AT FRIENDSWOOD CITY HALL , 109 WILLOWICK, FRIENDSWOOD, TEXAS, WITH THE FOLLOWING PRESENT : � MAYOR EVELYN B. NEWMAN MAYOR PRO-TEM MEL MEASELES COUNCILMEMBER KITTEN HAJECATE COUNCILMEMBER TOM MANISON COUNCILMEMBER ED STUART COUNCILMEMBER FRANK FRANKOVICH CITY MANAGER RON COX CITY SECRETARX DELORIS MCKENZIE ABSENT FROM THE MEETING WAS COUNCILMEMBER HAROLD RALEY. INVOCATION WAS GTVEN BY RON COX. MAYOR NEWMAN LED THE PLEDGE OF ALLEGIANCE. DISCUSSION WITH HELD WITH BEST WASTE, SYSTEMS REPRESENTATIVES BOH DRENTH AND KAY EA3TEP REGARDING GARBAGE RATE INCREASE, APARTMENT RECYCLING AND MERGING GARBAGE AND RECYCLING CONTRACTS INTO ONE CONTRACT. DISCUSSION WAS HELD REGARDING REQUEST BY BEST WASTE FOR RATE INCREASES IN BOTH GARBAGE COLLECTION AND RECYCLING . BEST WASTE PROPQSES TO INCREASE REGULAR GARBAGE COLLECTION FROM $7 . 63/MONTH TO $8 . 43 MONTH WITH A $ . 18/CREDIT TO THE CUSTOMER FOR LANDFILL AVOIDANCE BECAUSE OF RECYCLING AND $ . 06/CREDIT TO CUSTOMER FOR LABOR AND EQUIPMENT AVOIDANCE , ALSO BECAUSE OF RECYCLING. THE CURRENT RESIDENTIAL RECYCLING IS $1 . 00 CUSTOMER EACH MONTH WITH THE CITY PAYING AN ADDITIONAL $30/TON FOR bEST wASTE TO SEPARATE AND HANDLE THE MATERIAL AFTER IT IS COLLECTED. tHE FROCEEDS FROM THE SALE OF ALL THE MATERIAL ARE LTSED TO OFFSET THE PER-TON CHARGE . BEST WASTE PROPOSES TO INCREASE THE RECYCLING FEES TO $1 .78/CiISTOMER AND DECREASE THE HANDLING FEE TO $15/TON , IF THE NET REVENUE FROM THE SALE OF THE RECYCLABLES EXCEEDS THE $15/TON FEE, BE5T WASTE PAYS THE CITY . COUNCILMEMBER MANISON ASKED BEST WASTE TO WORK WITH INDUSTRIES FOR RESEARCH DEVELOPMENT OF THE MARKET. AISCUSSION WAS HELD REGARDING PROVIDING RECYCLING FOR APARTMENTS WITH ADDITIONAL INFORMATION REQUESTED . CITY MANAGER ADVISED BEST WASTE HAD ORIGINALLY REQUESTED $$ . u3 IN FOR RESIDENTIAL BUT IS REQUESTED $8 .76 AT THIS TIME , WITH NEGOTIATION FOR A FIVE YEAR CONTRACT WILL STAY WITH THE ORIGINAL $8 . �13 . AFTER MUCH DISCUSSION , IT WAS DETERMINED TO REDUCE THE RECYCLING FEE TO $1 . 30 AND TO LOOK AT THE $ . 18 CENT LANDFILL COST AND WILL BE DISCUSSED AT THE NEXT WORKSHOP MEETING. 152 DISCUSSION REGARDING DEVELOPMENT OF AN ORDINANCE FOR THE COLLECTION QF ANIMAL WASTES . COUNCILMEMBER MEASELES PRESENTED THIS PROPOSAL , PRESENTING EXAMPLES FROM OTHER CITIES FOR COUNCSLS REVIEW . COUNCILMEMBER MEASELES INTRODUCED JUDY HOWARD WHO HAD ORIGINALLY INITIATED THE REVIEW OF THIS TYPE OF AN ORDINANCE . MS . HOWARD EXPLAINED TO COUNCIL HER CONCERNS FOR "PICKING UP" AFTER HER NEIGHBORS ANIMALS AND ASKED COUNCIL TO ACT FAVORABLE TO A ORDINANCE REQUIRING COLLECTION OF WASTES. COUNCILMEMBER MEASELES INDICATED THIS PROPOSAL HAD BEEN REVIEWED BY RUSSELL WILLIAMS AND MARTY MCWILLIAMS , OUR ANIMINAL CONTROL OFFICER . IT WAS DETERMINED TO FORWARD THE EXAMPLES TO THE CITY ATTORNEY FOR REVIEW AND PREPARATION OF AN ORDINANCE FOR CONSIDERATION . MAYOR NEWMAN RECOGNIZED THE RETIREMENT OF RUSSELL WILLIAMS AND THAT HIS WIFE JOY WILLIAMS RESIGNED JULY 2uTH . RUSSELL WILL RETIRE ON MARCH 1 , 199� WITH TWENTY THREE YEARS OF SERVICE TO THE CITY WITH TWENTY FIVE YEARS RETIREMENT WITH TWO YEARS OF MILITARY SERVICE . DISCUSSION WAS HELD REGARDING POSSIBLE PURCHASE AND OPERATION OF SUNMEADOW COUNTRY CLUB GOLF COURSE . MAYOR NEWMAN REVIEWED THE HISTORY OF THE GOLF COURSE, STATING THAT IN MARCH A MEETING WAS HELD WITH THE OWNER , MR . HENLEY , COUNCILMEMBERS NEWMAN ( PRIOR TO BEING ELECTED MAYOR ) , FRANKOVICH AND STAFF MEMBERS RON COX AND JON BRANSON . MR . HENLEY EXPRESSED HIS INTEREST IN SELLING THE COURSE TO THE CITY , IT HAS BEEN FOR SALE FOR SEVERAL YEARS. COUNCILMEMBER FRANKOVICH REPORTED THERE ARE SEVERAL STRUCTURES , 185 ACRES WITH A WATER WELL FOR IRRIGATION AND THE CLUBHOUSE , EMPLOYS TEN TO FIFTEEN PEOPLE DEPENDING ON THE SEASON . COUNCILMEMBER FRANKOVICH REPORTED THAT THE COST ASSOCIATED WITH THE STRUCTURES WOULD BE $20 .00 SQ . FT . FOR REPLACEMENT AND �50 . 00 SQ . FT FOR THE CLUB HOUSE , WITH ADDITIONAL PARKING LOTS AND DRAINAGE AND IMPROVEMENTS , THE COST COULD BE APPROXIMATELY $1 MILLION DOLLARS . STAFF PROVIDED INFORMATION REGARDING A CONSULTANT THAT ANALYZES GOLF COURSES FOR PROSPECTIVE BUYERS , THESE CONSULTANTS DO NOT DESIGN , OWN OR OPERATE GOLF COURSES, THEY HAVE NO OTHER INTEREST BUT TO DETERMINE THE FEASIBILITY TO PURCHASE A GOLF COURSE. IT WAS DETERMINED THE CITY WOULD CONTINUE TO OBTAIN INFORMATION IN ORDER TO MAKE A DECISION AS TO GO FORWARD WITH A FEASIBILITY STUDY . � PRESENTATION BY ROGER ROECKER , DIRECTOR OF FINANCE , ON DEPARTMENTAL ACTIVITIES AND ORGANIZATION STRUCTURE . MR . ROECKER REPORTED HE CAME TO THE CITY THREE YEARS AGO AS DIRECTOR OF FINANCE IN CHARGE OF ACCOUNTING AND ASSOCIATED FUNCTIONS WTTH UTILITY BILLING AND DATA PROCESSING , AT THAT TIME , THERE WERE 13 EMPLOYEES . APPROXIMATELY ONE YEAR AGO, MUNICIPAL COURT WAS ADDED TO FINANCE WITH 2. 5 EMPLOYEES. MR . ROECKER REPORTED THEY ARE IN THE PROCESS OF PREPARING TO ADVERTISE FOR A HUMAN RESOURCE PERSON , HAVE REVIEWED JOB DESCRIPTION AND DETERMINED FUNCTION AND WILL BEGIN THE INTERVIEW PROCESS . MR . ROECKER REPORTED THIS HUMAN RESOURCE PERSON WILL WORK WITH THE NEW ADA REQUIREMENTS � ALL PERSONNEL RELATED FUNCTIONS , WORK ON COMPLIANCE WITH OSHA REQUIREMENTS AND CLEAN AIR ACT WHICH REQUIRES EMPLOYEES WITH OVER 153 100 EMPLOYEES TO REDUCE THE NUMBER OF TRIPS TO PLACE OF BUSINESS . MR . ROECKER REPORTED THE RESOURCE PERSON WILL REPORT TO HIM AND WILL WORK AT THE ANNEX . MR . ROECKER REPORTED THE FINANCE DEPARTMENT IS MOVING TO CHANGE THE NAME POSSIBLY TO ADMINISTRATIVE SERVICES . MR . ROECKER REPORTED FINANCE AT THIS TIME CONSISTS OF FINANCE AND ACCOUNTING , UTILITY BILLING AND COMPUTER SERVICES , MUNICIPAL COURT AND WILL ADD HUMAN RESOURCES/RISK MANAGEMENT . MR . ROECKER REPORTED FINANCE ACHIEVED CERTIFICATE OF EXCELLENCE THE LAST FOUR YEARS . MR . ROECKER REPORTED THAT JOINING TX . �POOL FOR INVESTMENT PURPOSES WAS AN EXCEPTIONAL MOVE . MAYOR NEWMAN THANKED MR . ROECKER AND HIS STAFF FOR THE EXCELLENT JOB THEY DO FOR THE CITY . ' MAYOR NEWMAN REMINDED COUNCIL OF THE JOINT PUBLIC HEARING SCHEDULED FOR JULY 16 AT 7 : 00 PM .
