MINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD CITY COUNCIL THAT
WAS HELD ON APRIL 6 , 1992 AT ,�; 00 PM AT FRIENDSWOOD CITY HALL ,

MAYOR SCHRADER PROCLAIMED APRIL 1 , 1992 AS "GALVESTON DAILY
NEWS" DAY IN THE CITY OF FRIENDSWOOD IN RECOGNITION OF "THE
HORIZONS EDITION " AND PRESENTED THE PROCLAMATION AND A BASKET OF
INFORMATION ON FRIENDSWOOD TO GREG SCHRADER FROM THE NEWS .
MAYOR SCHRADER PROCLAIMED APRIL , 1992 AS "KEEP TEXAS BEAUTIFUL
MONTH" IN THE CITY OF FRIENDSWOOD , TEXAS AND PRESENTED THE
PROCLAMATION TO JON BRANSON AND CHUCK TALBOT .
MAYOR SCHRADER ANNaUNCED THERE WILL BE A SPECIAL COUNCIL MEETING
ON TUESDAY TO MEET WITH THE SCHOOL DISTRICT TO DISCUSS
COOPERATIVE EFFORTS WITH THE SCHOOL AND THE CITY, REPORTED
OPENING DAY FOR BASEBALL WAS SATURDAY WITH APPROXIMATELY 900
CHILDREN PARTICIPATING , REPORTED THE ANNUAL CHAMBER/CITY COUNCIL
BASEBALL GAME WAS HELD WITH THE CHAMBER WINNING THE GAME ,
REPORTED COUNCIL AND STAFF ATTENDED THE ANNUAL FIRE DEPARTMENT
AWARDS BANQUET SATURDAY , EXPRESSED APPRECIATION TO THE POLICE
DEPARTMENT FOR THE APPREHENSION OF THE SERIAL RAPIST, REPORTED
THE CITY EXPERIENCED APPROXIMATELY 4 INCHES OF RAIN SUNDAY WITH
SOME FLQODING ALONG FM 528 DUE TO STREET CONSTRUCTION , REPORTED
THERE HAS BEEN NUMEROUS RESPONSES FROM ELECTED OFFICIALS TO THE
RESOLUTION ON RELEASE OF INMATES , REPORTED INFORMATION RECEIVED
FROM PRESIDENT BUSH OPPOSING SB 12 ON CABLE TELEVISION ,

CORRESPONDENCE RECEIVED FROM H. L . &P . ANNOUNCING SIGNIFICANT
CHANGES IN OPERATION AND THAT THE CUSTOMERS SERVED BY THE
BRAZORIA OFFICE WILL NOW BE SERVED OUT OF THE SOUTH HOUSTON
SERVICE CENTER AND REPORTED CORRESPONDENCE WAS RECEIVED FROM
H . G . A . C . ASKING FOR APPOINTMENT OF A REPRESENTATIVE ON THE UPPER
RIVER SAN JACINTO BASIN AUTHORITY .
COUNCILMEMBER RALEY REPORTED ON THE WASHINGTON TRIP IN SUPPORT OF
THE CLEAR CREEK PROJECT , REPOATED ON ATTENDING PORTIONS OF THE
NATIONAL MAYOR ' S MEETING WHILE IN WASHINGTON AND REPORTED ON
CONVERSATION WITH MR . LEW FISHER REGARDING THE 331 PHONE EXCHANGE
PROBLEM.
a COUNCILMEMBER STUART REPORTED ON ATTENDING THE FIRE DEPARTMENT
BANQUET AND EXPRESSED APPRECIATION TO THE FIRE DEPARTMENT AND EMS
DIVISION AND STATED THE CLEAR CREEK PROJECT IS EXTREMELY
IMPORTANT TO THE CITY ALONG WITH THE CLEAR CREEK REGIONAL PLAN
AND THAT THE CITY SHOULD STAY ON CONTINUAL ALERT REGARDING CLEAR
CREEK .
MAYOR SCHRADER REQUESTED COPIES OF THE CLEAR CREEK REGIONAL PLAN
FOR COUNCIL AND REQUESTED REPRESENTATIVES FROM HARRIS COUNTY
FLOOD CONTROL AND DANNENBAUM ENGINEERING ATTEND A FUTURE COUNCIL
MEETING FOR A PRESENTATION ON THIS PROJECT .
MAYOR SCHRADER STATED HE HAS SPOKEN TO THE CORPS OF ENGINEERS AND
THE CLEAR CREEK PROJECT IS NOT ON HOLD AND FEELS APPROPRIATIONS
FOR 199� WILL BE APPROVED .
COUNCILMEMBER NEWMAN THANKED MAYOR AND COUNCIL FOR THE MANY HOURS
THAT IS GIVEN TO THE CITY , REPORTED ON THE CHAMBER/CITY BASEBALL
DAY AND REPORTED ON THE FIRE DEPARTMENT/EMS ANNUAL BANQUET AND
EXPRESSED APPRECIATION TO THOSE VOLUNTEERS.
COUNCILMEMBER MEASELES REPORTED ON THE CLEAR CREEK PROJECT
MEETING BEFORE THE ENERGY AND WATER DEVELOPMENT APPROPRIATIONS
COMMITTEE AND BEFORE THE SENATE APPROPRIATIONS COMMITTEE IN
WASHINGTON AND REPORTED $4 . 3 MILLION DOLLARS WAS APPROPRIATED FOR
THE CLEAR CREEK PROJECT , REPORTED ON ATTENDING PORTIONS OF THE
NATIONAL MAYORS CONFERENCE IN WASHINGTON AND LEARNED ABOUT A
NATIONAL COMPOSTING PROGRAM, REPORTED ON THE MIDNIGHT BIKE RAMBLE
SCHEDULED FOR MAY 2 , REPORTED ON THE COMPLETION OF THE TENNIS
COURTS RESURFACING , REPORTED ON THE UPCOMING C . C .D.D . ELECTION ,
REPORTED ON A ECONOMIC DEVELOPMENT ACADEMY TO BE HELD AT COLLEGE
STATION AND REPORTED ON THE AVAILABILITY OF A GRANT PROGRAM FOR
TREE PLANTING .
MR . FRANK WEBB APPEARED BEFORE COUNCIL AND PRESENTED A DONATION
TO THE FRIENDSWOOD EMERGENCY MEDICAL SERVICE FOR THEIR EXCELLENT
RESPONSE AND CARE THEY PROVIDED HIM RECENTLY .
CITY MANAGER REPORTED ON HIGHWAY DEPARTMENT PROJECTS , RENWICK
PARK IMPROVEMENTS , TREE RELOCATION , SON MEADOW DRAINAGE , UPCOMING
ENGINEERING PROJECTS , EL DORADO WATERLINE AND FM 528 IITILITY
RELOCATIONS .

COUNCILMEMBER MEASELES ASKED IF THERE WILL BE CURBS ON SHADWELL ,
CITY MANAGER ADVISED THAT EVERYWHERE THERE IS A PARKING SPOT
THERE WILL BE A CURB .
COUNCILMEMBER FRANKOVICH STATED THE OLD RIGHT OF WAY ON SHADWELL
DID NOT ALIGN WITH SHADWELL AND ASKED WHAT ARE WE DESIGNING THE
PAVING T0 , CITY MANAGER ADVISED THE DESIGN WILL RUN WITH THE
EXISTING ALIGNMENT.
COUNCILMEMBER NEWMAN REPORTED THE CONSTRUCTION SIGNS HAVE GONE UP
FOR THE SIGNAL LIGHT AT FM 518 AND CASTLEWOOD .
COUNCILMEMBER STUART ASKED THE STATUS OF THE SCHEDULE FOR THE
CLOVERIDGE WATERLINE INSTALLATION , CITY MANAGER ADVISED
CONSTRUCTION WOULD BEGIN EARLY SUMMER .
COUNCILMEMBER FRANKOVICH STATED THAT PREVIOUSLY C . C . D .D .
HAD STOCKPILED DIRT AT ARENA PARK WHICH RAISED THE ELEVATION BY
ONE OR TWO FT . AND THAT POSSIBLY THIS COULD BE USED FOR THE FILL
ON SHADWELL .
MAYOR SCHRADER THANKED THE STAFF COMMITTEE FOR DEVELOPING THE
FIVE STAR SPIRIT AWARD PROGRAM AND ADVISED THE COMMITTEE WILL
MAKE A PRESENTATION TO COUNCIL NEXT MONDAY NIGHT.
