MINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD CITY COUNCIL THAT
WAS HELD ON DECEMBER 7 , 1992 AT 7 : 10 PM AT FRIENDSWOOD CITY
HALL , COUNCIL CHAMBERS , 109 WILLOWICK , FRIENDSWOOD , TEXAS , WITH
THE FOLLOWING PRESENT CONSTITUTING A QUORUM:

OBSERVED DURING INVOCATION .

CHURCH .

REGIONAL CHAMPS AND STATE SEMI-FINALIS AND PRESENTED CERTIFICATEB
TO THE TEAM MEMBERS OF THE F . I . S . D . GIRLS VOLLEYBALL TEAM FOR
ATHLETIC ACHIEVEMENT AND TO THEIR COACHES FOR THEIR DEDICATION
AND COMMITTMENT TO THE F . I . S .D . GIRLS VOLLEYBALL TEAM.
COUNCILMEMBER FRANKOVICH REPORTED RESIDENTS OF LAURELFIELD
SUBDIVISION ARE CONCERNED ABOUT THE MINI LUBE THAT IS BEING BUILT
ON FRIENDSWOOD DRIVE AND RECOMMENDED COUNCIL MOVE AS SOON AS
POSSIBLE TO REVIEW THE ZONING FOR COMMERCIAL AND REQUESTED CITY
MANAGER CHECK WITH CONTRACTOR ON FM 528 TO HAVE A OFFICER IN THE
INTERSECTION OF FM 528 AND FM 518 UNTIL THE TURN LANES ARE OPEN .

FRANKOVICH ' S RECOMMENDATION FOR A OFFICER IN THE INTERSECTION FOR
TRAFFIC SAFETY .
COUNCILMEMBER STUART REPORTED HE ATTENDED THE H . C .M. & C . MEETING
WITH T .M. L . EXECUTIVE DIRECTOR FRANK STURZEL AS GUEST SPEAKER WHO
SPOKE ON ITEMS TO COME BEFORE LEGISLATURE AND STATED THE CITY
NEEDS TO KEEP POSTED ON CHANGES THAT MAY COME UP THAT THE CITY
WILL NEED TO BUDGET FOR , REPORTED THE THIRD QUARTER PAYMENT FOR
MIXED DRINK TAX WAS RECEIVED FROM THE STATE COMPTROLLER IN THE
AMOUNT OF $1 , 398 , EXPRESSED CONCERN WITH A LETTER USED IN THE
LOCAL CONSTABLE RACE REGARDING PROVIDING PATROL IN SUBDIVISIONS
AND ASKED IF WE NEED TO LOOK AT OUR PATROL OR SCHEDULING .
COUNCILMEMBER MANISON REPORTED ON MEETING WITH SPEAKER OF THE
HOUSE PETE LANEY AND DISCUSSING COMMON PROBLEMS EXPERIENCED BY
CITIES AND DISCUSSED A PROGRAM BY SOIL CONSERVATION SERVICES TO
EDUCATE FARMERS AND RANCHERS AND ENCOURAGED MAYOR AND COUNCIL AND
CITIZENS TO CONTACT THEIR LEGISLATURES TO SUPFORT EPA FUNDING FOA
THE GALVESTON ESTUARY GROUP .
COUNCILMEMBER MEASELES REPORTED ON A GRANT FOR RECYCLING FROM
TEXAS WATER COMMISSION AND STATED HE WOULD LIKE TO SEE THE CITY
PARTICIPATE .
COUNCILMEMBER HAJECATE REPORTED ON ATTENDING A VERY INFORMATIVE
AND EDUCATIONAL MEETING ON FORMING A TRI-CITY TEEN COURT .
MAYOR NEWMAN ANNOUNCED THERE WOULD NOT BE A WORKSHOP IN DECEMBER
AND THAT DECEMBER 14 WOULD BE A REGULAR MEETING .
CHAMBER OF COMMERCE PRESIDENT JOE TENNISON INVITED EVERYONE TO
PARTICIPATE IN THE 7TH LIGHTED CHRISTMAS PARADE .
MR . WESLEY PATTERSON REPRESENTING PILGRIMS POINT HOMEOWNERS
ASSOCIATION APPEARED BEFORE COUNCIL TO DISCUSS THE PROPOSED MINI-
GOLF PROJECT AND PRESENTED A LETTER OUTLINING THE P . O . HOMEOWNERS
OPPOSITION TO THIS PROJECT .
MS . EVELYN BRENNEN APPEARED BEFORE COUNCIL TO PRESENT PETITION
WITH 804 SIGNATURES IN OPPOSITION TO THE PROPOSED MINI-GOLF
PROJECT .
MS . LORNA ZEITLER APPEARED BEFORE COUNCIL AND PRESENTED A BRIEF
HISTORY OF THE FRIENDSWOOD COUNSELING SERVICES . MS . ZEITLER
REPORTED THAT NEW REPORTING PROQEDURES ARE IN PLACE , DISCUSSED
DEVELOPING FARAMETERS FOR OPERATIONS AND STATED THE BOARD
ENDORSES PAM BARTON WITH INTERACT COUNSELING AND ENCOURAGED
COUNCIL TO APPROVE THE COUNSELING CONTRACT.
CITY MANAGER REPORTED ON THE ANNUAL EMPLOYEE CHRISTMAS DINNER ,
SPEED LIMIT REDUCTIONS ON QUAKER DRIVE , SAN JOAQUIN PARKWAY AND
NORTH SUNSET DRIVE , GOVERNOR ' S DRUG POLICY ADVISORX BOARD AND
STATUS OF TENANTS AT THE ATRIUM BUILDING.

MAYOR NEWMAN ASKED IF THE CONTRACTOR ON FM 528 WAS SUPPOSED TO BE
WORKING 2� HOURS AROUND THE CLOCK WITH THE CITY MANAGER ADVISING
THEY ARE SUPPOSED TO BE . MAYOR NEWMAN STATED SHE WOULD LIKE A
LETTER FROM MAYOR AND COUNCIL EXPRESSING CONCERN WITH THIS
PROJECT .
COUNCILMEMBER FRANK�VICH ASKED IF INFORMATION HAD BEEN OBTAINED
ON THE GALVESTON OIL RECYCLING PROGRAM WITH CITY MANAGER ADVISING
THE INFORMATION HAD NOT BEEN OBTAINED AT THIS TIME .
COUNCILMEMBER FRANKOVICH ASKED WHAT IS TIME FRAME FOR HIRING A
CONSULTANT FOR THE GOLF COURSE STUDY WITH CITY MANAGER ADVISING
THE RFP ' S ARE BEING PREPARED AT THIS TIME . COUNCILMEMBER
FRANKOVICH ASKED THE TIME FRAME FOR HIRING A FIRE MARSHAL WITH
` CITY MANAGER ADVISING THE CITY IS ADVERTISING FOR THE FIRE
MARSHAL AND THE PLANNER POSITION AT THIS TIME .

CONTRACT WITH INTERACT COUNSELING AND CONSULTATION , INCORPORATED
FOR COUNSELING SERVICES.
