NEWMAN MAYOR PRO-TEM MEL MEASELES COUNCILMEMBER KITTEN HAJECATE COUNCILMEMBER TOM MANISON COUNCILMEMBER ED STUART COUNCILMEMBER HAROLD RALEY COUNCILMEMBER FRANK FRANKOVICH CITY MANAGER RON COX CITY SECRETARY DELORIS ARCHER INVOCATION WAS GIVEN BY COUNCILMEMBER TOM MANISON. MAYOR NEWMAN LED THE PLEDGE OF ALLEGIANCE. MAYOR NEWMAN THANKED THE �TH OF JULY COMMITTEE AND THOSE RESPONSIBLE FOR "THE GATHERING" FOR THE MANY HOURS OF DEDICATION TO THE �TH OF JULY CELEBRATION AND' REPORTED THE CABLE TELEVISION BILL PASSED THE HOUSE TO GIVE MORE AUTHORITY TO MUNICIPALITIES ON REGULATIONS. COUNCILMEMBER FRANKOVICH THANKED THE 4TH OF JULY COMMITTEE AND EVERYONE THAT HELPED WITH THE' 4TH OF JULY CELEBRATION AND REPORTED ON ATTENDING THE CLEAR LAKE AREA ECONOMIC DEVELOPMENT FOUNDATION MEETING AND ANNOUNCED THAT PRESIDENT ROY PFZOLDT RESYGNED AT THAT MEETING ANA THAT JIM REINHARTSEN HAS BEEN APPOINTED TO THAT POSITION . COUNCILMEMBER RALEY ALSO THANKED THE �TH OF JULY PLANNING COMMITTEE AND STATED THAT HE HAD HEARD MANY POSITIVE COMMENTS FROM PEOPLE ATTENDING THE FESTIVITIES, REPORTED ON ATTENDING THE H. C .M. & C . MEETING WITH COUNCTLMEMBER MANISON AND ASKED THE CITY MANAGER TO LOOK INTO WHY THE BERM ON MOORE ROAD HAS NOT BEEN COMPLETED AS AGREED. COUNCILMEMBER STUART AL50 THANKED EVERYONE THAT WORKED ON THE �TH OF JULY CELEBRATION AND THANKED BENNY BAKER AND ��THE GATHERING'� COMMITTEE THAT HONORED THE EMPLOYEES ON JULY 3 � REPORTED HE ATTENDED THE RIBBON CuTTING OF FIRST HEIGHTS BANK IN FRIENDSWOOD ON JUNE 16 , ATTENDED THE STATE REPUBLICAN CONVENTION IN DALLAS ON 1 � 48 JUNE 17 , TESTIFIED BEFORE P .U . 0 AT TEXAS NEW MEXICO RATE HEARING ON JUNE 22 , ATTENDED THE H . G. A . C . DIRECTORS MEETING AS ALTERNATE MEMBER ON JUNE 23 AND ATTENDED A G . C .M. & C . MEETING IN TEXAS CITY REGARDING THE GALVESTON COUNTY C. A .D . ON JUNE 24 AND REPORTED THE COMMITTEE IS GOING TO REQUEST LEGISLATION TO CHANGE THE METHOD THAT C . A. D . DIRECTORS ARE SELECTED . COUNCILMEMBER MANISON REPORTED ON ATTENDING THE H. C .M. & C . MEETING WHICH H�NORED THE PARTICIPANTS IN THE NATIONAL SMALL CITIES MAYORS MEETING HELD IN HOUSTON , STATED THE �TH OF JULY CELEBRATION WAS A TREMENDOUS SUCCES5 WHICH SHOWED A TREMENDOUS TRIBUTE TO THE SPIRIT OF THIS COMMUNITY , REPORTED H. G . A. C . AIRPORT COMMITTEE HAS A NEW RESEARCH PLAN FOR REGIONAL AIRPORT STRUCTIIRES AND PRAISED STATE REPRESENTATIVE MIKE MARTIN FaR HIS STAND ON THE OPERATION OF GALVESTON COUNTY CENTRAL APPRAISAL DISTRICT. COUNCILMEMBER MEASELE5 CONGRATULATED EVERYONE ON A EXCELLENT JOB ON THE �TH OF JULY FESTIVITIES, THANKED THOSE THAT WORKED ON "THE GATHERING" AND REMINDED EVERYONE OF THE CONCERT IN THE PARK . COUNCILMEMBER HAJECATE STATED ��THE GATHERING" WAS THE "COOLESTrr EVERY GATHERING HELD SINCE IT WAS MOVED INDOORS DUE TO THE WEATHER , THANKED THOSE THAT PROVIDED FOR THE GATHERING , CONGRATULATED CHUCK HARVEY AND THE NIGHT COMMITTEE FOR A JOB WELL DONE AND THANKED THE VISITING DANISH GYMNASTIC TEAM FOR A INCREDIBLE PERFORMANCE AT THE NIGHT PROGRAM. MR . DAN ILLERICH REPORTED HE HAS A PRELIMINARY COPY OF THE DRAFT H . G . A . C . �EPORT ON AREA AIRPORTS WHICH INCLUDES CLOVERFIELD AIRPORT. MAYOR NEWMAN PROCLAIMED THE MONTH OF JULY AS NATIONAL PARKS AND RECREATION MONTH AND PRESENTED A PROCLAMATION � TO PARKS AND RECREATION DIRECTOR JON BRANSON AND PROCLAIMED JULY 6TH AS "DANISH BOYS GYM TEAM DAY IN FRIENDSWOOD" AND PRESENTED THE PROCLAMATION TO THE MANAGER AND THE TEAM . CITY MANAGER REPORTED ON IMPLEMENTATION OF EPA LEAD AND COPPER RULES , REPORTED ETHAN BURKE WILL SERVE A5 SUMMER INTERN TO AO RESEARCH ON SEVERAL PROJECTS AND THANKED BENNY BAKER � JANIS LOWE AND THE THIRTY FIVE SPONSORS FOR '�THE GATHERING" ON JULY 3RD HONORING THE EMP�OYEES AND VOLUNTEERS COIINCILMEMBER FRANKOVICH SUGGESTED GALVESTON COUNTY PARKS BOARD STAFF REVIEW THE PROPOSAL FOR THE STEVENSON PARK MASTER PLAN , LOOK AT THE REAR PART OF THE PARK AND POSSIBLY PROVIDE A CONCEPTUAL DRAWING. COUNCILMEMBER RALEY ASKED ABOUT THE ROAD THAT IS SHOWN ON THE DRAWINGS WITH MR . BALLARD ADVISING THIS IS A PRIVATE ROAD . HEARING NO FURTHER INPUT , THE PUBLIC HEARING WAS CLOSED . A LENGTHY DISCUSSZON WAS HELD REGARDING POLICY FOR ROADSIDE DRAINAGE IN ESTABLISHED SUBDIVISIONS. COUNCILMEMBER FRANKOVICH SUGGESTED INCREASING SIZE OF THE PIPES TO INSURE SAME STORAGE CAPACITY . IT WAS DETERMINED THAT THE CQMMUNITY DEVELOPMENT DIRECTOR WILL DRAFT A ORDINANCE AMENDING THE POLICY THAT WILL ALLOW COVERED DITCHES BUT MAINTAIN SAME STORAGE CAPACITY TO OFFSET LOSS OF STORAGE . COUNCILMEMBER MEASELES EXPRESSED CONCERN FOR SAFETY WITH THE SIZE OF THE CULVERTS . COMMUNITY DEVELOPMENT DIRECTOR JIMMY THOMPSON ADVISED THAT LARGER CULVERTS ARE CHILDPROOFED WITH GRATING AND WILL LOOK INTO CHILDPROOFING THE SMALLER CULVERTS. ��COUNCILMEMBER STUART MOVED TO AUTHORIZE CITY MANAGER PROCEED WITH PURCHASING PROPERTY FOR CONSTRUCTION OF LIFT STATION AS PART OF SOUTH FRIENDSWOOD INTERCEPTOR LINE (CRAZY HORSE LIFT STATION) PROJECT. SECONDED BY COUNCILMEMBER MEASELES. MOTION APPROVED 6-1 .
