SCHRADER MAYOR PRO-TEM HAROLD RALEY COUNCILMEMBER RON RITTER COUNCILMEMBER MEL MEASELES COUNCILMEMBER EVELYN NEWMAN COUNCILMEMBER ED STUART COUNCILMEMBER FRANK FRANKOVICH CITY ATTORNEY JOHN OLSON CITY MANAGER RON COX CITY SECRETARY DELORIS ARCHER MAYOR SCHRADER CALLED THE MEETING TO ORDER . JON BRANSON , DIRECTOR OF PARKS AND RECREATION , PRESENTED A VERY INFORMATIVE OVERVIEW OF THE PARKS DEPARTMENT AND ACTIVITIES THAT ARE ONGOING OR ARE PLANNED THROUGHOUT THE YEAR . MR . BRANSON RECOMMENDED A JOINT VENTURE WITH CITX AND COUNTY FOR A SENIOR CITIZEN PROGRAM. COUNCIL DISCUSSED THE MASTER PLAN FOR STEVENSON PARK BEING A PRIORITY , THE SURVEY OF THE SHADWELL PROPERTY WHICH INDICATES A SMALL AMOUNT OF ADDITIONAL PROPERTY , THE NEED FOR A TEEN FACILITY , ADDITIONAL PARKING AT STEVENSON PARK AND SUGGESTED A LETTER OF THANKS SIGNED BY THE COUNCIL BE SENT TO THE GALVESTON COUNTY PARKS BOARD DIRECTOR FOR HELPING WITH THE LAKE FRIENDSWOOD PARK GRANT . MAYOR SCHRADER PROCLAIMED FEBRUARY AS NATIONAL HEART MONTH AND PRESENTED THE PROCLAMATION TO CHARLES BAUMGARTNER AND JANIS LOWE ON BEHALF OF THE NORTHERN BRAZORIA/GALVESTON COUNTY HEART ASSOCTATION . JULIE PENROD GLENN, GALVESTON COUNTY SENIOR CITIZENS AIRECTOR PRESENTED INFORMATION REGARDING S�ENIOR CITIZENS ACTIVITIES AND THE PROGRAM ACTIVITIES THAT COULD BE HELD IN FRIENDSWOOD USING EXISTING FACILITIES . MS . GLENN STATED FUNDING IS AVAILABLE FROM HOUSTON GALVESTON AREA COUNCIL FOR THE AGING WHICH COULD BE USED TO INCLUDE FRIENDSWOOD CITIZENS IN HARRIS COUNTY AND THAT GRANT FUNDS ARE AVAILABLE IF THERE IS A 501C NON PROFIT ORGANIZATION . MAYOR SCHRADER ADVISED MS. GLENN THAT ANDY KNIGHT' S SENIOR GROUP HAS THE 501C DISTINCTION . MS. GLENN 8 � REVIEWED THE QUESTIONNAiRE THAT HAS BEEN SENT OUT TO THE SENIOR CITIZENS GROIIP REPRESENTED BY JOE LOCKRIDGE AND THAT A QUESTIONNAIRE HAS BEEN SENT TO ANDY KNIGHT FOR THE SENIOR CITIZEN GAOUP HE REPRESENTS . COUNCIL DISCUSSED SENDING SURVEYS OUT TO THE AREA CHURCHES FOR DISTRIBUTION AND TO HAVE THE NEWSPAPER RUN THE SURVEY FOR WIDER DISTRIBUTION . COUNCILMEMBER STUART STATED THERE WERE APPROXIMATELY 2 , 000 SENIOR ' S OVER THE AGE OF 60 THAT WERE ELIGIBLE FOR THE SENIOR CITIZENS PROGRAMS . DISCUSSION WAS HELD REGARDING THE PROPOSED AMENDMENTS TO THE CITY CHARTER TO B� PLACED ON THE MAY 2 , 1992 ELECTION BALLOT. CHARTER REVIEW COMMISSION CHAIRMAN HAROLD WHITAKER AND CITY ATTORNEY JOHN OLSON REVIEWED EACH CHARTER AMENDMENT WITH COUNCIL DISCIISSING THE ISSUES . MAXOR SCHRADER NOTED TH'AT THE MAJORITY OF THE REVIEW COMMISSION WERE PRESENT FOR THIS DISCUSSION . COUNCIL DETERMINED THE CHARTER AMENDMENTS WILL BE PLACED ON THE NEXT COUNCIL AGENDA FOR ACTION . DISCUSSION WAS HELD REGARDING WATER RATE STRUCTURE FOR CONSERVATION WZTH GOUNCILMEMBER FRANKOVICH PRESENTING INFORMATION RELATIVE TO THIS MATTER . COUNCILMEMBER FRANKOVICH REPORTED HE HAD SPOKEN TO DEAN R�BINS WITH THE UTILITY SECTION OF THE WATER COMMISSION AND PROVIDED INFORMATION DEALING WITH THE WATER COMMISSION ' S STANCE ON WATER CONSERVATION . RON NEIGHBORS , GENERAL MANAGER OF THE HARRIS GALVESTON SUBSIDENCE DISTRICT COMMENDED COUNCIL FOR THE WATER CONSERVATION BOOKLET RECENTLY DISTRIBUTED BY THE CITY QF FRIENDSWOOD , ADDRESSED RATES VERSUS CONSUMPTION OR USE AND STATED IT IS THE GOAL OF THE TEXAS WATER COMMISSION TO HAVE A 20$ REDUCTION IN WATER USAGE IN THE STATE OF TEXAS BY THE YEAR 2000 AND THAT A MAJORITY OF THE CITIES ARE CHANGING TO INCLINING RATES , THE MORE WATER USED , THE HIGHER THE ' RATE . MR . NEIGHBORS STATED THE CLEAN WATER ACT WILL MEAN A CONSIDERABLE INCREASE IN COST FOR WATER . DISCUSSION WAS HELD REGARDING BREAKDOWN AND SUMMARY ON WATER USAGE IN THE CITY WITH COUNCIL REQUESTTNG ADDITIONAL INFORMATION ON WATER USAGE FOR UNDER 50 , 000 GALLONS AND ALSO WATER USAGE BY MCDONALDS . COUNGILMEMBER FRANKOVICH STATED RATE STRUCTURE IS ANOTHER ISSUE AND STATED HE WOULD LIKE TO SEE A FLAT RATE FOR WATER USAGE FOR WATER CONSERVATION .
