WITH THE FOLLOWING PRESENT CONSTITUTING A QUORUM:

MAYOR NEWMAN CALLED THE MEETING TO ORDER .
COUNCIL CONVENED INTO FX �• TTV SESSION IN ACCORDANCE WITH TEXAS
OPEN MEETINGS LAW 6252-17 , TEXAS VERNON 'S CIVIL STATUTES ( e)
SEEKING ATTORNEY ' S ADVTCE WITH RESPECT WITH RESPECT TO PENDING OR
CONTEMPLATED LITIGATTON A) SOUTHWESTERN BELL TELEPHONE
INTERVENTION FOR SUNMEADOW AREA
COUNCIL RE-CONVENED TN OPEN SESSION WITH NO ACTION BEING TAKEN.
MAYOR NEWMAN ADMINISTERED THE OATH OF OFFICE TO GLEN CRESS ,
APPOINTED TO FILL THE UNEXPIRED TERM OF KENNY KONCABA.
A JOINT MEETING WITH PLANNING AND ZONING COMMISSION AND CITY
COUNCIL WAS HELD FOR THE PURPOSE OF A . DISCUSSION OF ZONING
DISTRICTS AND SPECTFIC USE TABLE B. DISCUSSION OF ZONING IN
RESIDENTSAL COMMERCIAL TRANSITION AREAS .
DISCUSSION WAS HELD REGARDING THE DIFFERENT TYPES OF ZONING
DISTRICT AND THE PERCEPTIONS EACH HAS OF THOSE DISTRICTS , ONCE A
COMMON GROUND HAS BEEN REACHED , STAFF CAN PROCEED WITH AMENDMENTS
TO THE ZONING DISTRICTS AND THE PERMITTED USES WITHIN EACH OF THE
DISTRICTS . PLANNER DAVID HOOVER , PRESENTED A OVERVIEW OF THE
PURPOSE OF ZONING, ZONING DISTRICT DEFINITIONS THAT NOW EXIST IN
FRIENDSWOOD AND OTHER POSSIBLE LAND USE CONTROLS THAT ARE
AVATLABLE TO CITIES .
COUNCILMEMBER STUART SUGGESTED A QUESTIONNAIRE AS TO WHAT
RESIDENTS WANT AS FAR AS COMMERCIAL AND STATED HE SEE � S "T"
INTERSECTIONS AS TRAFFIC PROBLEMS .
COUNCILMEMBER FRANKOVICH STATED FENCINC OF DETENTIONS PONDS IS
UNATTRACTTVE , WOULD LIKE TO SEE STANDARD REQUIREMENTS FOR

COMMERCIAL BUILDINGS AND RETENTION PONDS .
COUNCILMEMBER MANISON STATED HIS MAIN CONCERN IS ECONOMIC
DEVELOPMENT FOR THE CITY , WOULD LIKE T4 SEE EVERYONE WORK
TOGETHER , CO-EXIST AND BE USER FRIENDLY .
MAYOR NEWMAN STATED SHE WOULD LIKE FOR COUNCIL AND PLANNING AND
ZONING TO CONSIDER WHAT IS A ACCEPTABLE HEIGHT FOR COMMERCIAL
BUILDING , WOULD LIKE TO HAVE DETERMINED WHICH HIGHWAY IS
CONSIDERED ENTRY WAY INTO THE CITY , WOULD RECOMMEND CONTROL5 BE
ESTABLISHED AS SOON AS POSSIBLE FOR PLANNING SUBDIVISIONS WITH
ENTRANCES THAT ABUT HIGHWAYS AND TO ESTABLISH A MAINTENANCE
PROGRAM FOR ENTRY ' S INTO THE CITY SUCH AS FM 518 .
CO�NCILMEMBER MEASELES STATED HE FEELS FEELS FM 2351 AND FM 528
ARE THE MAIN ENTRY ' S INTO THE CITY , QUESTIONED IF BUILDING
HEIGHTS ARE ESTABLISHED , WOULD THIS COMPLICATE A HOTEL BEING
BUILT HERE AND STATED HE FEELS CONSISTENCY IN THE ZONING
ORDINANCE IS POSITIVE .
COUNCILMEMBER HAJECATE STATED BUILDING HEIGHT WOULD DETERMINE
WHERE AND WHAT THE BUILDING IS PROPOSED TO BE , STATED FM 2351 , FM
528 AND FM 518 ARE ALL ENTRY ' S INTO THE CITY BUT THAT FM 2351 IS
THE MOST HEAVILY TRAVELED .
COUNCILMEMBER FHANKOVICH STATED HEIGHT TOTALLY DEPENDS ON THE
SETTING , AS LONG AS THE BUILDING MEETS THE ANGLE , CONSIDERS FM
528 TO BE THE MAIN ENTRY .
COUNCILMEMBER MANISON STATED HE SUPPORTS MULTI-STORIED BUILDINGS
FOR ADDITIONAL TAX BASE AND THAT IT DEPENAS ON LOCATION , STATED
H. G . A . C . REPORTS REFLECTS THAT FM 528 , THEN FM 2351 AND THEN FM
528 HAVE THE MOST TRAFFIC FLOW.
MEMBERS 4F PLANNING AND ZONING COMMISSION STATED THEY WOULD LIKE
TO SEE A ARCHITECTURAL COMMITTEE , FEELS THERE ARE PROBLEMS WITH
CSC ZONE , WOULD LIKE TO SEE BUFFERING BETWEEN ZONES, FEELS CITY
SHOULD BE CAREFOL WITH REZONING NOT TO CREATE DEAD SPACES , HEIGHT
OF BUILDINGS NOT A PROBLEM, COULD CONS2DER ZONE FOR MULTI-STORIED
BUILDINGS , SEES EITHER FM 528 OR FM 2351 AS ENTRY WAY INTO THE
CITY , AND WANTS TO SUPPORT ECONOMIC DEVELOPMENT WITH MORE
BUSINESSES , FEELS STRONGLY ABQUT SET BACKS .
PLANNER DAVID HOOVER THANKED EVERYONE FOR THEIR INP�T AND STATED
THE DISCUSSION DID NOT MEAN TO LIMIT ENTRY WAYS TO ONE AND THAT
WITH THE BUILDING HEIGHT ISSUE , MAY BE ABLE TO UTILIZE SPACE WITH
CREATIVITY .
