SCHRADER MAYOR PRO-TEM HAROLD RALEY COUNCILMEMBER RON RITTER COUNCILMEMBER MEL MEASELES COUNCILMEMBER ED STUART COUNCILMEMBER HAROLD RALEY COUNCILMEMBER FRANK FRANKOVICH CITY MANAGER RON COX CITY SECRETARY DELORIS ARCHER MAYOR SCHRADER CALLED THE MEETING ORDER . A BRIEF OVERVIEW OF THE PROGRESS OF THE RECORDS RETENTION AND RECORDS DESTRUCTION PROGRAM WAS PRESENTED BY CITY SECRETARY /RECORDS MANAGER DELORIS ARCHER . CITY SECRETARY PRESENTED HISTORY OF THE IMFLEMENTATION OF THE RECORDS MANAGEMENT PROGRAM, RECOGNTZED THE RECORDS COORDINATORS FROM EACH DEPARTMENT AND THE IDENTIFICATION PROCESS FOR DESTRUCTION OF RECOftDS . CITY SECRETARY RECOGNIZED AND COMMENDED UTILITY BILLING SUPERVISOR JOY WILLIAMS FOR THE PROGRESS SHE HAS MADE IN IDENTIFYING �. APPROXIMATELY FIFTY BOXES OF DOCUMENTS THAT HAVE BEEN MARKED FOR DESTRUCTION . CITY SECRETARY ADVISED THE DESTRUCTION OF RECORDS WILL NEED TO BE APPROVED BX COUNCIL , THEN APPROVED BY THE STATE LIBRARY BOARD AND THEN DESTROYED EITHER BY SHREDDING , HURNING OR BURYING IN A LAND FILL . CITY SECRETARY STATED REQUEST FOR AUTHORIZATION FOR DESTRUCTION WYLL BE PLACED ON A LATER AGENDA. COUNCILMEMBERS REQUESTED INFORMATION ON COST FOR ?HE VARYING METHODS OF DISPOSAL . DISCUSSION WAS HELD REGARDING FINANCING OF SOUTH FRIENDSWOOD INTERCEPTOR PROJECT . FRANK ILDEBRANDO WITH RAUSCHER PIERCE REFSNES , INC . PRESENTED INFORMATION ON ISSUING BONDS FOR THIS PROJECT , DISCUSSED TWO SEPARATE BOND ISSUES , PROVIDED INFORMATION VARYING COMBINATIONS FOR ISSUING � BONDS, DISCUSSED REFINANCING DEBTS AND BOND REFUNDING . COUNCILMEMBER RITTER DISCUSSED ALTERNATE FINANCING FOR THIS PROJECT. INFORMATION WAS PROVIDED FROM FINANCE DIRECTOR ROGER ROECKER ON UNBUDGETED CARRY FORWARD FUNDS . COUNCILMEMBER RITTER PROPOSED USING THE APPROXIMATELY _. .. 72 $�00 , 000 UNBUDGETED CARRY FORWARD FUNDS AND IMPACT FEES AND NOT HAVE A BOND ISSUE AT THIS TIME . STAFF WILL PROCEED WITH GATHERING INFORMATION FOR FINANCING THIS PROJECT AND WILL BRING BACK A RECOMMENDATION FOR COUNCIL ' S CONSIDERATION . DISCUSSION WAS HELD REGARDING LOCAL SALES TAX OPTIONS FOR ECONOMIC DEVELOPMENT . CITY MANAGER RON COX PROVIDED BACKGROUND INFORMATION ON THE TWO LOCAL OPTIONS AVAILABLE TO FRIENDSWOOD FOR ONE-HALF CENT SALES TAXES , WITH BOTH HAVING TO BE TIED TO ECONOMIC DEVELOPMENT--ONE MORE DIRECTLY THAN THE OTHER . THE FIRST HALF-CENT SALES TAX WHICH WAS ORIGINALLY ENACTED BY THE LEGTSLATURE IN 1989 AND CHANGED IN 1991 WHICH MADE FRIENDSWOOD ELIGIBLE , IS STRICTLY TO BE USED FOR INDUSTRIAL DEVELOPMENT PURPOSES , IT CAN BE USED TO LOAN MONEY FOR WORKING CAPITAL , EQUIPMENT , BUILDINGS , ETC . . IT . CAN ALSO BE USED TO CONSTRUCT INFRASTRUCTURE SUCH AS STREETS , WATER , AND SEWER . OUTRIGHT GRANTS CAN BE MADE WITH THESE FUNDS ; ALSO SOME FUNDS CAN BE HAD FOR ADVERTISING . THE SECOND HALF-CENT SALES TAX WAS ADOPTED IN THIS PAST LEGISLATIVE SESSION BY SB 378 , WHICH WILL ALLOW CITIES TO CONSTRUCT FACILITIES FOR USE WITH SALES TAX INCOME TO PAY FOR THE STRUCTURES . THE FUNDS CAN BE USED FOR ATHLETIC ENTERTAINMENT , TOURIST CONVENTION AND PARK FACILITIES , CONCERT HALLS , MUNICIPAL BUILDINGS , EXHIBITION FACILITIES , RESTAURANTS , ETC . AFTER MUCH DISCUSSION , IT WAS DETERMINED TO PLACE THIS ITEM ON A FUTURE AGENDA FOR ACTION FOR PLACING BOTH ONE-HALF SALES TAX OPTIONS ON THE MAY ELECTION BALLOT . DISCUSSION WAS HELD REGARDING SOLID WASTE AND RECYCLING CONTRACTS . BOB DRENTH AND KAY ESTEPP WITH BEST WASTE OUTLINED THEIR REQUEST FOR A RATE INCREASE OR RECYCLING AND GARBAGE COLLECTION . MS . ESTEPP OUTLINED THE INFORMATION PROVIDED INDICATING BEST WASTE IS LOSING MONEY ON THE RECYCLING PROGRAM. INDICATING THEY BID THIS SERVICE WITHOUT ANY EXPERIENCE IN THIS TYPE OF WORK , AS A RESULT , THEY UNDERBID THE COST OF THE WORK . MAYOR SCHRADER AND CITY MANAGER RON COX PROVIDED INFORMATION ON THE TERMS OF THE CONTRACT WHICH STATES "A REQUEST MUST BE MADE ON OR BEFORE THE FIFTEENTH DAY OF JULY PRECEDING SUCH ONE YEAR PERIOD . " THE CITY COUNCIL HAS UNTIL SEPTEMBER 1 TO MAKE A DECISION TO APPROVE OR DISAPPROVE THE INCREASE AND THE EFFECTIVE DATE OF THE INCREASE WOULD BE NOVEMBER 1 . A LENGTHY DISCUSSION FOLLOWED REGARDING VARIOUS WAYS TO DECREASE COSTS SUCH AS USING BAG ' S ONLY , NO HEAVY PICK UP OR ONLY HAVE HEAVY PICK UP ONE DAY A WEEK , POSSIBLY FRIENDSWOOD PICK UP WHITE GOOD WEEKLY OR CUT OUT HEAVY PICK UP . COUNCILMEMBERS STATED THE CITIZENS WOULD NOT WANT TO CUT OUT THE HEAVY PICK UP AND WOULD NOT WANT A CHANGE IN NECYCLING . COUNCIL REQUESTED BEST WASTE TO PROVIDE INFORMATION ON DECREASE IN RECYCLING COST FOR LABOR . FINANCE DIRECTOR ROGER ROECKER PAOVIDED A SANITATION RATE INCAEASE ANALYSIS WHICH INDICATES A ANNU�L INCREASE OF $128 , 916 IN CUSTOMER CHARGES , A INCREASE OF $24 , 096 iN ANNUAL CITY REVENUE AND A ANNUAL INCREASE OF $152 , 9$8 TO BEST WASTE INCOME . IT WAS DETERMINED TO PLACE THIS ITEM ON A FUTURE AGENDA FOR ACTION . MOTION MADE AND APPROVED FOR ADJOURNMENT AT 10 : 15 PM. 73 MAYOR PAUL W .
