MINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD CITY COUNCIL THAT
WAS HELD ON THE 1ST DAY OF JULY , 1991 AT 7 : 00 PM AT FRIENDSWOOD '
CITY HALL , COUNCIL CHAMBERS , 109 WILLOWICK, FRIENDSWOOD , TEXAS
WITH THE FOLLOWING PRESENT CONSTITUTING A QUORUM:

MAYOR SCHRADER LED THE PLEDGE OF ALLEGIANCE.
MAYOR SCHRADER PROCLAIMED THE MONTH OF JULY , 1991 AS "NATI4NAL
RECREATION AND PARKS MONTH" AND PRESENTED THE PROCLAMATION TO
LUCY WOLTZ AND KENNY KONCABA FROM THE 4TH OF JULY COMMITTEE .
KENNY KONCABA ANNOUNCED JON BRANSON � PARKS AND RECREATION
DIRECTOR CALLED AT 6 : �0 PM TO ADVISE HE IS ON THE WAY TO THE
HOSPITAL WITH HIS WIFE SALLY , FOR DELIVERY OF THEIR BABY. KENNY
KONCABA PROVIDED AN UPDATE ON THE PLANS FOR THE �TH OF JULY
CELEBRATION AND INTRODUCED THE 4TH OF JULY COMMITTEE MEMBERS
PRESENT , REMINDED EVERYONE OF THE EIGHT SHUTTLE BUSES FOR THE
NIGHT PROGRAM THAT WILL RUN FROM CAMP MANISON TO THE HIGH SCHOOL
FROM 5 : 45 PM TO 8 : 45 PM AND THEN WILL RETURN AT THE END OF THE
NIGHT PROGRAM AND THANKED COUNCILMEMBER NEWMAN FOR ATTENDING AND
PARTICIPATING IN ALL OF THE 4TH OF JULY COMMITTEE PLANNING
MEETING .
MAYOR SCHRADER PROCLAIMED THURSDAY, JULY 4 , 1991 AS "DECLARATION
OF INDEPENDENCE ANNIVERSARY" AND ENCOURAGED EVERYONE TO
PARTICIPATE IN THE 4TH OF JULY FESTIVITIES PLANNED IN
FRIENDSWOOD.
MAYOR SCHRADER READ A PROCLAMATION THAT WAS PASSED HY THE TEXAS
LEGISLATURE WHICH PROCLAIMED THE WEEK OF JUNE 30 - JULY 6 AS
"PATRIOTISM WEEK" .
MAYOR SCHRADER REPORTED THE "WELCOME HOME" RALLY HELD LAST
SATURDAY AT STEVENSON PARKS FOR AREA SERVICE MEN AND WOMEN THAT
SERVED IN DESERT STORM WAS WELL ATTENDED .

MAYOR SCHRADER REPORTED ON ATTENDING TEXAS MUNICIPAL LEAGUE
CONFERENCE IN GALVESTON , RECEIVED CONFIRMATION THAT HARRIS COUNTY
HAS SIGNED AGREEMENT WITH EXXON FOR PIPELTNE RELOCATION F�R THE
FM 2351 PROJECT WHICH SHOULD BE BTD IN AUGUST, FM 528 PROJECT IS
VERY CLOSE WITH ONLY TWO PARCELS OF R . O.W. REMAINING TO BE
ACQUIRED , MAY WATER USAGE IS AT 92� AND ANNOUNCED THERE WOULD NOT �"
BE A WORKSHOP NEXT WEEK.
COUNCILMEMBER RITTER THANKED EVERYONE THAT PARTICIPATED IN THE
"WELCOME HOME" RALLY HONORING THE DESERT STORM TROOPS AND STATED ''
THE �TH OF JULY CELEBRATION WILL CONTINUE TO HONOR ALL VETERANS ,
AND REPORTED ON THE T.M.L . CONFERENCE. �
COUNCILMEMBER MEASELES REPORTED HE ATTENDED THE T.M.L . CONFERENCE
AS A NEWLY ELECTED COUNCILMEMBER AND LEARNED A GREAT DEAL ABOUT
THE OFERATION OF MUNICIPAL GOVERNMENT .
COUNCILMEMBER NEWMAN REPORTED SHE ALSO ATTENDED T .M.L . WHERE THE
SPEAKERS WERE OUTSTANDING AND WAS VERY PROUD OF MAYOR SGHRADER
SERVING AS MODERATOR , URGEA EVERYONE TO PARTICIPATE IN THE 4TH OF
JULY CELEBRATIQN AND EXPRESSED SPECIAL THANKS TO THE BUSINESS MEN
AND WOMEN FOR "THE GATHERINGTM HELD ON JULY 3 , HONORING CITY
EMPLOYEES AND COMMITTEE MEMBERS .
COUNCILMEMBER STUART REPORTED ON ATTENDING EXCELLENT SEMINARS AT
T.M .L . , ESPECIALLY THE PRESENTATION ON ECONOMIC DEVELOPMENT.
COUNCILMEMBER RALEY REPORTED HE ALS� ATTENDED THE T .M.L .
CONFERENCE AND THE SESSION ON LEGAL ISSUES WAS VERY IMFO�MATIVE ,
HONORED TO BE ABLE TO TAKE PART IN THE "WELCOME HOME" CEREMONIES
AND REPORTED FOR THE FIRST TIME IN HISTORY OF THE FRIENDSWOOD
LIBRARY, OVER 20, 000 ITEMS WERE HANDLED LAST MONTH.
COUNCILMEMBER FRANKOVICH THANKED EVERYONE THAT PARTICIPATED IN
THE "WELCOME HOME" CEREMONIES, THE VOLUNTEERS AND STAFF MEMBERS
THAT HELPED , REPORTED ON CONTACTING TEXAS WATER COMMISSION
REGARDING UNDERGROUND STORAGE TANKS AND REPORTED ON THE FEDERAL "
LEVEL , H.R. 1236 , REVISION TO THE NATIONAL FLOOD PROGRAM, PASSED
THE HOUSE BY A STRONG MAJORITY .
CITY MANAGER REPORTED ON POLLX RANCH SMOKE TESTING AND REPAIR ,
GOVERNaR ' S ENERGY OFFICE-RECYCLING GRANT , MOWING CONTRACT CAANGE
ORDER , STATUS OF FM-2351 AND FM 528 WIDENING PROJECT , . WRECKER
ORDINANCE REVISIQNS , UPDATE QN REQUEST T� ABANDON R�W IN WINDSONG
SUBDIVISION, PRELIMINARY BUDGET WILL BE DELIVERED TO COUNCIL ON
JULY 12 AND POSSIBLY BEGIN REVIEW ON JULY 15 AND REMINDED
EVERYONE OF "THE GATHERING" ON JULY 3RD .
MAYOR SCHRADER RECOMMENDED A DRAFT ORDINANCE BE PREPARED TO
REQIIIRE PROPERTY OWNERS MAKE REPAIRS TO DEFECTIVE SEWER SERVICE
LINES.
COUNCILMEMBER NEWMAN REQUESTED STAFF LOOK AT THE MOWINCi OF
ESPLANADES IN FOREST BEND , WEDGEWOOD AND SAN JOAQQIN SUBDIVISIONS

AND SUGGESTED THE PRESS WRITE A ARTICLE ON THE ANIMAL CONTROL
ORDINANCE AND THE NUMBER OF ANIMALS ALLOWED PER HOUSEHOLD .
COUNCILMEMBER RITTER STATED HE WOULD PREFER TO HAVE A WEEK TO
REVIEW THE PRELIMINARY BUDGET BEFORE THE BUDGET MEETINGS BEGIN .

COUNCILMEMBER FRANKOVICH REQUESTED CITY MANAGER LOOK INTO
RELOCATING TREES FROM FM 528 DURING THE WIDENING PROJECT , �
RECOMMENDED MOVING FORWARD WITH THE FIRST PHASE OF THE DRAINAGE
MASTER PLAN THAT IS BUDGETED FOR IN THIS YEARS BUDGET, SUGGESTING �
THIS BE DISCUSSED AT A FUTURE MEETING, RECOMMENDED STAFF CONTACT
BRAZORIA COUNTY TO EXPEDITE CLOVER ACRES DRAINAGE PROJECT AND
QUESTIONED THE STATUS OF THE SUNMEADOW DRAINAGE PR03ECT . CITY
MANAGER ADVISED THE PROJECT IS ON SCHEDULE WITH STAFF REPORTING
VERBAL AGREEMENTS HAVE BEEN MADE ON R . O.W. NEEDED .
COUNCILMEMBER RITTER SUGGESTED CITY MANAGER LOOK INTO THE STATE
HIGHWAY 1� LANDSCAPE FUNDING AVAILABILITY FOR FM 528 AND FM 2351 .
COUNCILMEMBER MEASELES ASKED IF THE COUNCIL RETREAT HAD BEEN
SCHEDULED TO WORK ON GOALS AND MISSION WITH CITY MANAGER ADVISING
HE IS WORKING ON SETTING A DATE THAT WOULD WORK FOR EVERYONE.
FRANK WEBB APPEARED BEFORE COUNCIL TO ADVISE OF AN INCREASE IN
FLOOD INSURANCE OF $25 . 00 AND ALSO ADDRESSED THE CLOVER FIELD
AIRPORT MASTER PLAN , STATING HE IS IN SUPPORT OF A COMPLETE STUDY
AND T4iANKED THOSE THAT PUT ON THE "WELCOME HOMETM FOR THE MEN AND
WOMEN THAT SERVED IN THE GULF WAR .

APPOINTMENT OF MARY BROWN , GLEN CRESS , RON NEIGHBORS , HAROLD
WHITAKER AND TED THOMAS TO THE CHARTER REVIEW COMMISSION AND
EVELYN BRERNEN AND LORETTA HERBECK AS ALTERNATE MEMBERS.
