MINUTES OF A SPECIAL MEETING OF THE FRIENDSWOOD CITY COUNCIL
THAT WAS HELD ON MARCH 9 , 1992 AT 7 : 0o P .M. AT FRIEI3DSWOOD CITY
HALL , 109 WILLOWICK FRIENDSWOOD , TEXAS WITH THE FOLLOWING PRESENT
CONSTITUTING A QUORUM:

MAYOR SCHRADER CALLED THE MEETING TO ORDER .
MAYOR SCHRADER ANNOUNCED ANNEXATION PUBLIC HEARINGS FOR WINDEMERE
PROPERTIES HAVE BEEN SCHEDULED FOR MARCH 2� AND MARCH 30 AT 6 : 00
PM AT CITY HALL AND THE READINGS OF THE ORDINANCES ARE SCHEDULED
FOR APRIL 20 DURING REGULAR COUNCIL MEETING AND ON MAY �4 PRIOR TO
THE REGULAR COUNCIL MEETING.
MAXOR SCHRADER READ A ARTICLE BY DR . CORNELLIA FLORA , KANSAS
STATE UNIVERSITY OUTLINING THE EIGHT TRAITS FOR SUCCESSFUL
COMMUNITIES AS CONTROVERSY , POLITICAL OBJECTIVITY , ACADEMIC
IMPORTANCE , WILLINGNESS TO RISR , FINANCIAL RESPONSIBILITY ,
EXPANSION , ABILITY TO NETWORK AND FLEXIBILITY .
CITY MANAGER RON COX RECAPPED THE ECONOMIG DEVELOPMENT MEETINGS
THAT WERE HELD LAST WEEK . MR . COX STATED THERE ARE TWO ONE-HALF
PERCENT SALES TAX OPTIONS FOR PUBLIC FACILITIES AND ECONOMIC
DEVELOPMENT . MR . COX STATED THAT AT THE ECONOMIC DEVELOPMENT
PLANNING MEETINGS THERE WERE OVER 130 ITEMS IDENTIFIED AS
POTENTIAL PROJECTS . THOSE 130 ITEMS WERE PRIORITIZED INTO THE TOP
30 . MR . COX STATED FROM THOSE TOP 30 HE DEVELOPED A LAUNDRY LIST
OF SEVERAL PROJECTS THAT COULD BE USED FOR THE ONE-HALF PERCENT
SALES TAX FOR ECONOMIC DEVELOPMENT , REMINDING COUNCIL THAT THESE
FUNDS ARE SPECIFICALLY RELATED TO THE GOAL OF DEVELOPING JOBS .
SOME OF THE PROJECTS ARE , DEVELOP A MARKETING PLAN � DEVELOP A
ECONOMIC DEVELOPMENT MASTER PLAN , BUILD AN INDUSTRIAL PARK WITH
ASSOCIATED INFRASTRUCTURE (STREET, WATER AND SEWER) , PLACE
INFRASTRUCTURE IN LOCATIONS TO SUPPORT OTHER BUSII3ESS AND
ECONOMIC DEVELOPMENT (NON OR UNDER-SERVED AREAS) , HIRE AN
ECONOMIC DEVELOPMENT COORDINATOR , DEVELOP ADVERTISING AND
PROMOTIONAL MATERIALS FOR CITY WIDE USE AND COMPLETE A
COMPREHENSIVE PLAN . MR . COX FURTHER STATED , FOR THE ONE-HALF

PERCENT SALES TAX FOR PUBLIC FACILITIES , THE FOLLOWING PROJECTS
WERE IDENTIFIED EITHER ON THE LIST OF THE TOP 30 , OR BY THE TASK
FORCE WHICH LATER LOOKED MORE CLOSELY AT THIS SUBJECT. SOME OF
THE PROJECTS ARE CONFERENCE/COMMUNITY CENTER , CITY HALL , LIBRARY
EXPANSION , PARK DEVELOPMENT, LAND FOR FUTURE PARK SITES , SPORTS
COMPLEX-SOCCER , SOFTBALL , ETC . , SIDEWALK5 , PARK MASTER PLAN AND
OTHER PUBLIC FACILITIES .
A LENGTHY INDEPTH DISCUSSION WAS HELD BY COUNCIL REGARDING THE
ECONOMIC DEVELOPMENT PROGRAMS AND THE SALES TAX OPTIONS ,
DISCUSSED THE TWO BOARDS TO ADMINTSTER THE FUNDS , A ECONOMIC
DEVELOPMENT COORDINATOR , PROPERTY VALUE VERSUS SALES TAX ,
CREATING JOB AVAILABILITY , METHODS OF PROMOTING SUPPORT FOR THE
SALES TAX ELECTION , PRIORITIZE PUBLIC FACILITIES NEEDED ,
DEVELOPMENT OF A PLAN FOR EXPENDING FUNDS, THE RIGHT TIME FOR THE
ELECTION , CHANGING NEGATIVE RESPONSES TO POSITIVE , SET UP
WORKSHOP TO DISCUSS PLAN AFTER INPUT FROM THE VARIOUS ECONOMIC
DEVELOPMENT COMMITTEES AND DSRECTED CITY MANAGER TO WORK WITH THE
ECONOMIC DEVELOPMENT COMMITTEE TO DEVELOP A PLAN AND TO USE THE
EDC FOR PROMOTING THE SALES TAX ELECTION.
COUNCIL CQNVENED INTO EXECUTIVE SESSION ACCORDING TO TEXAS OPEN
MEETINGS LAW 6252- 17 , TEXAS VERNON ' S CIVIL STATUTES ( g)
APPOINTMENT , EMPLOYMENT , EVALUATION , REASSIGNMENT , D�TIES ,
DISCIPLINE , OR DISMISSAL OF A PUBLIC OFFICER OR EMPLOYEE OR TO
HEAR COMPLAINTS OR CHARGES AGAINST SUCH OFFICER OR EMPLOYEE :
ANNUAL EVALUATION OF CITY SECRETARY.
COUNCIL RE-CONVENED IN OPEN SESSION WITH NO ACTION BEING TAKEN .
