NEWMAN MAYOR PRO-TEM MEL MEASELES COUNCILMEMBER KITTEN HAJECATE COUNCILMEMBER TOM MANISON COUNCILMEMBER ED STUART COUNCILMEMBER HAROLD RALEY COUNCILMEMBER FRANK FRANKOVICH CITY ATTORNEY TODD STEWART CITY MANAGER RON COX CITY SECRETARY DELORIS MCKENZIE INVOCATION AND THE PLEDGE OF ALLEGIANCE WAS LED BY GALVESTON COUNTY COMMISSIONER BILLY PEGUES . MAYOR NEWMAN AND PLANNING AND ZONING CHAIRMAN BENNY BAKER CALLED A ,LQ��.�, pOCKETED PU�LIC HEARING TO ORDER TO RECEIVE PUBLIC INPUT , EITHER ORAL OR WRITTEN , REGARDING A REQUEST TO REZONE 5 . 9�97 ACRES , MORE OR LESS , OUT OF RESERVE "C" OF THE POLLY RANCH ESTATES SUBDIVISION , MORE PARTICULARLY DESCRIBED AS THE BACK PORTION OF RESERVE "C" , OAK DRIVE TO CLEAR CREEK , FROM MULTI- FAMILY RESIDENTIAL-MEDIUM DENSITY (MFR-M) TO SINGLE FAMILY RESIDENCE ( SFR ) . COUNCILMEMBER STUART SPOKE ON BEHALF OF THE POLLY RANCH HOMEOWNERS ASSOCIATION AND STATED THE H . O . A . IS IN FAVOR OF THE REZONING . HEARING NO FURTHER COMMENTS , THE PUBLIC HEARING WAS CLOSED AT 7 : 10 PM. MAYOR NEWMAN PROCLAIMED A MERRY CHRISTMAS AND HAPPY NEW YEAR FROM MAYOR AND COUNCILMEMBERS TO THE CITIZENS AND STAFF OF THE CITY OF FRIENDSWOOD AND PROCLAIMED MONDAY , DECEMBER 1 � , 1992 AS "RUN FOR HOPE DAY TO BENEFIT THE HOMELESS . COUNCILMEMBER STUART REPORTED ON A NEWSPAPER REPORT THAT GALVESTON COUNTY COMMISSIONERS COURT IS CONSIDERING MOVING THE CENTRAL APPRAISAL DISTRICT OFFICE TO THE ISLAND . COUNCILMEMBER STUART STATED HE IS OPPOSED TO THIS MOVE , STATED HE FEELS THE LA MARQUE LOCATION IS BEST AND REQUESTED COUNCIL ADOPT A RESOLUTION 1 21 � TO SUPPORT KEEPING THE CAD OFFICE IN THE SAME AREA . COUNCILMEMBER STUART REPORT ON ATTENDING THE HARRIS COUNTY MAYOR AND COUNCILMEN ' S ASSOCIATION MEETING AND THE GUEST SPEAKER FROM H . G . A . C . SPOKE ON RECYCLING AND EXPRESSED CONCERN FOR FIRE PROTECTIQN AT FRENCHMANS CREEK TOWNHOMES AND ASKED ABOUT THE LOCATION OF FIRE HYDRANTS . COUNCILMEMBER HAJECATE REQUESTED CITY MANAGER LOOK INTO REFLECTORS ON THE CURBS DOWN FRIENDSWOOD DRIVE . COUNCILMEMBER MEASELES REPORTED ON A SMALL BUSINESS ADMINISTRATION TREE PLANTING PROGRAM AND SUGGESTED THE CITY APPLY . COUNCILMEMBER MANISON URGED MAYOR AND COUNCIL AND CITIZENS TO CONTACT THEIR LEGISLATORS REGARDING THE 25� CUT IN THE EPA BUDGET WHICH WILL IMPACT THE GALVESTON COUNTY ESTUARY PROGRAM. MAYOR NEWMAN REPORTED THE SNOW IN THE PARK WAS VERY SUCCES5FUL AND THANKED THE CHAMBER AND VOLUNTEERS THAT MADE THIS POSSIBLE , REPORTED THE LIGHTED CHRISTMAS PARADE WAS OUTSTANDING WITH LARGE CROWDS , REPORTED THE MANY AREA CHURCHES HAVE LIVE NATIVITY SCENES , ASKED CITIZENS TO HELP CLEAN UP LEAVES IN THE GUTTERS , REPORTED THE EMPLOYEE CHRISTMAS DINNER WAS EXCELLENT AND THANKED THE COUNCIL , CITY MANAGER AND CITY SECRETARY FOR MAKING THIS LAST YEAR AS MAYOR A GOOD YEAR . GALVESTON COUNTY COMMISSIONER BILLY PEGUES APPEARED BEFORE COUNCIL TO DISCUSS COUNTY/CITY PROJECTS AND TO OFFER HIS SERVICE WHERE NEEDED AND ASRED COUNCIL FOR THEIR INPUT . COMMISSIONER PEGUES ADVISED THE DISCUSSION REGARDING MOVING THE CAD OFFICE TO THE ISLAND IS STRICTLY A DISCUSSION AT THIS TIME . MS . NORMA J . GOLDMAN , BRIO TASK FORCE APPEARED BEFORE COUNCIL AND PRESENTED A STATUS REPORT OF THE BRIO PROJECT. MS . GOLDMAN INTRODUCED MR . ED DONZILLA , INTERIM PROJECT MANAGER AND MR . WALT BYER , PROJECT MANAGER AND LESLIE WOODS , CHEMIST FOR THE BRIO PROJECT . MAYOR NEWMAN THANKED MS . GOLDMAN FOR THE UPDATE AND SUGGESTED ENTIRE COUNCIL AND MEMBERS OF STAFF TOUR THE FACILITIES. CITY MANAGER REPORTED HE HAD NO REPORT AND WISHED EVERYONE HAPPY HOLIDAYS AND A HAPPY NEW YEAR . CITY MANAGER REPORTED HE HAS THE INFORMATION ON OIL RECYCLING FROM THE CITY OF GALVESTON AND WILL PASS ON TO COUNCIL AND REPORTED HE DISCUSSED THE POSSIBILITY OF A JOINT PROGRAM ON A SUBREGIONAL BASIS FOR RECYCLING PROJECTS AND POSSIBLY UTILIZING GRANT FUNDS WITH THE CITY MANAGERS OF PEARLAND AND ALVIN AND THE CITY ADMINISTRATOR OF LEAGUE CITY . •*COUNCILMEMBER MANISON MOVED TO DENY THE APPEAL OF MR .
