MINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD CITY COUNCIL THAT
WAS HELD ON MARCH 2 , 1992 AT 3 : ao PM AT FRIENDSWOOD CITY HALL ,
COUNCIL CHAMBERS, 109 WILLOWICK, FRIENDSWOOD , TEXAS WITH THE
FOLLOWING PRESENT CONSTITUTING A QUORUM:

MAYOR SCHRADER WELCOMED SPECIAL GUESTS MAYOR JIM CUMMINGS AND
CITY SECRETARY ALICE RILEY FROM TAYLOR LAKE VILLAGE .
MAYOR SCHRADER PROCLAIMED FEBRUARY AS AMERICAN RED CROSS MONTH
AND PRESENTED THE PROCLAMATION TO COUNCILMEMBER MEL MEASELES WHO
PRESENTED TAE PROCLAMATION TO GALVESTON COUNTY RED CROSS
COORDINATOR PEGGY BALDWIN AND PROCLAIMED FEBRUARY 6 AS WORLD AAY
OF PRAYER AND PRESENTED THE PROCLAMATION TO FATHER TOM HUHN .
MAYOR SCHRADER ANNOUNCED A ECONOMIC DEVELOPMENT MEETING WILL BE
HELD NEXT TUESDAY AND WEDNESDAY AT 7 : 00 PM AT WESTWOOD ELEMENTARY
AND ENCOURAGED EVERYONE TO ATTEND , REPORTED ON A FIRE TRUCK
COLORING CONTEST WITH THE PRIZE TO BE A FIRE TRUCK , THE
INFORMATION WILL BE PASSED TO THE FIRE DEPARTMENT, COMPLIMENTED
` LINDA TAYLOR ON THE WEEKLY SIGN REPORT , REPORTED ON LETTER FROM
` STATE COMPTROLLER JOHN SHARP REGARDING A $200 TAX ON ATTORNEYS AS
LEVIED BY THE 72ND LEGISLATION AND ADVISED THAT CITY OFFICERS
WERE NOT TAXABLE .
COUNCILMEMBER MEASELES REPORTED ON THE C . C . D .D . MEETING LAST
TUESDAY , REPORTING ON A SUBDIVISION PLANNED OUTSIDE CITY LIMITS ,
REPORTED ON C . C .D .D . MEETING WITH APACHE OIL REGARDING A OIL TRAP
ON CHIGGER CREEK AND REPORTED ON THE FIRST BICYCLE ADVISORY
COMMITTEE MEETING HELD LAST THURSDAY .

MEETING HELD LAST WEEK , REFORTED ON A BUILDER COMPLIMENTING P&Z
COMMISSION AND CITY STAFF FOR BEING HELPFUL AND COURTEOUS ,
REPORTED ON RECEIVING CALLS ON THE GRAFFITI ON CASTLEWOOD AND
SUGGESTED THE CITY LOOK AT THE ALTERNATIVES FOR REMOVAL OF THE
GRAFFITI AND REQUESTED THE CITY MANAGER TO LOOK INTO THIS MATTER .
COUNCILMEMBER STUART REPORTED ON THE CLEAR CREEK REGIONAL
COMMITTEE MEETING, REPORTED THEY ARE WORKING ON POSSIBLY A THIRD
OUTLET TO GALVESTON BAY , REGIONAL DETENTIQN PONA LOCATION ,
AND WORKING ON A SUB-COMMITTEE FOR PROCEDURES.
COUNCILMEMBER RALEY REPORTED ON ATTENDING A MEETIN� WITH MAYOR
SCHRADER ON "AMERICA 2000TM � IMPLEMENTING NATIONAL EDUCATIONAL
GOALS , REPORTED ON ATTENDING THE SUNMEADOW H/0 ASSOCIATION
MEETING AND PARTICIPATED IN DISCUSSION AS TO WHERE CITY
RESPONSIBILITY ENDS AND H!0 ' S RESPONSIBILITY BEGINS , DISCUSSED
THE MEDSANS ISSUE , DISCUSSED ONGOING CONSTRUCTION AND REPORTED
H/0 PRESIDENT RICHARD MANN STATED CITY STAFF IS VERY HELPFUL.
MS. KITTEN HAJECATE APPEAREA BEFORE COUNCIL AND DECLARED HER
CANDIDACY FOR COUNCIL POSITION 1 .
MS . JANIS LOWE APPEARED BEFORE COUNCIL TO URGE COUNCIL TO REMAIN
COMMITTED TO THE DECISION MADE IN NOVEMBER REGARDING THE
WATERSHED BOUNDARY AS AGREED TO BY C . C . D .D . AND G . C .D . D . �3 .
CITY MANAGER REPORTED ON PARTICIPATION IN COMMUNITY BANK HOME
IMPROVEMENT SHOW SCHEDULED FOR APRIL 11 , REPORTED ON PARTNERS IN
EDUCATION COMMTTTEE , REPORTED ON VARIOUS PUBLIC WORKS PROJECTS
AND REPORTED ON THE GOVERNOR ' S COMMUNITY ACHIEVEMENT AWARD
APPLICATIQN FOR THE KEEP TEXAS BEAUTIFUL PROGRAM.
COUNCILMEMBER NEWMAN ASKED ABOUT THE POLICY FOR CULVERTS FOR OPEN
DITCH AREAS WITH CITY MANAGER ADVISING HE WILL CHECK ON CITY
POLICY .
MS . MELANIE RHODEBACK WITH RHODEBACK AND ASSOCIATES, PRESENTED
THE DRAFT CLASSIFICATION AND PAY PLAN. MS . RHODEBACK STATED THIS
CLASSIFICATION AND PAY PLAN IS TO DEVELOP A EQUITABLE PAY
STRATEGY WITH THREE ALTERNATIVE5 WHICH WOULD BE A PAY PLAN AT
MARKET OR +� PERCENT AND +10 PERCENT, COULD REWARD FOR LONGEVITY
AND DID RECOMMEND GIVING THE C . O . L . A . AS BUDGETED . MS . RHODEBACK
STATED THE PLAN SHOULD BE REVIEWED ANNUALLY TO KEEP THE PLAN
UPTODATE. MS . RHODEBACK ADVISED SHE WILL BE MEETING WITH THE
DEPARMENT HEADS THIS WEEK T� DISCUSS THIS DRAFT PLAN .
COUNCILMEMBER RITTER EXPRESSED HIS APPRECIATIQN TO MS . RHODEBACK
FOR A EXCELLENT JOB IN DEVELOPING THE CLASSIFICATION AND PAY
PLAN .
COUNCILMEMBER FRANKOVICH ARRIVED AT THIS TIME .
A LENGTHY DISCUSSION WAS HELD REGARDING POLICY FOR MAINTENANCE OF
MEDIANS AND ESPLANADES WITH COUNCILMEMBER FRANKOVIGH STATING THE
ESPLANADES BECOMES A OWNERSHIP QUESTION AND REQUESTED CITY

ATTORNEY TO RESPOND TO THE LIABILITY OF THE CITY . CITY ATTORNEY
STATED THE CITY DOES OWN THE MEDIANS AND ESPLANADES AND IS
RESPONSIBLE FOR MAINTENANCE BUT ONLY TO THE DEGREE TO MEET THE
CTTY REQUIREMENTS AS FAR AS MOWING. COUNCILMEMBER NEWMAN ASKED
THAT INFORMATION BE PROVIDED AS TO HOW MANY SUBDIVISIONS HAVE
MEDIANS AND ESPLANADES. CITY MANAGER STATED IT COST
APPROXIMATELY $ 12 , 000 ANNUALLY TO MAINTAIN THE ESPLANADES IN SAN
JOA4UIN SUBDIVISION .
��COUNCILMEMBER RITTER MOVED TO APPROVE DESIGNATING A CERTAIN
PORTION OF THE EXISTING PAVED AREA OF PENNYSTONE STREET AS CITY
PARKING LOT , PROVIDE STRIPING AND PROPER SIGNAGE FOR PARKING AND
CHILDREN AT PLAY .

��COUNCILMEMBER FRANKOVICH MOVED TO APPROVE THE WATERSHED
BOUNDARY OF DICKINSON BAYOU/CHIGGER CREEK ANA PLACEMENT OF THE
BERM ON THE NORTH SIDE OF MOORE ROAD AND TO STOP UP THE CULVERTS
TO ALLOW FL4W OF WATER ON BOTH SIDES OF MOORE ROAD .
