MINUTES OF A SPECIAL MEETING OF THE FRIENDSWOOD CITY COUNCIL TO

THE FOLLOWING PRESENT CONSTITUTING A QUORUM :

MAYOR NEWMAN CALLED THE MEETING TO ORDER .
MR . DON ALLEN WITH THE CORPS OF ENGINEERS PRESENTED A STATUS
REP�RT ON THE CLEAR CREEK CHAHNEL IMPROVEMENT PROJECT . MR . ALLEN
STATED THIS IS A $12� MILLION DOLLAR FEDERAL PROJECT WITH HARRIS
GOUNTY AND GALVESTON COUNTY THE LOCAL SPONSORS. MR . ALLEN STATED
THE FORMAL AGREEMENT FOR THE CLEAR CREEK PROJECT WAS SIGNED ON
JUNE 30 , 1986 . MR . ALLEN STATED THE ISSUE OF THE SOUTHERN
PACIFIC RAILROAD BRIDGE IS HOLDING UP THE PROJECT AT THIS TIME
BUT WHEN THAT ISSUE IS RESOLVED THE PROJECT COULD COMPLETE A MILE
OF WORK IN ONE YEAR . MAYOR NEWMAN AND COUNCIL STRESSED THEIR
SUPPORT OF THE PROJECT. MAYOR NEWMAN STATED THE CITY COUNCIL AND

STAFF WILL DO WHATEVER IS NEEDED TO PROVIDE ASSISTANCE, INCLUDING
� CONTACTING SOUTHERN PACIFIC RAILROAD .
DISCUSSION WAS HELD WITH WITH CLEAR CREEK DRAINAGE DISTRICT
SUPERVISORS AND JOHN BRUTON , DISTRICT ENGINEER REGARDING
NEW MEMBERS AND CCDD PROJECTS . MR . BRUTON INTRODUCEA NEW MEMBERS
MR . CLIFF BLACK , MR . RAY ROGERS AND MR . DARRYL BOLDING . MR .
BRUTON PRESENTED A BRIEF OVERVIEW OF THE PROJECTS PENDING FOR THE
COWARDS CREEK PROJECT UPSTREAM WHICH HAS RECEIVED A PERMIT FROM
THE CORPS aF ENGINEERS AND THEN WILL FOCUS ON CHIGGER CAEEK BY
WINDSONG WHICH HAS BEEN PERMITTED FOR HIGH WATER BY PASSES . MR .
BRUTON REPORTED WORK IS NOT PLANNED ON THE BOYER/EDGERTON
DRAINAGE OUTFALL AS THE EASEMENT HAS NOT BEEN ACQUIRED . MR .
BRUTON STATED THE DISTRICT WILL SEGIN MAINTENANCE FOR EROSION AND
OUTFALL PIPES AND WOULD LIKE TO SEE THE DISCUSSION REGARDING
DRAINAGE IMPACT FEES HELD UP UNTIL A REGIONAL DRAINAGE PLAN IS
SET . MR . BRUTON STATED HIS CONCERNS ABOUT DRAINAGE AT WESTW�OD
ELEMENTAAY SCHOOL AND STATED HE HAS NOT REVIEWED THE PROPOSED
PLANS .

DISCUSSION REGARDING EMERGENCY MANAGEMENT UPDATE WITH FIRE
MARSHAL/EMERGENCY MANAGEMENT COORDINATOR DAVID COLLINS STATING
THE BASIC PLAN HAS BEEN SENT FpR REGIONAL REVIEW AND HAS BEEN
ACCEPTED WITH MINOR CHANGES . MR . COLLINS REPORTED THE PLAN IS
STRUCTURALLY SOUND ACCORDING TO THE FEDERAL EMERGENCY MANAGEMENT
REGIONAL OFFICE WITH THE ANNEXES TO BE COMPLETED AND TURNED IN .
MR . COLLINS REPORTED THERE ARE FOUR BASIC PARTS TO THE PLAN WHICH
ARE MITIGATION , PREPAREDNESS , RESPONSE AND RECOVERY . MR . COLLINS
STATED THERE HAS NOT BEEN A EXERCISE PLAN IN THE LAST THREE TO
FOUR YEARS AND STATED HE FEELS A MOCK DRILL WOULD BE HELPFUL FOR
EVERYONE TO KNOW WHAT TO DO AND TO WORK OR STRENGTHENING THE
PUBLIC AWARENESS PROGRAM . MR . COLLINS REQUESTED COUNCIL TO
REVIEW THE PLAN AND COMMENT APPROPRIATELY . MAYOR NEWMAN STATED
THE COUNCIL IS TO BE NOTIFIED AS SOON AS POSSIBLE WHEN THERE IS
AN EMERGENCY .
DISCUSSION REGARDING ONE HALF CENT SALES TAX FOR PROPERTY TAX
REDUCTION AND POBLIC FACILITSES WITH CITY MANAGER RON COX
PRESENTING THE INFORMATION THAT HAS BEEN DISCUSSED BY THE
ECONOMIC DEVELOPMENT COUNCIL . MR . COX ADVISED THE EDC HAS BEEN
DISCUSSING THE POSSIBILITY OF HOLDING A ELECTION FOR A ONE HALF
CENT SALES TAX TO BE USED FOR PROPERTY TAX REDUCTION AND FOR
PUBLIC FACILITIES . MR . COX REPORTED THAT LEGISLATION WAS ENACTED
DURING THE LAST SESSION THAT ALLOWS CITIES A DIFFERENT OPTION FOR
PRESENTING THE ONE HALF SALES TAX ISSUE TO THE VOTERS . COUNCIL
DISCUSSED THIS POSSIBILITY WITH GOUNCILMEMBER MANISQN , CHAIRMAN
OF EDC RECOMMENDING THE CITY PROCEED WITH A ELECTION TO BE HELD
IN JANUARY OF 1995 . MEMBERS OF COUNCIL STATED THEY COULD SUPPORT
HOLDING THE ELECTION IF THE INFORMATION IS VERY CLEAR WHAT THE
TAX WILL SUPPORT . COUNCILMEMBER MANIS�N STATED IT WOULD BE ONE
HALF CENT FOR PROPERTY TAX REDUCTION AND ONE HALF CENT FOR PUBLIC
FACILITIES AND WOULD RECOMMEND HIRING A ECONOMIC DEVELOPMENT
COORDINATOR .
DISCUSSION REGARDING HEIGHT AEGULATIONS FOR FUTUAE BUILDINGS WITH
COUNGILMEMBER LOWE ASKING COUNCILMEMBERS "DO WE WANT SIX STORY
BUILDINGS IN THE CITY" AND STATED THEY CAN BE BUILT IN THE OLD
BUSINESS DISTRICT AND INDUSTRIAL DISTRICTS NOW. DAVID HOOVER ,
CITY PLANNER PRESENTED INFORMATION ON BUILDING HEIGHT
REGULATIONS . MA . HOOVER STATED THERE ARE THREE BASIC WAYS TO
LIMIT BUILDING HEIGHTS IN A COMMUNITY , FIRST AND MOST COMMON , YS
THROUGH ZONING DISTRICTS , SECOND , A FIRE DISTRICT CAN BE CREATED
TO CONTROL HEIGHTS IN CERTAIN AREAS DUE TO THE DIFFICULTY IN
FIGHTING FIRES IN TALLER HUILDINGS IN CERTAIN AREA , AND THE THIRD
METHOD IS ACCOMPLISHED THROUGH OVERLAY ZONING , OR DISTRICTS .
MAYOR NEWMAN STATED SHE WOULD PREFER TO SEE THE MULTI-STORY
BUILDINGS GOING TOWARDS I . H . �5 • COUNCILMEMBER MANISON STATED HE
WOULD LIKE TO SEE COMMERCIAL BUILDINGS THAT WOULD HELP THE SCHOOL
DISTRICT LOWER TAXES , THEREFORE DOES NOT SUPPORT HEIGHT
RESTRICTIONS DUE TO THE NEED FOR THE TAX BASE . COUNCILMEMBER
RALEY STATED HE WOULD NOT WANT TALL BUILDING BUT W�ULD BE OPEN TO
THE SUGGESTION TO CREATE OVERLAY ZONING . COUNCILMEMBER LOWE
STATED SHE SUPPORTS HEIGHT REGULATIONS . COUNCILMEMBER MEASLES
STATED HE DOES NOT SUPPORT HEIGHT RESTRICTIONS DUE TO THE NEED

FOR THE TAX BASE . COUNCILMEMBER STUART STATED HE IS OPEN TO
HEIGHT RESTRICTION BASED ON PROPOSED BUILDINGS . COUNCILMEMBER
MANISON STATED HE COULD SUPPORT SIX STORY BUZLDINGS ANYWHERE BUT
THAT THERE ARE AREAS THEY WOULD NOT FIT . COUNCILMEMBER MEASELES
AGREED WITH COUNCTLMEMBER MANISON .
CITY MANAGER RON COX , REPORTED TO COUNCIL THAT HE WAS INCORRECT
IN THAT HE HAD REPORTED THERE WAS A SURVEY ON THE WINDEMERE/LAKE
FRTENDSWOOD PROPERTY . MR . COX APOLOGSZED FOR THE INCORRECT
INFORMATION , STATED THE CITY DOES HAVE A TITLE POLICY ON THIS
PROPERTY .
