A RESOLUTION OF THE CITY OF COUNCIL OF THE CITY OF
FRIENDSWOOD, TEXAS, AUTHORIZING AN ADVANCE FUNDING
AGREEMENT WITH THE TEXAS DEPARTMENT OF TRANSPORTATION
FOR A SURFACE TRANSPORTATION BLOCK GRANT PROJECT
RELATED TO THE SUNSET DRIVE SIGNAL IMPROVEMENTS PROJECT;
AND PROVIDING FOR THE EFFECTIVE DATE.

WHEREAS, the Houston-Galveston Area Council's Transportation Policy Council has
authorized the City of Friendswood to receive Surface Transportation Block Grant ("STBG")
funds for the following project:

➢ Rehabilitation of existing traffic signals along
Sunset Drive at its intersections with
W Castlewood Avenue,Falling Leaf Drive,and
Sunset Drive Signal Improvements Project Cowards Creek Drive
> Installation of new traffic signals along Sunset
Drive at its intersection with Briarmeadow
Avenue
(the "Project"); and
WHEREAS,the STBG funds require a local match, and the City of Friendswood commits
to provide the match, which match is comprised of solely Transportation Development Credits
("TDCs"); and
WHEREAS, the City of Friendswood is responsible for all non-reimbursable costs and
100%of overruns, if any; and
WHEREAS,the City Council of the City of Friendswood desires to reaffirm its support of
the Project and approve and authorize the execution of an Advance Funding Agreement("AFA")
with the Texas Department of Transportation("TxDOT") for the Project;NOW THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD,
STATE OF TEXAS:
Section 1. The facts and matters set forth in the preamble of this resolution are hereby
found to be true and correct.
Section 2. The City Council of the City of Friendswood hereby approves an AFA with
TxDOT for the Project and authorizes the City Manager to execute and the City Secretary to attest
to an AFA with TxDOT for the Project with the local match being comprised solely of TDCs.
Section 3. This resolution shall be effective immediately upon its passage and
approval.
