NEWMAN F MAYOR PRO-TEM MEL MEASELES �( COUNCILMEMBER TOM MANISON COUNCILMEMBER ED STUART COUNCILMEMBER HAROLD RALEY COUNCILMEMBER JANIS LOWE CITY MANAGER RON C4X CITY SECRETARY DELORIS MCKENZIE ABSENT FROM THE MEETING WAS COUNCILMEMBER KITTEN HAJECATE . POLICE CHTEF JARED STOUT PRESENTED A POLICE DEPARTMENT UPDATE ON COMPUTER AIDED DISPATCH (C .A.D . ) AND COMMUNITY ORIENTED POLICING ( C . O . P . ) . CHIEF STOUT REPORTED THIS PROGRAM WILL ALLOW FOR UNCOMMITTEED TIME WHICH APPLIES TO PATROL DIVISION WHEN THEY ARE OFF THE RADIO AND STATED THE C . O. P . PROGRAM IS THE SAME AS THE CRIME PREVENTION PROGRAM. CHIEF STOUT REPORTED THIS PROGRAM WAS STARTED LAST OCTOBER AND IS PROGRESSING WELL WITH SOME OF THE OFFICERS HAVING A PROBLEM ADAPTING OR RESISTZNG CHANGE . CHIEF STOUT REPORTED THE SERGEANT ARE GOING ON EIGHT HOUR SHIFTS TO PROVIDE FOR A SERGEANT TO BE ON DUTY ON SATURDAY � S . DISCUSSION WAS HELD WITH REPRESENTATIVES FROM TEXAS DEPARTMENT OF TRANSPORTATION ISSUES REGARDING FEDERAL AID URBAN SYSTEM/PRINCTPAL ARTERIAL STREET SYSTEM (FAUS/PASS)AND 1993/95 OFF-SYSTEM BRIDGE REHABILITATION AND REPLACEMENT PROGRAM (BRR) . � CITY SECRETARY DELORIS MCKENZIE REPORTED THE PASS PROGRAM PROVIDES MATCH2NG FUNDS FOR ACQUISITION OF RIGHT OF WAY AND RELOCATION OF UTILITY FACILITIES AND THE PASS AGREEMENT REQUIRES 50� OF THE COST FOR RIGHT-OF-WAY ACQUISITION AND UTILITY RELOCATION TO BE PAID UP FRONT WITH THE FUNDS BEING PLACED IN ESCROW. MS . CAROL LETZ AND TODD COR$IN WITH TEXAS DEPARTMENT OF TRANSPORTATION DISCUSSED WITH COUNCIL THE BAY AREA BOULEVARD �XTENSION WHICH I8 ELIGIBLE FOR THE PASS PROGRAM AND REPORTED THE PROJECT IS A ESTIMATED TOTAL OF $340 . �20 FOR RIGHT OF WAY AND $160 , 000 FOR UTYLITY RELOCATION . DISCUSSION WAS HELD REGARDING THE CITY ' S PARTICIPATION COST AT 50� IS $250 . 210 , UNLESS, THE CITY TS SUCCESSFUL IN ACQUIRING THE RIGHT OF WAY BY DONATION . MS . LETZ STATED THAT FULL CREDIT , BASED UPON THE STATE �S APPROVED VALUE , WILL $E GIVEN TO THE CITY FOR ANY DONATION OF RIGHT OF WAY . DISCUSSION WAS HELD REGARDING THE REQUIRED AGREEMENT AND BUDGET RESTRICTIONS. AT THIS TIME . MS . LETZ WILL LOOK INTO A PRORATED PAYMENT PLAN WITH A MINIMUM DOWN AT THE TIME OF EXECUTION pF THE AGREEMENT. � � � DISCUSSION WAS HELD REGARDING THE 1993-95 FEDERAL AID OFF SYSTEM BRIDGE REPLACEMENT AND REHABILITATION PROGRAM WITH PUBLIC WORKS DIRECTOR MELVIN MEINECKE REPORTING THE CITY RECOMMENDED MARY ' S CREEK BRIDGE AND BAKER ROAD BRIDGE BE REPLACED . MR . MEINECKE REPORTED CORRESPONDENCE HAS BEEN RECEIVED FROM EXXON COMPANY , U . S . A . INFORMING THE CITY THAT THEY DO NOT ELECT TO PARTICIPATE IN THE CONSTRUCTION COST OF THE BAKER ROAD BRIDGE . MR . MEINECKE RECOMMENDED THE CITY ENTER INTO A CONSTRUCTIQN AND MAINTENANCE AGREEMENT FOR BRIDGE REPLACEMENT AT MARY � S CROSSING AT MARY ' S CREEK WITH THE ESTYMATED COST OF $207 , 000 WITHIN 30 DAYS FOLLOWING EXECUTZON OF THIS AGREEMENT WITH THE CITY AGREEING TO PAY TO TXDOT AN AMOUNT EQUAL TO 10� OF THE ESTIMATED COST OF THE PROJECT . COUNCIL DISCUSSED THIS RECOMMENDATION , EXPRESSING SOME CONCERN THAT THE RESIDENTS IN THIS AREA HAVE NEVER SUPPORTED REPLACEMENT OF THIS BRIDGE . MAYOR NEWMAN RECOMMENDED THE CITIZENS BE ADVISED OF THIS PROGRAM AND OBTAIN THEIR INPUT AS FAR AS DESIGN OF THE BRIDGE. MR . MEINECKE RECOMMENDED THE CITY DO A RQADWAY ALIGNMENT STUDY OF THE BAKER ROAD BRIDGE AND REPORTED THE COST OF THE BAKER ROAD BRIDGE REPLACEMENT IS $228 , 000 . MR . MEINECKE REPORTED THE CURRENT LOCATION OF THE BAKER ROAD BRIDGE OVER COWARDS CREEK IS NOT CONSISTENT WITH THE PROPOSED FUTURE ALIGNMENT OF THE MAJOR THOROUGHFARE LOCATED JUST WEST OF THE EXISTING BRIDGE . DISCUSSION WAS HELD REGARDING THIS PROPOSED REALIGNMENT WITH THE QUESTION BEING WOULD TXDOT FUND A NEW BRIDGE AT A NEW SITE TO REPLACE THE BAKER ROAD BRTDGE AND POSSIBLY ADDING MANDALE BRYDGE TO THE LIST . COUNCIL REQUESTED MS . LETZ TO RESEARCH THIS INFORMATION REGARDING THIS REALTGNMENT OF BAKER BRIDGE AND ADDING MANDALE BRIDGE TO THE LIST . DISCUSSION WAS HELD REGARDING REVIEW OF CITY ' S MAJOR THOROUGHFARE PLAN WITH COMMUNITY DEVELOPMENT DIRECTOR JIMMY THOMPSON REPORTING THE CURRENT MTP WAS APPROVED AND ADOPTED MARCH 19 , 1990 AND WAS PREPARED BY THE CITY ' S STAFF BASED LARGELY ON THE PRECEDING PLAN WHICH HAD BEEN ADOPTED IN 1985 . MR . THOMPSON ADVISED THE PLAN IDENTFFIfiS FIVE ROADWAY CATEGORIES AND LISTS BOTH THE REQUIRED RIGHT-OF-IJAY AND ROADWAY WIDTHS AND DESIGNATES IF THE ROADWAY IS TO HAVE A RAISED MEDIAN , CONTINUOUS LEFT TURN LANE , OR IS TO BE UNDIVIDED . MR . THOMPSON REPORTED THE PLAN SERVES AS A GUIDE TO THE STAFF AND PLANNING AND ZONING COMMISSION TO OBTAIN NECESSARY RIGHT-OF-WAYS FOR FUTURE IMPROVEMENTS ALONG THE VARIOUS ROUTES AND THAT AS PROPERTIES ARE SUBDIVIDED AND �LATTED , THE PLANNING AND ZONING COMMISSION REQUIRES THAT RIGHT-OF-WAY BE DEDICATED TO COMPLY WITH THE PLAN . MR . THOMPSON REPORTED THE CURRENT POLICY OF PLANNING AND ZONING IS TO REQUIRE THAT THE ROADWAY BE CONSTRUCTED BY THE DEVELOPER IF THE ROADWAY IS REQUIRED FOR ACCESS TO THE SUBDIVISION AND IN OTHER CASES , STRICTLY THE RIGHT- OF-WAY DEDICATED IS REQUIRED .
