MINUTES OF A REGULAR MEETING OF THE FRIENDSWOOA CITY COUNCIL THAT
WAS HELD ON JULX 15 , 1991 AT 7 : 00 PM AT FRIENDSWOOD CITY HALL �
COUNCIL CHAMBERS, 109 WILLOWICK, FRIENDSWOOD , TEXAS WITH THE
FOLLOWING PRESENT CONSTITUTING A QUORUM:

MAYOR SCHRADER LED THE PLEDGE OF ALLEGIANCE:
MAYOR SCHRADER PROCLAIMED THE WEEK OF JULY 14 - 20, 1991 , AS
"SPACE WEEK" AND PRESENTED THE PROCLAMATION TO BILL KELLY.
MAYOR SCHRADER REPORTED THE JUNE BUILDING REPORT INDICATED
BUILDING IS AHEAD OF 1990 BY 38 . 9% , E . P.A. HAS ANNOUNCED A PUBLIC
RELATIONS OFFICE WILL BE OPENED ON FM 518 AT DIXIE FARM ROAD ANA
THANKED THE MANY VOLUNTEERS AND STAFF THAT WORKED SO HARD TO MAKE
THE 4TA OF JULY CELESRATION SO SiiCCESSFUL.
COUNCILMEMBER RITTER ALSO THANKED EVERYONE FOR HELPING WITH THE
�}TH OF JULY AND THANKED THOSE MEN AND WOMEN THAT SERVED IN THE
ARMED FORCES THAT WERE HONORED AND REPORTED ON RECEIVING NUMEROUS
PHONE CALLS REGARDING STATUS OF CLOVER FIELD AIRPORT.
MAYdR SCIiRADER ANNOUNCED TAERE WOULD NOT BE A PUBLIC HEARING ON
CLOVER FIELD AIRPORT AS PREVIOUSLY SCHEDULED.
COUNCILMEMBER RITTER ACKNOWLEDGE THE DONATION FROM THE DAWSONS
FOR NEEDED R . O.W. FOR THE FM 528 WIDENING PROJECT AND ASKED ABOUT
THE STATUS OF THE PETITION ON 209 STANLEY COURT,

COUNCILMEMBER MEASELES EXTENDED SYMPATHY TO THE WILLIAMS FAMILY
IN THE RECENT LOSS OF THEIR SON STACY AND ANNOUNCED THERE WOULD
BE A BLOOD DRIVE TUESDAY AT THE FIRE STATION, THANKED VOLUNTEERS
AND STAFF FOR THE �4TH OF JULY AND REPORTED RECEIVING COMPLAINTS
ON EXCESSIVE NOISE FROM THE FIRE TRUCKS AND SPEEDING BY A '°
MOTORCYCLE OFFICER DOWN THE PARADE ROUTE , AND REPORTED ON ,
ATTENDING THE MONTHLY MEETING OF THE CLEAR LAKE COUNCIL OF CITIE5
WITH A PROGRAM ON WETLANDS AND RECOMMENDED THE CITY ESTABLISH
PROCEDURES TO PROTECT WETLANDS. a
COUNCILMEMBER NEWMAN SUGGESTED A LETTER BE SENT FROM COUNCIL TO
THE VOLUNTEERS THAT WORKED ON THE 4TH OF JULY CELEBRATION AND TO
THE RAGTOPS FOR PROVIDING CARS AND THEATER UNDER THE STARS FOR �
THEIR PERFORMANCE AT THE NIGHT PROGRAM AND REQUESTED STAFF LOOK
AT THE SIGNAGE FOR THE CLOSING OF SPREADING OAKS .
COUNCILMEMBER STUART STATED HE WAS HONORED TO BE A PART OF THE
�TH OF JULY EVENING PROGRAM HONORING ALL VETERANS , REPORTED ON
ATTENDING THE CLEAR CREEK REGIONAL FLOOD CONTROL STEERING
COMMITTEE MEETING WHERE DANNEBAUM ENGINEERING PRESENTED MAPS
SHOWING FLOOD PLAIN, WETLANDS AND BRUSHLANDS AND REGIONAL
DETENTION SITE FOR FLOOD CONTROL AND REPORTED THERE WOULD BE A
MEETING ON SEPTEMBER 11 AT 7 : 30 PM AT PEARLAND CITY HALL WHERE
THE MAPS WILL BE ON DISPLAY .
COUNCILMEMBER RALEY STATED HE ENJOYED THE �4TH OF JULY PARADE AND
FESTIVITIES BUT WAS UNABLE TO PARTICIPATE IN THE EVENING PROGRAM
DUE TO A FAMILY TRAGEDY , REPORTED ON A CONFERENCE CALL BY MEMBERS
OF THE CLOVER FIELD AIRPORT COMMITTEE AND F.A. A . AND STATED THERE
APPEARS TO BE A NEW DIRECTION AND REPORTED A MEETING WILL BE
HELD AT A MEETING ON JULY 16 AT FRIENDSWOOD CITY HALL TO DISCUSS
THE OPTIONS AND THEREFORE THE PUBLIC HEARING SCHEDULED FOR JULY
29 WILL NOT BE HELD , REPORTED ON ATTENDING THE WHITE HOUSE
CONFERENCE ON LIBRARIES AND STATED THE CONFERENCE WAS VERY
INFORMATION AND THAT THE TEXAS DELEGATION WAS VERY STRONG . '
COUNCIL.MEMBER FRANKOVICH THANKED THE PARTICIPANTS IN THE 4TH OF
JULY CELEBRATION AND REQUESTED COUNCIL ANNOUNCEMENTS BE
ALTERNATED TO BEGIN FROM POSITION ONE TO POSITION SIX.
COUNCILMEMBER RITTER REQUESTED ADDITIONAL DETAILS ON CLOVER FIELD
AIRPORT CONFERENCE CALL.
COUNCILMEMBER RALEY STATED THE MAIN ISSUE IS THAT F. A.A . IS
LOOKING FOR A AIRPORT FROM A BROADER PERCEPTIVE, LOOKING AT A
MORE REGIONAL CONCEPT AND REPORTED F. A.A. IS TO SET UP A MEETING
WITH GALVESTON COUNTY , BRAZORIA COUNTY , AREA CITIES, H. G. A . C . AND
STATE AGENCIES TO DISCUSS THE VARIOUS OPTIONS.
ROBERT MOTT, DELINQUENT TAX ATTORNEY PRESENTED THE QUARTERLY
• STATUS REPORT FOR DELINQUENT TAX COLLECTIONS AND LAWSUITS.

FRIENDSWOOD SEWER UPDATE , PROJECTED STARTS FOR TRACT HOME
BUILDERS, UNDERGROUND STORAGE TANKS AT THE FIRE DEPARTMENT,
BUDGET WORK SESSION SCHEDULE AND SUN MEADOW DRAINAGE PROJECT.
**COUNCILMEMBER FRANKOVICH MOVED TO APPROVE DISPOSITION OF
CITY PROPERTY LOCATED AT FM-2351 AND CLEAR CREEK AND
AUTHORIZING THE FRIENDSWOOD ECONOMIC DEVELOPMENT COMMITTEE TO
ADVERTISE AND NEGOTIATE FOR USE OF SAID PROPERTY AS A RESTAURANT,
SUBJECT TO VERIFICATION OF OWNERSHIP.
SECONDED BY COUNCILMEMBER NEWMAN. MOTION APPROVED UNANIMOUSLY.
NO ACTION WAS TAKEN ON RESOLUTION NQ. R91-3� , A RESOLUTION OF THE
CITY COUNCIL OF THE CITY OF FRIENDSWOOD, TEXAS , AUTHORIZING AND
DIRECTING THE MAYOR AND THE CITY SECRETARY TO EXECUTE AND ATTEST,
RESPECTIVELY, AN INTERLOCAL CONTRACT BY AND BETWEEN SAID
CITY AND THE CLEAR CREEK DRAINAGE DISTRICT OF GALVESTON
COUNTY, TEXAS, WHICH CONTRACT PROVIDES FOR THE JOINT REVIEW OF
DRAINAGE PLANS FOR NEW SUBDIVISIONS LOCATED WITHIN SAID DISTRICT.
COUNCILMEMBER STUART SUGGESTED A WORKSHOP SESSION TO DISCUSS THIS
CONTRACT .
