NEWMAN MAYOR PRO-TEM MEL MEASELES COUNCILMEMBER KITTEN HAJECATE COUNCILMEMBER TOM MANISON COUNCILMEMBEA ED STUART COUNCILMEMBER HAROLD RALEY COUNCILMEMBER FRANK FRANKOVICH CITY MANAGER RON COX CITY SECRETARY DELORIS MCKENZIE MAYOR NEWMAN REMINDED EVERYONE THAT SATURDAY IS FALL HAUL A DAY AND THAT CONTAINERS WOULD BE PLACED IN STEVENS�N PARK. MAYOR NEWMAN ANNOUNCED THAT COUNCIL WOULD BE ATTENDING A RETREAT AT SOUTH SHORE HARBOUR TO DEVELOP GOALS AND OBJECTIVES FOR 1992/ 1993 . A JOINT MEETING WITH CLEAR CREEK DRAINAGE DISTRICT SUPERVISORS WAS HELD REGARDING THE CITY ASSISTING CLEAR CREEK DRAINAGE DISTRICT IN PLANNING AND FINANCING OF IMPROVEMENTS. COUNCILMEMBER FRANKOVICH EXPRESSED A DESIRE TO DO JOIN FLOOD CONTROL IMPROVEMENTS IN THE CITY AND REPORTED THAT TEXAS WATER DEVELOPMENT BOAAD HAS A NUMBER aF FINANCE PROGRAMS AVAILABLE AND SUGGESTED C . C . D .D . PUT TOGETHER A PACKAGE TO SHOW THE DRAINAGE PROJECTS CURRENTLY PLANNED . MR . CHARLES HOOKS , SUPERVISOR WITH C . C . D .D . STATED CHIGGER CREEK PROJECT IS NOT A FINANCIAL PROBLEM BUT THE PROBLEM WAS WITH THE LENGTH OF TIME TO OBTAIN A PERMIT FROM THE CORPS OF ENGINEERS . MR . HOOKS REPORTED THE DRAINAGE PROJECTS ARE WELL OVER 50� COMPLETED ON ALL CREEKS EXCEPT FOR CLEAR CREEK . MR . HOOKS REPORTED HE HAS SPOKEN TO TEXAS WATER DEVELOPMENT BOARD REGARDING FINANCING AND REVIEWED THE APPLICATION PROCESS. MR . HOORS STATED C . C . D .D . DOES NOT NEED FINANCIAL ASSISTANCE AT THIS TIME . A LENGTHY DISCUSSION WAS HELD REGARDING DEVELOPING A SENIOR CITIZEN PROGRAM WITH MS. BETTY MILLER , MS . JULIE PENROD GLEN, MR . PAUL STAFF , MR . JOE LOCKRIDGE AND MR . ANDY KNIGHT. MS . MILLER OUTLINED A PROGRAM BASED ON 30 PARTICIPANTS, FIVE DAYS A WEEK , 202 SIX HOURS A DAY , WILL NEED A BUILDING TO MEET IN , UTILITIES , BUILDING MAINTENANCE , MEALS , A CENTER MANAGER SIX HOURS A DAY AND A DRIVER FOR 56 HOURS PER DAY FOR PICK UP . MS . MILLER REPORTED FOR FEDERAL DISTINCTION AS A SENIOR CENTER , MUST BE OPEN 6 DAYS A WEEK AND OPEN TO ALL SENIORS OVER 60 . MS. MILLER RECOMMENDED AN ADVISORY COMMITTEE BE APPOINTED . MAYOR NEWMAN STATED THIS APPEARS TO BE A GOOD PLAN AND STATED THE SENIORS COULD USE THE LIBRARY FACILITIES WHEN THE LIBRARY MOVES . MS. GLEN STATED LOCAL FUNDING FOR A CENTER MANAGER AND A DRIVER WILL BE BUDGETED IN 199u AND COULD PARTICIPATE IN THE INITIAL FUNDING IN FEBRUARY AND COULD PROVIDE A VEHICLE IN 1993 • MR . STAPP STATED THE SENIORS JUST NEED A MEETING PLACE AT THIS TIME . MR . LOCKRIDGE STATED THE CITY IS WAX BEHIND IN THE SENIOR PROGRAMS AND REPORTED THAT FRIENDSWOOD HAS OVER 2200 SENIORS. A LENGTHY DISCUSSION WAS HELD REGARDING FOURTH OF JULY STEERING COMMITTEE PROPOSED GUIDELINES FOR CORPORATE SPONSORSHTP , PROPOSED REVISIONS TO BY-LAWS AND PROPOSED DAY FOR OBSERVANCE OF INDEPENDENCE DAY CELEBRATION - 1993 • THE GUIDELINES FOR CORPORATE SPONSORSHIP WERE DISCUSSED AND A FEW CHANGES WERE MADE WHICH INCLUDED A SECOND SPONSOA LEVEL OF FUNDING . CpUNCIL DISCUSSED PLACEMENT OF CORPORATE SPONSORS SIGNS OR BANNERS . IT WAS DISCUSSED THAT THE uTH OF JULY PARADE WOULD BE HELD ON MONDAY , JULY 5TH , WITH POSSIBLY AREA CHURCHES HAVING A PROGRAM ON JULY �TH AND THE GATHERING WOULD BE HELD ON SATURDAY , JULY 3RD . COUNCILMEM$ER STUART STATED HIS CONCERN WITH BUDGET CONTROL AND WAS ASSURED BY THE FOURTH OF JULY COMMITTEE THE CHANGE IN THE BY- LAWS THAT PROVIDE FOR A TREASURES WILL ELIMINATE PREVIOUS PROBLEMS .
