MAYOR SCHRADER LED THE PLEDGE OF ALLEGIANCE . MAYOR SCHRADER PROCLAjMED MONDAY , JANUARY 20, 1992 AS "CECIL CHANCE" DAY IN RECOGNITION OF HIS RETIREMENT FROM THE CITY OF FRIENDSWOOD AND TUESDAY, JANUARY 21 , 1992 AS "MANUAL GARCIA" DAY IN RECOGNITION OF HIS RETIREMENT FROM THE CITY OF FRIENDSWOOD . . MAYOR SCHRADER REP�RTED ON THE INVENTORY OF WATER USAGE WHICH TNDICATES 78% OF WATER USED WAS SURFACE WATER , REPORTED THE SALES TAX REVE�UES ARE UP BY 5� FROM LAST YEAR AND REPORTED MEMBERS OF COUNCIL AND STAFF ATTENDED THE CHAMBER LUNCHEON WHERE THE MAYORtS "STATE OF THE CITY ADDRESS" WAS PRESENTED . MAYOR SCHRADER AT THIS TIME READ A PREPARED STATEMENT DETAILING HIS FOUR YEAR TERM AS MAYOR , OUTLINING THE MANY ISSUES THAT HAVE BEEN RESOLVED DURING THIS TIMEFRAME AND CONCLUD.ED BY STATING HE IS NOT SEEKING RE-ELECTION TO THE OFFICE OF MAYOR . MAYOR SCHRADER STATED HE IS SATISFIED THAT THE COUNCIL AND STAFF ARE PREPARED TO MEET NEW CHALLENGES AND NEW OPPORTUNITIES wITH A SPIRIT OF COOPERATION AND IN THE BEST INTERESTS OF THE FRIENDSWOOD CITIZENS . MAYOR SCHRADER THANKED HIS BEST FRIEND AND WIFE , CLARE , HIS FAMILY AND THE HUNDREDS OF INDIVIDUALS WHO HAVE WORKED WITH HIM DURING HIS SERVICE TO THE COMMUNITY AND FURTHER STATED HE INTENDED TO REMAIN ACTIVE IN THE AFFAIRS OF THE COMMUNITY AND WILL MAKE HIMSELF AVAILABLE AS A RESOURCE PERSON TO THE NEXT MAYOR AND COUNCIL . COUNCILMEMBER FRANKOVICH REPORTED HE MET WITH CITY MANAGER AND COMMUNITY DEVELOPMENT DIRECTOR WITH THE STATE HIGHWAY AND TRANSPORTATION LAST THURSDAY REGARDING ARAINAGE IN CONJUNCTION 1 � s WITH THE NEW HIGHWAY IMPROVEMENTS , REPORT�D THERE WILL BE A NEW BRIDGE OVER CHIGGER CREEK AND STATED THIS WAS WAS A POSITIVE MEETING AND REPORTED ON MEETING WITH THE CLEAR CREEK ECONOMIC DEVELOPMENT COMMITTEE AND WAS APPOINTED TO THE BOARD OF DIRECTORS . COUNCILMEMBER RALEY REPORTED HE ATTENDED THE HARRIS COUNTY MAYOR AND COUNCIL MEETING WITH THE GUEST SPEAKER PRESENTING INFORMATION ON TERM LIMITATIONS , ATTENDED THE CHAMBER OF COMMERCE LUNCHEON AND HEARD THE MAYORTS STATE OF THE CITY ADDRESS , ATTENDED THE CHAMBER BANQUET , AND STATED HE HAS BEEN HONORED TO SERVE WITH MAYOR SCHRADER AND THAT HE RESPECTS MAYOR SCHRADER ' S HONESTY AND INTEGRITY . COUNCILMEMBER RALEY AT THIS TIME , ANNOUNCED HE WILL BE A CANDIDATE FOR A SECOND TERM AS COUNCILMEMBER , POSITION NUMBER 5 FOR THE MAY , 1992 ELECTION . COUNCILMEMBER STUART REPORTED IN CONJUNCTION WITH THE RECENTLY ADOPTED GOALS AND OBJECTS FOR THE SENIOR CITIZENS PROCRAM, LOOKED AT THE JONES HANGAR FACILITY WITH THE CITY MANAGER AND WILL MEET WITH THE EXECUTIVE DIRECTOR FOR THE GALVESTQN COUNTY SENIOA CITIZEN ' S REPRESENTATIVE , JULIE PENROD GLENN THIS FRIDAY TO DISCUSS SENIOR CITIZEN PROGRAMS , REPORTED ON THE CLEAR CREEK REGIONAL FLOOD CONTROL MEETING HELD LAST WEEK AND REPORTED A MEETING HAS BEEN SET FOR JANUARY 28 WITH THE TECHNICAL COMMITTEE AND REPORTED ON BALLOTING FOR ELECTION OF OFFICERS FOR HOUSTON GALVESTON AREA COUNCIL BOARD OF DIRECTORS WITH THE ELECTION TO BE HELD AT THE ANNUAL MEETING SCHEDULED THE LAST DAY IN JANUARY . COUNCILMEMBER NEWMAN REPORTED ON ATTENDING THE CHAMBER LUNCHEON TO HEAR THE MAYOR ' S "STATE OF THE CITY ADDRESS" , STATED SHE HEARD NUMEROUS COMPLIMENTS INCLUDING FROM OTHER CITIES ON THE PROGRESS OF THE CITY , REPORTED SHE ATTENDED THE CHAMBER BANQUET AND EXPRESSED HER APPRECIATION FOR THE CONTINUITY OF THE CHAMBER AND THE CITY . COUNCILMEMBER MEASELES REPORTED HE ATTENDED THE CLEAR CREEK DRAINAGE DISTRICT MEETING LAST WEEK AND THERE IS A JOINT EFFORT FOR A JOINT RESOLUTION TO SAVE TREES , REPORTED ON CORRESPONDENCE RECEIVED REGARDING CLOVER FIELD AIRPORT , REQIIESTING THE CITY APPOINT A MEMBER AND A MEMBER FROM THE CHAMBER BE APPOINTED TO A ADVISORY COMMITTEE AND RECO�MENDED THE CITY MAKE THIS APPOINTMENT , REPORTED ON THE ANNUAL CONGRESSIONAL OF CITIES TO BE HELD IN WASHINGTON , D . MORGAN ANNOUNCED RECORDING ARTIST TRISHA YEARWOOD WILL PERFORM AT THE NIGHT PROGRAM AND REVIEWED THE EVENTS AND SCHEDULES THAT HAVE BEEN SET . MS . SUSAN CORY APPEARED BEFORE COUNCIL TO REQUEST RESURFACING OF THE TENNIS COURTS AT STEVENSON PARK . MS. CORY STATED SHE IS A TENNIS INSTRUCTOR AND UTILIZES THE TENNIS COURTS A GREAT DEAL AND ;i STATED THERE ARE NUMEROUS HOLES THAT ARE DANGEROUS TO THE USERS . � MAYOR SCHRADER ADVISED MS . CORY THAT THIS ISSUE WILL BE CONSIDERED LATER ON THIS AGENDA . MAYOR SCHRADER ANNOUNCED THAT LOCAL ARTIST LAURIE WHITEHEAD ' S PAINTTNG "QUINTO CENTENARIO" HAS BEEN DESIGNATED AS THE OFFICIAL PAINTING FOR THE GALVESTON MARDI GRAS CELEBRATION. LAURIE WHITEHEAD THANKED MAYOR SCHRADER FOR THIS RECOGNITION AND ALSO THANKED MAYOR SCHRADER FOR HIS SERVICE AS MAYOR THESE LAST FOUR YEARS . CITY MANAGER REPORTED ON STATUS OF GLASSIFICATION PAY PLAN PROJECT , LEAGUE CITY DISANNEXATION OF LAKE WINDEMERE , UTILITY BILLING PAYMENT PERIOD AND WATER TURN ON POLICY AND UTILITY PAYMENT DROP SOX. COUNCILMEMBER NEWMAN ASKED WHAT IS THE PERCENTAGE OF LATE PAYERS AND CITY MANAGER ADVISED HE WILL REVIEW AND REPQRT BACK HIS FINDINGS . COUNCILMEMBER RALEY ASKED ABOUT THE STATUS OF LAKE WINDEMERE DISANNEXATION WITH CITY MANAGER ADVISING THE DELAY APPEARS TO BE A LACK OF UNDERSTANDING BY LEAGUE CITY AS TO THE SCHEMATICS OF THIS PROJEGT . COUNCILMEMBER STUART ASKED ABOUT THE 10% LATE PENALTY FOR UTILITY BILLING , STATING HE FELT THIS IS A LITTLE HIGH AND WOULD RECOMMEND THE CITY CONSIDER A PENALTY IN LINE WITH OTHER UTILITIES AND WOULD RECOMMEND A 2% LATE PENALTY OR LESS WITH CITY MANAGER ADVISING THE 10% IS STANDARD WITH OTHER CITIES.
