MAYOR NEWMAN PRESENTEA PROCLAM TA ION AND CERTIFICATES Q� ARD FOR RECOGNITION OF FRSENDSWOOD HIGH SCHOOL ACADEMIC DECATHLON TEAM FOR FIRST FLACE HONORS IN THE 1993 TEXAS ACADEMIC DECATHLON STATE MEET. DISCUSSION WAS HELD REGARDING PRESENTATION BY NAYLOR ON INFLOW AND INFILTRATION OF THE CITY 'S SANITARY SEWER COLLECTION SYSTEM. NAYOR REPRESENTATIVES PRESENTED INFORMATION ON EVALUATION SURVEY PROGRESS FOR SUNMEADOWS AND ANNALEA , REPORTED ON A NEED FOR A PORTABLE FLOWMETER , REHABILITATION METHODS AND PARAMETERS AND AN ANNUAL SERVICE AGREEMENT . PUBLIC WORKS DIRECTOR MELVIN MEINECKE DISCUSSED WITH COUNCIL THE PROGRAM IS BUDGETED FOR $8�i , 000 FOR THE FISCAL YEAR 1992- 1993 FOR THIS PROGRAM WHICH INCLUDES SMOKE TESTING ; PHYSICAL MANHOLE INSPECTIONS ; COLLECTION LINE CLEANING ; AND , TELEVISING AND LINE REPAIR ANDlOR REPLACEMENT . IT WAS DISCUSSED THAT THIS PROGRAM WILL REDUCE THE AMOUNT OF INFILTRATION AND INFLOW RESULTING IN LESS MANHOI.E OVERFLOWS , LINE STOPPAGES AND CITIZEN INCONVENIENCE . IT WAS ALSO DISCUSSED THAT SEWAGE TREATMENT AND ELECTRICITY COSTS WILL BE REDUCED AND THAT PUMF AND MOTOR LIFE AND COLLECTION SYSTEM CAPAC�TY WILL INCREASE . PUBLIC WORKS DIRECTOR MELVIN MEINECKE REPORTED THIS PROGRAM IS ESTrMATED TO CONTINUE THROUGH FISCAL XEAR 1995-96 . DISCUSSION WAS HELD REGARDING PRESENTATION BY CLAI3NCH & MILLER , INC . ON STATUS OF PHASE ONE OF THE DRAINAGE MASTER PLAN . CLAUNCH � MILLER PROVIDED INFORMATION ON THE PROGRESS TO PREPARE DRAINAGE MAPPING DOCUMENTS AND AN ANALYSIS OF THE GITX OF FRIENDSWOOD ' S DRAINAGE SY5TEM. A MAP DEPICTING THE SERVICE AREAS WAS FROVIDED FOR COUNCIL ' S REVIEW. COMMUNITY DEVELOPMENT DIRECTOR JIMMIE THOMPSON PRESENTED INFORMATION REGARDING THE ADDITIONAL ZNFORMATION THAT WILL BE PREPARED BY GLAUNCH AND MILLER WHICH �,....,Z��S 2 WILL INCLUDE THE HYDRAULIC AI3ALYSIS OF 20 DRAINAGE OUTFALLS WITH THE CITY PROVIDING THE FIELD SURVEYING . MR . THOMPSON REPORTED THAT TODATE , THE CITY HAS CpMPLETED THE STORM SEWER AND DRAINAGE AREA MAPPING AND THE HYDROLQGIC ANALYSIS OF THE SUB-BASINS IS UNDERWAY . MR . THOMPSON REPORTED HE HAS WORKED WITH THE CONSULTANT TO SELECT AREAS WHERE THE CITY HAS CURRENT PROBLEMS OR AREAS WHERE NO INFORMATION EXISTS AND FUTURE DEVELOPMENT IS ANTICIPATED , SOME OBVIOUS AREAS WERE NOT IDENTIFIED DUE TO INFORMATION ALREADY AVAILABLE FROM PREVIOUS STUDIES , AN EXAMPLE WOULD BE CLOVER ACRES WHBRE SEVERAL PREVIOUS PLANNING EFFORTS HAVE BEEN PERFORMED . DISCUSSION WAS HELD REGARDING THE MAP OF THE PROPOSED AREAS TO BE ANALYZED WITH CLAUNCH AND MILLER , INC . TO PROVIDE A REPORT WITH RESULTS AND RECOMMENDATIONS FOR PROPOSED SOLUTIONS . DISCUSSION WAS HELD REGARDING J . T . DUNKIN & ASSOCIATES , INC . REGARDING STATUS OF PARKS MASTER PLAN . REPRESENTATIVES OF J . T . DUNKIN ANA ASSOCIATES , INC . PRESENTED A REPORT ON DEMOGRAPHICS AND FUTURE LAND USE PATTERNS , NEEDS ANALYSIS , PARK AND RECREATION PROJECTIONS , NEIGHBORHOOD PARKS AND LINKAGE BETWEEN NEIGHBORHOOD PARKS . A DRAFT OF THE COMPREHENSIVE PARK MASTER PLAN WAS PRESENTED TO COUNCIL FOR REVIEW . PARKS AND RECREATTON CORRDINATOR JON BRANSON REPORTED THE SUBJECTS REPORTED ON AEPRESENT THE MAIN TASKS SET FORTH IN PHASE I OF THE PARKS , RECREATION AND OPEN SPACE MASTER PLAN . DISCUSSION WAS HELD WITH FINANCIAL ADVISOR REGARDING REFUNDING OF OUTSTANDING DEBT. DIRECTOA OF ADMINISTRATIVE SERVICES ROGER ROECKER PRESENTED INFORMATION ON SAVINGS TO BE HAD FOR REFUNDIHG BONDS SINCE THE INTEREST RATES HAVE DROPPED RECENTLY . FRANK ILDEBRANDO PREPARED TWO ANALYSIS AS TO WHETHER NOW WOULD BE A FAVORABLE TIME TO REFUND ANY OF THE CITY ' S DEBT. THE FIRST IS A LEVEL SAVINGS ANALYSIS , IT SHOWS THAT AT TODAY ' S RATES THE CITY COULD SAVE APPROXYMATELY $20 , 000 PER YEAR BY REFUNDING SOME OF OU4R OLDER DEBT . THE SECOND SAVINGS ANALYSIS MOVES THE SAVINGS TO THE "FRONT-END" , THIS ANALYSIS SHOWS THE CITY COULD SAVE ALMOST $100 , 000 IN THE NEXT FISCAL YEARS IF THE CITY REFUNDS AT TODAY ' S MARKET RATES . MR . ROECKER STATED "THE ANNUAL SAVINGS ARE ACTUALLY JUST U23DER $100 , 000 IN EACH YEAR , BUT THE FINANCIAL ADVISOR IS VERY CONSERVATIVE ON THE COST SIDE AND FEELS THE CITY WILL LIKELY HAVE SOME SAVINGS IN THE EXPENSES ESTIMATED .
