3 Unexpended Prior Year Major Maintenance and Repair Budgets, $222,513. Re-
appropriate fiscal year 2003 Major Maintenance and Repair project budgets
unexpended or unencumbered at September 30, 2003. (3-1782)

Water and Sewer Fund
Sanitary Sewer System Maintenance Program $ 180,513
4 Other Victim Assistance Grant Reduction, ($21,754). Council authorized
participation in the Other Victim Assistance Grant (OVAG) on July 18, 2003,
Resolution R2003-32. This was a 24 month reimbursement-only grant, with no cash
match, administered by the Office of the Attorney General. The grant was budgeted
in the 2003-04 adopted budget. The police department was subsequently notified the
City did not receive this grant; therefore,reduce grant revenues and Police, Criminal
Investigation division,budgets by$21,754. (7-1783)
5 Lone Star Library Grant Reduction, ($500). The funding for this third year Lone Star
Library Grant was budgeted at $5,697. We received notification of funding in the
amount of$5,197. Reduce the revenue and expenditure accordingly. (17-1784)
6 TxDOT Traffic Safety Program Step Wave Grant for 2004, $14,886. The City of
Friendswood Police Department has been approved for a grant in the amount of
$14,886, with a $1,654 match for traffic enforcement activities during high volume
traffic situations. This grant is being awarded by the Texas Department of
Transportation(TxDOT), Selective Traffic Enforcement Program(STEP). The high
volume times will be on the major holidays—Thanksgiving, Memorial Day,
Independence Day, and Labor Day. The grant will pay for the additional overtime
and expenses incurred by having extra officers on the street to control speed and
traffic, and ensure safer driving habits. The goal is to reduce accidents, prevent
injuries, and even save lives during these time periods. The 10 percent grant match
will be funded with existing Patrol overtime budget. (19-1785)
7 First Responder Institute Corporate Grant, $1,976. The Friendswood Volunteer Fire
Depai intent applied for and received a grant to purchase a gas monitor for the Fire
Fighting division. The corporate grant is sponsored by GSK/TUMS. (26-948)
8 HTE Municipal Court Click-2-Gov Software, $14,375. Purchase HTE Click-2-Gov
software which will allow citizens to inquire and pay municipal court citations via the
City website with a credit card. Fund with municipal court technology funds
reserves. (27-1790)

9 Reduce Impact Fee Transfer to Water and Sewer Revenue Debt Fund, $12,008. The
FY 2003 citywide impact fee revenues were less than projected; therefore, reduce the
transfer from Water CIP/Impact Fee Fund to Water and Sewer Revenue Debt Service
Fund and increase the Water and Sewer transfer to Water and Sewer Revenue Service
Debt Fund. Fund the additional Water and Sewer Fund transfer with working capital.

10 Credit Card Payments, $4,000. Council approved agreement with Automated
Merchant Services on February 2, 2004 to accept credit card payments. This service
to our customers will allow them to pay their utility bill over the Internet using Click-
2-Gov software as well as allow credit card payments for all city services, including
municipal court fines, at the respective cashier windows in City Hall. (32-1787)
11 Insurance Proceeds on Ladder Truck, $3,796. Insurance reimbursement received for
accident on October 18, 2003. Damage to fire truck tire and undercarriage. Total
repairs were $4,349. (36-1789)
