORAL OR WRITTEN REGARDING A REQUEST TO TO REZONE A 2100-SQUARE FOOT FACILITY AT 1501 WEST PARKWOOD , SUNMEADOW SUBDIVISION , FROM COMMUNITY SHOPPING CENTER ( CSC ) TO SPECSFIC OSE - VETERINARY HOSPITAL . MR . FRANK WEBB ASKED IF THE HOSPITAL WOULD BE A FULL CLTNIC? DR . RANDY HITESMAN, APPLICANT FOR THE REZONING , STATED THE CLINIC WOUL'D BE A FULL SMALL ANIMAL CLINIC WITH OVERNIGHT F , ACILITIES ONLY FOR SICK ANIMALS AND WOULD BE TOTALLY ENCLOSED . HEARING NO FURTHER INPUT, THE JOINT PUBLIC HEARING WAS CLOSED AT 7 : 10 PM. 1 326 MAYOR NEWMAN REPORTED FLOOD RELIEF FUNDS AND SUPPLIES WERE SENT TO WEST DES MOINES , IOWA . MAYOR NEWMAN EXPRESSED APPRECIATION TO THE MANY VOLUNTEERS AND BUSINESSES THAT PARTICIPATED AND A SPECIAL THANK YOU TO THE FRIENDSWOOD LIONS AND THE FRIENDSWOOD AND PEARLAND ROTARY CLUBS FOR THEIR CASH DONATION . MAYOR NEWMAN REPORTED THE DRAFT FEASIBILITY STUDY ON THE GOLF COURSE HAS BEEN RECEIVED AND STAFF IS REVIEWING . REPORTED ON THE STATUS OF ROW FOR THE BAY AREA AND FM 528 WIDENING PROJECT , REPORTED ON THE MANY FAVORABLE REMARKS ABOUT THE CONCERTS AND THE NEW PLAYGROUND EQUIPMENT AND JOGGING TRAILS TN STEVENSON PARK . MAYOR NEWMAN REMINDED COUNCIL OF THE BUDGET WORKSHOP NEXT WEEK . COIINCILMEMBER LOWE REPORTED ON ATTENDING THE G . C .M & C . MEETING THAT FRIENDSWOOD HOSTEA AT THE HERITAGE GARDEN CENTER AND EXPRESSED APPRECIATION TO THE HERITAGE GARDENERS FOR USE OF BUILDING , REPORTED ON BEING IN MINNESOTA LAST WEEK AND SEEING THE FLOODING FROM THE PLANE AND EXPRESSED APPRECIATION FOR THE EFFORTS FOR THE DES MOINES AREA . COUNCILMEMBER STUART REPORTED ON ATTENDING THE G . C .M & C . MEETING HOSTED BY FRIENDSWOOD , REPORTED ON ATTENDING THE C . C . D .D . MEETING AND URGED CONTINUED AISCUSSION WITH THE NEW BOARD REGARDING CITY AND C . D . D . D . ROLES AND REPORTED THAT CITY ENGINEER JIMMIE THOMPSON AND C . C . D . D . ENGINEER JOHN BRUTON ARE WORKING CLOSELY TOGETHER . COUNCILMEMBER MANISON REPORTED ON THE ECONOMIC DEVELOPMENT MEETING WHERE MEMBERS MET WTTH A COMPANY THAT HAS EXPRESSED AN INTEREST TO LOCATE IN THIS AREA AND STATED THIS WAS GOOD EXPERIENCE FOR THE EDC COMMITTEE TO BE PREPARED TO PROVIDE ANSWERS FOR POSSIaLE FUTURE DEVELOPMENT � REPORTED ON ATTENDING THE H . G . A . C . MEETING TODAY AND PROVIDED A REPORT ON HEALTH ISSUES . COUNCILMEMBER HAJECATE REPORTED ON ATTENDING THE G . C .M & C . MEETING THAT WAS HELD AT THE HERITAGE GARDENERS HUILDING AND URGED EVERYONE TO GO BY AND VISIT THIS BEAUTIFUL FACILITY . MR . PAUL SCHRAIIER APPEARED BEFORE COUNCIL TO ADDRESS HIS CONCERNS RELATIVE TO THE �TH OF JULY CELEBRATION REGARDING TIMING , THE TYPES OF PROGRAM AND SUGGESTED A MEDIUM COULD BE REACHED BY WORKING WITH THE COMMITTEE , STATED HIS CONCERNS REGARDING THE NEWS ARTICLES REGARDING LAKE WINDEMERE AND STATED MOST OF THSS PROCESS TOOK PLACE DURING HIS ADMINISTRATION AND TAE NEGOTIATIONS FOR THE PURCHASE OF THE PROPERTY WERE DURING HIS TERM OF OFFICE AND STATED HE APPLAUDS THE CITY FOR GOING FORWARD WITH THIS PROJECT AND STATED THIS IS PUBLIC PROPERTY AND THAT ALL CITIZENS SHO�LD HAVE ACCESS TO IT , AND REQUESTED THE CITY TO TIGHTEN UF THE ENFORCEMENT OF THE SIGN ORDINANCE POSSIBLY WITH WEEKEND COVERAGE DUE TO A LARGE NUMBER OF ILLEGAL SIGNS THAT HAVE BEEN UP OVER THE LAST THREE MONTHS . 2 327 CITY MANAGER ' S REPORTED ON FISD/CITY FUEL SHARING PROGRAM, REPORTED WATER USAGE IS NEAR RECORD AMOUNTS , REPORTED ON PROCEDURES AND COSTS FOR JOINING A COMMUNITY COLLEGE DISTRICT USAGE AND REPORTED HE WAS ADVISED TODAY THAT THE OFFICIAL SURVEY OF LAKE FRIENDSWOOD IS 60% COMPLETE AND SHOULD BE COMPLETED THE MIDDLE OF NEXT WEEK . MAYOR NEWMAN STATED THE CITY WILL NEED TO DETERMINE ACTION NEEDED FOR WATER RATIONING AND ASKED ABOUT THE REPORT ON COLLEGE DISTRICTING AND ASKED HOW MANY STUDENTS FROM FRIENDSWOOD ATTEND � THE AREA COLLEGES . ,` COUNCILMEMBER LOWE APPLAUDED THE JOINT USE AGREEMENT WITH FISD FOR FUEL AND SUGGESTED THERE MAY BE OTHER AREAS TO EXPAND A JOINT USE , ASKED ABOUT THE WATER USAGE AND THE PROPOSED WATER LINES , ASKED WHEN THE BEST RATE INCREASE WOULD BE ON THE AGENDA WITH CITY MANAGER ADVISING WOULD BE ON THE NEXT AGENDA FOR ACTION . COUNCILMEMBER HAJECATE ASKED IF BEST WASTE WAS RECYCLING ALUMINUM CANS WITA CITY MANAGER ADVISING THEY HAVE JUST IMPLEMENTED THIS PROGRAM AND THAT RESIDENTS ARE BEING NOTIFIED AT THE TIME THEIR RECYCLING IS BEING PICKED UP . �+�COUNCILMEMBER MANISON MOVED TO APPROVE ENTERING INTO AND AUTHORIZING EXECUTION OF AGREEMENT WITH TEXAS DEPARTMENT OF TRANSPORTATION CONCERNING PRINCIPAL ARTERIAL STREET SYSTEM ( PASS ) PROJECT FOR EXTENSION OF BAY AREA BOULEVARD . SECONDED BY COUNCILMEMBER RALEY .
