MINUTES OF A SPECIAL MEETING OF THE FRIENDSWOOD CITY COUNCIL THAT WAS HELD DN OCTOBER 3 , 1991 AT 7 : OQ PN�, AT FRIENDSWOOD CITY HALL, COUNCIL CHAMBERS, 109 WILLOWICK, FRTENDSWOOD , TEXAS WITH THE FOLLOWING PAESENT CONSTITUTING A QUORUM: MAYOR PAUL SCHRADER MAYOA PRO-TEM HAROLD RALEY COUNCILMEMBER RON RITTER COUNCILMEMBER MEL MEASELES COONCILMEMBER ED STUART COUNCILMEMBER FRANK FRANKOVICH CITY MANAGER RON COX CITY SECRETARY DELORIS AACHER ABSENT FROM THE MEETING WAS COUNCILMEMBER EVELYN NEWMAN. MAYOR SCHRADER AND PLANNYNG AND ZONING VTCE-CHAIRMAN KENNY KONCABA CALLED THE DOCKETED PUBLIC HEARTNG TO ORDER TO -AECEIVE PUBLIC COMMENT , EITHER ORAL OR WAITTEN , REGARDING REQUEST FOR A ZONE CHAi3GE FAOM NC (NEIGHBORHOOD CENTER) TO SP {SPECIFIC USE PERMIT-TEMPORAAY BATC4iING FACILITY) FOR A PARCEL OF LAND MORE PARTICiILARLY DESCRIBED AS 4 .566 ACRES OF LAND , BEING A PART OF THE MARY SLOAN SURVEX, ABSTRACT 1 $�4 , LOCATED 26�0 FM 528 WEST PARKWOOD. � MR . W. D. DORSETT, PRESIDENT OF DOASETT BROTHER ' S RECAPPED THE ZONING REQUEST FOR A TEMPORARY BATCHING FACILITY IN ORAER TO FURNISH READY MIX CONCRETE FOR THE FM 528 PROJECT. MR. DORSETT STATED THIS PROJECT WOULD BE TO ERECT A CENTRAL MIX PLANT AND THAT THE PROJECT WOULD LAST 18 TO 20 MONTHS. MIKE MCCELLEND ASKED ABOUT TIiE NOISE POLLUTION AND WATER SUPPLY? MR . DORSETT ADYISED THE PLANT WILL BE 1 112 MILES FROM RESIDENTIAL AND THE NOISE LEVEL WOULD HE NO GREATER THAN THE HIGHWAY TRAFFIC NOISE ANA THAT CITY WATER WOULD BE USED. MAYOR SCHRADER ASKED HOW MUCH GRAVEL WOULD BE HAULED AND STORED AT THIS SITE? MR . DORSETT ADVISED APPROXIMATELY 75, 000 TONS OF GRAVEL FOR THE TOTAL PROJECT WILL BE USED AND THAT APPROXIMATELY � TO 6 THOUSAND TONS MAXIMUM WOULD HE STORED ON A REGllLAR BASTS. MR . DORSETT STATED THERE WOI3LD BE APPROXIMATELY 10 TO 15 LOADS OF SAND AND CONCRETE DELIVERED FROM THIS SITE FOR THE FM 528 PROJECT ON A DAILY BASIS, BEGINNING AT APPROXIMATELY 7 : 00 A.M. AND ENDZNG AT APPROXIMATELY � : 30 OR 5 : 00 PM. � .._._.,.._....__,.. 26 � � MAYOR SCHRADER STATED THE TRUCK DRIVERS NEED TO BE CAUTIONED AB�UT , THE LOCATION OF FIRE STATION NEXT TO THIS FACILITY IN THE EVENT OF AN EMERGENCY AND THE TRAFFIC ON FM 528. MR . DORSETT ' �� ' �'� ADVISED THEY WOULD BE CAUTIONEA AND TIiAT THERE WOULD BE A STOP SIGN AT THE SITE BEFORE ENTERING ONTO FM 528 . ii COUNCILMEMBER FRANKOVICH STATED HE DTD NOT BELIEVE IT WAS NECESSARY TO GO THROUGH THE REZONING PROCESS FOR THIS PROJECT AS DORSETT BAOTHERS IS A SUB-CONTRACTOR ON THE FM 528 PR03ECT AND ' THAT THE CONTRACTOR DID NOT HAVE TO GO THROUGH THE REZONING w , PROCESS IN ORDER TO LQCATE THEIR CONSTRUCTION YARD. ` MAYOR SCHRADER STATED HE HAD SPOKEN TO THE CITY ATTORNEY AGAIN � TODAY REGARDING THIS PROCESS AND THE CITY ATTORNEY ADVISED THE CITY SHOt3LD FOLLOW THR�UGH WITH THE PROCESS WHICH TS IN ACCORDANCE WITH THE ZONING ORDINANCE REQUIREMENTS FOR A TEMPORARY BATCHING FACILITY AND DUE TO THE FACT DORSETT BROTHERS IS A SUB- CONTRACTOR ON THE FM 528 PROJECT. COUNCILMEMBEA RALEY ASKED HOW MUCH WATER WILL BE USED? MR . DORSETT ADVISED THEY WOIJLD USE UP TO 30 , 000 GALLONS ON A PEAK DAY . COONCILMEMBER MEASELES EXPRESSED CONCERNS ABOUT INGRESS AND EGRESS AND ASKED ZF A FLAG MAN WOULD BE USED? MR. DORSETT ADVISED IF NEEDED, DEPENDING ON. TAAFFIC FLOW. COUNCTLMEMBER FRANKOVICH STATED A LETTER HAS BEEN RECEIVED FROM THE PROPERTY OWNER REGARDING THE SPECIFIC USE PERMIT AND REQUESTING THE THAT THE PROPERTY REVERT BACK TO NEIGHBORHOOD � CENTER AT THE END OF THE 24 MONTH PERMIT PERIOD . �:� ZONING COMMISSION MEMBER JORDAN ASKED IF CONCRETE WOULD BE SUPPLIED FROM THIS SITE TO THE FM 2351 PROJECT? MR . �DORSETT ADVTSED NO THEY WOULD NQT. ' MRS. SHERRY ANGELO APPEARED BEFORE COUNCIL AND OBJECTED TO THE REZONING ON HEA BEHALF AND ON BEHALF OF THE OTHER PROPERTY OWNERS ALONG FM 528 . DR . CHRISTOPHER ANGELO APPEARED BEFORE COUNCIL AND OBJECTED TQ THE REZONING BASED UPON MEDICAL AND HUMANITARIAN LEVELS. CO(3NCILMEMBER FRANKOVICH ASKEA IF THERE WOULD BE ANY FENCING OR SCREENING OF THE PROPERTIES. MR . DORSETT ADVISED THE PROPERTY WOULD NOT BE FENCED.
