AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD,
TEXAS, AMENDING CHAPTER 2 "ADMINISTRATION," ARTICLE II "BOARDS,
COMMITTEES AND COMMISSIONS," DIVISION 1 "GENERALLY," SECTION 2-23
"PROCEDURE AND ADMINISTRATION," SUBSECTION (A) "RULES OF
PROCEDURE" AND DIVISION 6 "FOURTH OF JULY STEERING COMMITTEE,"
SECTION 2-51 "CREATED; MEMBERSHIP," SUBSECTION (B) "MEMBERSHIP";
AND DIVISION 8 "KEEP FRIENDSWOOD BEAUTIFUL COMMITTEE," SECTION
2-61 "CREATED, MEMBERSHIP," SUBCHAPTER (B) "MEMBERSHIP" OF THE
FRIENDSWOOD CITY CODE TO REMOVE RESIDENCY AND BUSINESS
OWNERSHIP AS QUALIFICATIONS FOR MEMBERSHIP; REPEALING ALL
ORDINANCES OR PARTS OF ORDINANCES INCONSISTENT OR IN CONFLICT
HEREWITH; PROVIDING FOR SEVERABILITY AND AN EFFECTIVE DATE.

WHEREAS, the Fourth of July Steering Committee and Keep Friendswood Beautiful Committee
are two advisory committees of the City of Friendswood that provide important services to the Friendswood
community; and
WHEREAS, vacancies persist on these committees, which may be due, in part, to the time
commitment involved as well as the magnitude of work performed by these two advisory committees; and
WHEREAS, eliminating the residency requirements for these committees will allow the City
Council to appoint volunteers who already spend their time,talents and resources in the community but do
not reside or have a business within the city limits of Friendswood; and
WHEREAS, the City Council finds that the removal of the residency and business ownership
requirement will assist it in filling many long-standing vacancies on these advisory committees; NOW
THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FRIENDS WOOD, STATE OF
TEXAS:
Section 1. The facts and matters set forth in the preamble of this ordinance are hereby found
to be true and correct.
Section 2. That Chapter 2 "Administration," Article II "Boards, Committees and
Commissions,"Division 1 "Generally,"Section 2-23 "Procedure and administration,"Subsection(a)"Rules
of procedure" of the Friendswood City Code is hereby amended to read as follows:
CHAPTER 2. ADMINISTRATION
ARTICLE II. BOARDS,COMMITTEES AND COMMISSIONS
DIVISION 1. GENERALLY
Sec.2-23. Procedure and administration.
(a) Rules of procedure. All boards shall adopt rules and procedures for the conduct of business and
matters that may come before it. Such rules and procedures shall be substantially similar to the
rules and procedures adopted by the city council and shall comply with the Charter and all
applicable laws.Boards shall elect a chair and vice-chair from their membership for one-year terms
commencing on July 1 or November 1 based upon the board's appointment schedule. The chair
and vice-chair shall be either residents of the city or business owners who pay taxes to the city.
Section 3. That Chapter 2 "Administration," Article II "Boards, Committees and
Commissions," Division 6 "Fourth of July Steering Committee," Section 2-51 "Created; membership,"
Subsection(b) "Membership" of the Friendswood City Code is hereby amended to read as follows:
CHAPTER 2. ADMINISTRATION
ARTICLE H. BOARDS,COMMITTEES AND COMMISSIONS
DIVISION 6.FOURTH OF JULY STEERING COMMITTEE
Sec.2-51. Created; membership.
(b) Membership. The Fourth of July steering committee shall be composed of 15 members appointed
by at least four members of the city council for staggered three-year terms commencing on
November 1.
Section 4. That Chapter 2 "Administration," Article II "Boards, Committees and
Commissions," Division 8 "Keep Friendswood Beautiful Committee," Section 2-61 "Created,
membership," Subchapter(b) "Membership" of the Friendswood City Code is hereby amended to read as
follows:
CHAPTER 2. ADMINISTRATION
ARTICLE H. BOARDS,COMMITTEES AND COMMISSIONS
DIVISION 8. KEEP FRIENDSWOOD BEAUTIFUL COMMITTEE
Sec.2-61. Created; membership.
(b) Membership. The Keep Friendswood Beautiful Committee shall be composed of 15
members appointed by at least four members of the city council for staggered three-year terms commencing
on November 1. At least 8 of the members shall be either residents of the city or business owners who pay
taxes to the city.
Section 5. That all ordinances or parts of ordinances in conflict or inconsistent with this
ordinance are hereby expressly repealed.
Section 6. In the event any section, paragraph, subdivision, clause, phrase, provision,
sentence, or part of this ordinance or the application of the same to any person or circumstance shall for
any reason be adjudged invalid or held unconstitutional by a court of competent jurisdiction, it shall not
affect, impair, or invalidate this ordinance as a whole or any part or provision hereof other than the part
declared to be invalid or unconstitutional;and the City Council of the City of Friendswood,Texas,declares

that it would have passed each and every part of the same notwithstanding the omission of any such part
thus declared to be invalid or unconstitutional, or whether there be one or more parts.
Section 7. This ordinance shall take effect from and after its passage on second reading by
the City Council of the City of Friendswood, Texas.
