Anguiano will be under the direct supervision and control of DEA supervisory personnel assigned to the Galveston Cty Task Force. The DEA will provide necessary funds and equipment to support the position by providing office space, office supplies, travel funds,funds for the purchase of evidence and information, investigative equipment, training and other support items. The City and Galveston Cty will be responsible for the salary, benefits, including OT of the officer(s)assigned to the Task Force. Each participating agency is expected to receive a percentage of assets from the previous Galveston Cty Narcotics Task Force (funded by CJD) in order to be able to pay for a percentage of two years' salary for the assigned officer(s). In addition, the Federal government will reimburse the City up to $10,623.75 for OT. The OT is to be billed by the City on a monthly basis to the DEA. The Chief is having Hurley submit a PSC to transfer Anguiano to CID effective today, in his existing position of Peace Officer I. Issues to discuss: `L How best to track the funds; i.e. project number, separate division (like PDDOT), PIF? Do we track only the OT or all expenditures associated with the officer? Should there be council action to authorize the participation and reimbursement from Federal Government? i.e. Anguiano's total salary and benefit budget(including$4,482 for 175 hours of OT) is $57,005. There was no official council action taken last night. Presented as information only in CM Reports. Shouldn't there be paperwork with the DEA to participate? Evidently a two year program? Each participating agency is expected to receive a percentage of the assets in order to be able to pay for a percentage of two years' salary for an officer to be assigned to the Galveston County DEA Task Force. Gean Leonard of the Galveston County Sheriffs Office is prepared to make a presentation to Council to explain the establishment of a new joint task force spearheaded by the DEA. Gean Leonard will need five minutes for his presentation to Council. During this period of assignment, the Friendswood officer will be under the direct supervision and control of DEA supervisory personnel assigned to the Galveston County Task Force. The DEA will provide necessary funds and equipment to support this position by providing office space, office supplies, travel funds, funds for the purchase of evidence and information, investigative equipment, training and other support items. The City and the County will be responsible for the salary,benefits, including overtime of the officer assigned to the Task Force. The U. S. Government will reimburse the City up to $10,623.75 in overtime costs incurred. The County will also provide a vehicle for the officer.
