MINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD CITY COUNCIL THAT WAS HELD ON OCTOBER 5 , 1992 AT 7 : 00 PM AT FRIENDSWOOD CITY HALL , COUNCIL CHAMBERS , 109 WILLOWICK , FRIENDSWOOD , TEXAS , WITH THE FOLLOWING PRESENT CONSTITUTING A QUORUM: MAYOR EVELYN B. MAYOR NEWMAN LED THE PLEDGE OF ALLEGIANCE . COUNCILMEMBER RALEY REPORTED ON MEETING WITH LEW FISHER AND ROGER ROECKER AND REPRESENTATIVES FROM PUC AND SOUTHWESTERN BELL REGARDING 331 TELEPHONE SYSTEM FOR THE SUNMEADOW AREA , REPORTED THE 1993 CONTRACTURAL AGREEMENT BETWEEN PUB AND S .W. BELL IS BEING RENEGOTIATED AND WILL BE OPEN FOR REDEFINITION AT THIS TIME , REPORTED ON A LETTER IN THE JOURNAL REGARDING THE BARRIER WALL AT FRANKIE CARTER PARK AND NOTED THE WALL IS OUT OF THE JURISDICTION OF THE CITY AND IS THE RESPaNSIBILITY OF THE STATE HIGHWAY DEPARTMENT . COUNCILMEMBER STUART STATED THE CITY CONTRIBUTES TO STATE HIGHWAY PROJECTS , REPORTED ON ATTENDING THE G . C .M. & C . ASSOCIATIQN MEETING WITH GUEST SPEAKER BARRY GOODMAN REPORTING ON TRANSPORTATION PLANNING GRANTS AND A DISCUSSION WAS ALSO HELD REGARDING EMS PROBLEMS IN THE AREA , REPORTED ON ATTENDING A TAX WATCH GROUP MEETING REGARDING THE CENTRAL APPRAISAL DISTRICT WITH STATE REPRESENTATIVE MIKE MARTIN ATTENDING AND REPORTED A TOWN MEETING WILL BE HELD IN TEXAS CITY REGARDING THE SUBJECT , REPORTED ON THE LETTER FROM U . S . CONGRESSMAN JACK BROOKS REGARDING HIS VOTING AGAINST THE CABLE TELEVISION BILL AND NOTED THE LETTER FROM KAY BAILEY HUTCHESON WHERE SHE REPORTED MOVING HER STAFF INTO NEW OFFICES WHERE ALL DEPARTMENTS ARE IN ONE 1 186 BUILDING . COUNCILMEMBER MANISON STATED HE WAS GLAD TO BE BACK AFTER A LONG VACATION , REPORTED ON THE H . G . A . C . MEETING AND ASKED EVERYONE TO REMEMBER STATE REPRESENTATIVE JAMES HURY IN THEIR PRAYERS . COUNCILMEMBER MEASLES REPORTED ON ATTENDING THE CLEAR CREEK DRAINAGE DISTRICT MEETINGS , REPORTED ON NEAL RANCOUR BEING APPOINTED TO THE C . C .D .D . BOARD , REPORTED ON THE BIKE COMMITTEE MEETING WHERE SIDEWALK PLANS WERE REVIEWED AND REPORTED ON A BUSINESS TRIP TO HALIFAX WHERE HE HAD THE OPPORTUNITY TO SEE HOW PROCLAMATIONS WERE HANDLED BY A TOWN CRIER . COUNCILMEMBER HAJECATE REPORTED ON PRESENTING A PROCLAMATION TO THE THE FRIENDSWOOD BOOSTER CLUB FOR SPIRIT MONTH IN OCTOBER , REPORTED ON ATTENDED THE ANNUAL CANOE RACE , REPORTED ON THE LETTERS FROM LOUISIANA CaMMEN�ING THE VOLUNTEERS FROM FRIENDSWOOD AND REPORTED ON CORRESPONDENCE FROM DISTRICT MANAGER FOR M.D . A . AND THAT FRIENDSWOOD WAS �1 IN THIS AREA IN CONTRIBUTIONS . MAYOR NEWMAN REPORTED ON A RECENT MINIMUM WATER BILL COMPARISON WHICH SHOWED OTHER CITIES FROM $58 . 90 TO FRIENDSWOOD ' S $26 . 00 , REPORTED THE INSPECTION IS COMPLETED ON THE ATRIUM BUILDING , CONGRATULATED THE PARTICIPANTS AND VOLUNTEERS IN THE 6TH ANNUAL CANOE RACE , REPORTED ON NEGOTIATIONS ON RIGHT OF WAY ON FM 528 , REPORTED ON MEETING WITH A CITIZEN REGARDING SIDEWALKS AND BARRIER WALLS ON FM 2351 AND REPORTED THE REMOVAL OF GRAFFITI ON BARRIER WALLS IS THE RESPONSIBILITY OF THE STATE HIGHWAY DEPARTMENT , REPORTED SIDEWALKS ARE PLANNED ON FM 2351 FROM GALVESTON COUNTY TO FRANKIE CARTER RANDOLPH PARK , COMMENTED ON THE LETTERS RECEIVED FROM LOUISIANA , COMPLIMENTING THE POLICE DEPARTMENT FOR THEIR ASSISTANCE . MAYOR NEWMAN STATED THERE WOULD BE NO ACTION TAKEN ON ORDINANCE T92-12 , REGULATING THE SALE OF ALCOHOLIC BEVERAGES WITHIN CERTAIN PROXIMITIES OF CHURCHES , PUBLIC SCHOOLS , PUBLIC HOSPITALS , AND RESIDENCES AND STATED THAT EXISTING ORDINANCE 91 -33 IS STILL IN EFFECT . MR . JEFF BRANSCOMB , MS . LOIS CARELOCK , MR . SAM NASIFF SPOKE IN OPPOSITION TO PROPOSED ORDINANCE T92-12 AND THANKED COUNCIL FOR TAKING NO ACTION TO AMEND THE EXISTING ORDINANCE . MR . FRANK WEBB ANNOUNCED HE HAD A NEW GRANDAUGHTER AND THANKED COUNCIL FOR THE SENIOR CITIZEN PROGRAM HELD AT JONES HANGAR ON THE 2ND AND �TH WEDNESDAYS WITH GAMES AND FOOD AND STATED THE SENIOR CITIZENS WOULD LIKE SPACE AVAILABLE AT THE LIBRARY FOR THEIR PROGRAMS . MR . KEN CRABTREE FROM SONLIGHT MISSION CHURCH INVITED EVERYONE TO THEIR THREE YEAR ANNIVERSAY TO BE HELD AT THE FISD AUDITORIUM ON SATURDAY . MR . BENNY BAKER , CHAIRMAN OF PLANNING AND ZONING COMMISSION 2 187 ENCOURAGED CITIZENS TO ATTEND MEETINGS AND SUPPORT COUNCIL AND PLANNING AND ZONING COMMISSION AND SUPPORT THE CITY . MR . JOHN MOORE APPEARED HEFORE COUNCIL TO REPORT ON THE RAILROAD COMMISSION HEARING FOR MUDX WHICH IS LOCATED NEAR COWARDS CREEK . MR . MOORE THANKED COUNCIL FOR THEIR SUPPORT AND THANKED CITY ENGINEER JIMMIE THOMPSON FOR HIS EXCELLENT PRESENTATION . CITY MANAGER REPORTED ON STATUS OF HARRIS COUNTY INTERLOCAL AGREEMENT ON EXXON USA PIPELINE RELOCATION , COUNCIL RETR�AT SET FOR NOVEMBER 14 , FM 528 RIGHT OF WAY RELOCATION, MUNICIPAL CODE CORPORATION - CODE UPDATE , SOUTH FRIENDSWOOD INTERCEPTOR LINE AND THAT NOTICE OF THE LEASH LAWS WILL BE POSTED IN THE PARKS . COUNCILMEMBER RALEY ASKED ABOUT THE AMOUNT FOR THE PIPELINE RELOCATION WITH CITY MANAGER ADVISING THE LINE SHOWN HAS NOT BEEN BROKEN OUT AND ANALYZED BY HARRIS COUNTY . COUNCILMEMBER STUART ASKED ABOUT GALVESTON COUNTY MOSQUITO CONTROL WITH CITY MANAGER ADVISING THEY HAVE BEEN CONTACTED BUT WILL FOLLOW UP . COUNCILMEMBER FRANKOVICH EXPRESSED CONCERNS FOR THE PAVING OF SHADWELL REGARDING THE MASTER PARK PLAN TO TIE INTO THE PARKING PROJECT WITH CITY MANAGER ADVISING THE PARKS DIRECTOR DID CHECK WITH GALVESTON COUNTY PARKS BOARD AND IT WAS DETERMINED IF THE R . O . W . IS MOVED , LARGE TREES WOULD BE DESTROYED AND MORE FILL DIRT WOULD HAVE TO BE BROUGHT IN . CITY MANAGER ADVISED THE STREET ENDS PAST THE COUNSELING CENTER . COUNCILMEMBER FRANKOVICH DISCUSSED GRANTS AVAILABLE FROM DEPARTMENT OF INTERIOR AND RECOMMENDED HIRING A CONSULTANT TO LOOK INTO A GRANT PROGRAM ALONG WITH DESIGN . CITY MANAGER ADVISED HE WOULD BE GLAD TO LOOK INTO THE POSSIBILITY AND CHECK WITH THE PARKS AND WILDLIFE . **COUNCILMEMBER FRANKOVICH MOVED TO APPROVE AMENDING POLICY AS PROPOSED FOR CONSTRUCTION OF CULVERT PIPE FRONTING PROPERTY WITH ROADSIDE DITCHES TO ALLOW FILL IN OF DITCHES WITH CULVERTS AS LONG AS SAME STORAGE CAPACITY IS MAINTAINED . MOTION APPROVED UNANIMOUSLY . **COUNCILMEMBER STUART MOVED TO APPROVE THE AMOUNT OF FIVE MILLION DOLLARS FOR CERTIFICATES OF OBLIGATION TO BE ISSUED FOR MUNICIPAL FACILITIES AND PUBLIC WORKS PROJECTS . SECONDED BY COUNCILMEMBER MEASELES . MOTION APPROVED 6-1 . COUNCILMEMBER FRANKOVICH OPPOSED .
