MINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD CITY COUNCIL THAT
WAS HELD ON MAY 18 , 1992 AT 7 : 00 PM AT FRIENDSWOOD CITY HALL ,
COUNCIL CHAMBERS, 109 WILLOWICK , FRIENDSWOOD , TEXAS WITH THE
FOLLOWING PRESENT CONSTITUTING A QUORUM:

MAYOR NEWMAN LED THE PLEDGE OF ALLEGIANCE .
MAYOR NEWMAN ANNOUNCED THIS WAS A VERY BUSY WEEKEND , BEGINNING
WITH THE SATURDAY PRAYER BREAKFAST WHICH WAS VERY WELL ATTENDED
° AND VERY MEANINGFUL , REPORTED ON HAVING LUNCH SATURDAY AT
STEVENSON PARK WITH GIRL SCOUTS "CLEAN TEAM'' SPONSORED BY
KENTUCKY FRIED CHICKEN, AEPORTED ON PROJECT PROM WHICH WAS VERY
SUCCESSFUL , CONGRATULATED FACULTY , TEACHERS , PARENTS AND SCHOOL
BQARD FOR THEIR HARD WORK ON THIS PROJECT , REPORTED ALL THREE
BOND ISSUES FOR FISD PASSED AND ANNOUNCED THERE WILL BE A
RECEPTION HONORING PAST MAYOR PAUL SCHRADER AT FRIENDSWOOA
LIBRARY ON MAY 27 FROM 6 : 30 TO 7 : 30 PM AND INVITED EVERYONE TO
ATTEND .
MAYOR NEWMAN PROCLAIMED MAY 20 - 27 AS "BUCKLE UP FRIENDSWOOD"
WEEK AND MONDAY , MAY 18 AS "RAY MILBY DAY" IN THE CITY OF
FRIENDSWOOD .
DANIEL SANTOS , WORSHIPFUL MASTER OF THE MASONS , PRESENTED RAY
MILBY WITH A PLAQUE AND CERTIFICATE FOR HIS COMMUNITY SERVICE .
RAY MILBY GRACIOUSLY THANKED EVERYONE FOR THIS HONOR .
COUNCILMEMBER RALEY ADDRESSED THE FISD BOND ELECTION , STATING THE
COMMUNITY REACTED RESPONSIBLY TO THE COMMUNITY NEEDS.
COUNCILMEMBER STUART REP�RTED ON THE CLEAR CAEEK WATERSHED
COMMITTEE MEETING HELD LAST WEEK WITH DANNENBAUM PRESENTING A
UPDATED REPORT ON THE PLAN AND REPORTED THE NEXT MEETING WILL BE
HELD ON JUNE 10 , REMINDED HOMEOWNERS TAERE WILL BE A 5� DISCOUNT
ON THEIR FLOOD INSURANCE BUT THAT A $25 . 00 FEE HAS BEEN ASSESSED

� � � AND REPORTED ON A COMPLAINT RECEIVED REGARDING COTTONWOOD TREES
AND REPORTED SEVERAL CITIES HAVE PASSED ORDINANCES PROHIBITING
THE TREES AND SUGGESTED THE CITY ATTORNEY REVIEW THE ORDINANCES
THAT HAVE BEEN OBTAINED FOR ENFORCEMENT.
COUNCILMEMBER MANISON CONGRATULATED RAY MILBY 4N BEING AONORED
AND THANKED HIM FQR HIS COMMUNITY EFFORTS, REPORTEA ON
REPRESENTING MAYOR NEWMAN AT THE FOSTER PARENTS RECOGNITION
BANQUET, REPORTED ON ATTENDING THE T.M.L . REGION 14 ANNUAL
MEETING WHERE THE GUEST SPEAKER WAS JOHN HALL , CHAIRMAN TEXAS
WATER COMMISSION AND REPORTED ON H . G . A . C . PROJECTS FOR FUNDING
INCLUDE SOLID WASTE .
, COUNCILMEMBER MEASELES CONGRATULATED RAY MILBY ON HIS AWARD ,
REPORTED ON C . C .D .D . MEETING ANA ASKED CITY TO LOOK INTO HELPING
WITH THE DITCH BETWEEN EDGERTONS AND BOYINGTONS , SUGGESTED
POSSIBLY INCLUDING CLOVER ACRES IN THIS PROJECT AT THE WATER
FLOWS FROM GLOVER ACRES AND REPORTED THE BERM ON MOORE ROAD IS
NOT IN PLACE AND ASKED CITY MANAGER TO LOOK INTO THIS MATTER .
COUNCILMEMBER HAJECATE ALSO CONGRATULATED RAY MILBY ON HIS
COMMUNITY SERVICE AWARD AND STATED HE IS A POSITIVE ASSET TO THE
COMMUNITY , REPORTED ON THE SUCCESS OF PROJECT PROM AND STATED
THIS IS A GREAT ENVIRONMENT FOR OUR CHILDREN AND REPORTED ON
ATTENDING THE RECEPTION FOR MAYOR NEWMAN ON SATURDAY AT THE PARK .
RICHARD JACKSON APPEARED BEFORE COUNCIL AND THANKED THE VOTERS,
RECAPPED CAMPAIGN ISSUES SUCH AS SALES TAX, LAKE FRIENDSWOOD
PROJECT , CLOVER FIELD AIRPORT AND ECONOMIC DEVELaPMENT. MR .
JACKSON ENCOURAGED COUNCIL TO CONTINUE OF THESE PROJECTS AND
URGED COUNCIL TO BE SENSITIVE TO THE COMMUNITY.
ROBERT MOTT, PERDUE, BRANDON, FIELDER , COLLINS & MOTT, ATTORNEYS
AT LAW, PRESENTED THE QUARTERLY DELINQUENT TAX REPORT, STATING
THIS IS A VERY SUCCESSFUL COUNCIL PROGRAM. MAYOR NEWMAN THANKED
MR . MOTT AND HIS FIRM FOR THE HIGH PERCENTAGE OF COLLECTION.
MAYOR NEWMAN RECOMMENDED APPOINTMENT OF MEL MEASELES AS MAYOR
PRO-TEM FOR A ONE YEAR FERIOD .

GOALS AND OBJECTIVES AND TO DISCUSS THE UPCOMING 1992-1993 FISCAL
YEAR BUDGET, REPORTED ON SUN MEADOW DRAINAGE PROJECT , CHANGE
ORDER N0. 1 IN THE AMOUNT OF $1 , 100 , REPORTED ON STREET ASPHALT
OVERLAY PROJECTS AND TRAFFIC ROUTING ON FM 2351 FOR CONSTRUCTION
PURPOSES .
COUNCILMEMBER RALEY ASKED HOW THE COMPLETED SUNMEADOW DRAINAGE
PROJECT IS WORKING WITH CITY MANAGER ADVISING THE PROJECT IS
WORKING ACCORDING TO PLAN BUT WILL BE MONITORED .

EXISTING DRAINAGE POLICIES FOR SUBDIVISIONS AND REPORTED CITY
MANAGER HAS INFORMATION AND WILL REPORT ON THIS AT A FUTURE
COUNCIL MEETING .
