MAY4A SCHRADLR PROCLAIMED JUNE 14 , 1991 AS NATIONAL FLAG DAY , JUNE 9 - 15 , 1991 AS "NATIONAL SCLERODERMA AWARENESS WEEK" , JUNE 29 , 1991 AS "OPERATION DESERT . STORM WELCOME HOME" AND PRESENTED THE PR�CLAMATION TO WALLY HUTCHISON, JUNE 10 , 1991 AS THE "55TH WEDDING ANNIVERSARY" OF RUSS AND MARY QUIGLEY AND PROCLAIMED JUNE 16 , 1991 AS "PAM DEWOODY" 'DAY IN HONOR OF HER 100TH BTRTHDAY CELEBRATION . PRESENTATION WAS GIVEN BY LYNDA HARRIS WITH COMMUNITY APPEARANCE BOARD REGARDING 'fKEEP AMERICA BEAUTIFUL" WITH JON BRANSON, PARKS AND RECREATION DIRECTOR PROVIDING AADITION INFORMATION ON THE PROGRAM. MS. HARRIS REPORTED JON BRANSON , LUCY WOLTZ AND SHE ATTENDED A WORKSHOP ON KEEP AMERICA BEAUTIFUL AND LEARNED A GREAT DEAL ABOUT THE PRdGRAM AND DBTERMIN�D FRIEI3DSWOOD HAS ALREADY STARTED SOME flF THE PROGRAMS PROPOSED AND SAW MANY BEI3EFITS It3 JOINING THE PROGRAM AND REPORTED C . A . B. HAS JOINED "KEEP TEXAS BEAUTIFUL" PROGRAM. MS . HARRIS REPORT�ED THE ANNUAL MEMBERSHIP WILL BE $30 . 00 AND THAT $1 , 000 WILL BE REQUESTED IN THE BUDGET FOR THIS PROGRAM AND REQUESTED COUNCIL TAKE ACTION TO SUPPORT THIS PROGRAM. COUNCIL DISCUSS THIS PR� OJECT AND CONCURRED THIS PROGRAM WOULD HE BENEFICIAL TO FRIENDSWOOD AND ADVISED THEY WOULD PLACE THIS ITEM ON THE NEXT AGENDA AND THANKED MS . HARRIS AND THE COMMUNSTY APPEARANCE BOARD FOR TAKING ON THIS PROGRAM. LENGTHY DISCUSSION WAS HELD REGARDING THE RECYCLING PROGRAM AND THE RECYCLING CQNTRACT WITH BEST WASTE SYSTEMS INC. , BOB DRENTH , PRESIDENT AND KAY EASTEP , DIRECTOR OF MARKETING AND MUI3ICIPAL SALES . DISCUSSION WAS HELD REGARDING THE PROCESSING CHARGE AND 1 472 THE OVERALL COST OF RECYCLING. COUNCILMEMBER STUART SUGGESTED ELIMINATING NEWSPAPER RECYCLING UNTIL THE DE-INKING PLANT IS BUILT AND SUGGESTED REDUCING COSTS TO . �0 CENfiS PER HOUSEHOLD . MAYOR SCHRADER PROVIDED STATISTICS ON COSTS AND SAVINGS ON THE RECYCLING PROGRAM. DISCUSSION WAS HELD REGARDING COMPOSTING AND THE POTENTIAL SAVINGS FOR GARBAGE PICKUP . MR . DRENTH REPORTED AECYCLING PARTSCIPATION IN THE CITY IS AT 52 TO 56$ . COUNCIL '` SUGGESTED BEST WASTE LOOK AT WAYS FOR IMPROVING THE RECYCLING , PROGRAM AND BRING BACK FOR COUNCIL INFORMATION. COUNCIL DISCUSSED THE NEED TO REVIEW THE GARBAGE COLLECTION CONTRACT AFTER A PERIOA OF TIME OF RECYCLING AS TO A POTENTIAL SAVINGS ON GARBAGE PICKUP . '% DISCUSSION WAS HELD REGARDING ORDINANCE TO ELIMINATE CONTRACTOR � S DEBRI FROM STREETS WITH COUNCILMEMBER STUART PRESENTING SEVEAAL SAMPLE ORDINANCES WITH COUNCIL CONCURRING WITH COUNCILMEMBER STUART AND RECOMMENDED CITY ATTORNEY USE THE CITY OF HUNTSVILLE ORDINANCE AND DRAFT A ORDINANCE FOR COUNCIL CONSIDERATION. DISCUSSION WAS HELD REGARDING WATER USAGE WITH MAYOR SCHRADER REVIEWING THE CURRENT USAGE OF CITY WATER AND ITS RATIO BETWEEN WELL WATER AND THE SURFACE WATER SOURCE FROM THE CITY OF HOUSTON WITH PUBLIC WORKS DIRECTOR MELVIN MEINECKE AND UTILITIES SUPERINTENDENT KAZ HAMIDIAN PRESENTING STATISTICAL WATER USAGE DATA . DISCUSSION WAS HELD REGARDING GASOLINE UNDERGROUND STORAGE TANK PROPOSED TO BE LOCATED AT FIRE STATION N0. 1 WITH FIRE CHIEF JOHN SKIDMORE , FIREMAN MARK CLARK AND EMERGENCY MANAGEMENT RUSSELL WILLIAMS PROVIDING BACKGROUND INFORMATION ON THE EXISTING TANKS . THE PROPOSED COST IS $25 , 000 FOR INSTALLATION OF A TANK 5UFFICIENT IN SIZE TO SUPPLY ALL OF THE CITY ' S GASOLINE EQUIPPED VEHICLE NEEDS WITH A COMPUTER CARD SYSTEM WHICH WILL ALLOW THE CITX TO BETTER MONITOR AND CONTROL THE INVENTORY AS WELL AS THE COST OF FUEL . COUNCIL CONCURRED WITH THE PROPOSAL AND FOR GOING OUT FOR BIDS. MAYOR SCHRADER PRESENTED DATA REGARDI.NG PROPOSAL FOR A CIVIC CENTER TO SERVE AS A FOCAL POINT FOR THE FRIENDSWOOD COMMUNITY AND COMMUNITY ACTIVITIES . DISCUSSION WAS HELD REGARDING THE CENTER SHOULD INCLUDE A LARGE HA L , WITH SEATING FOR APPROXIMATELY 600 PEOPLE , MODERATEL� GOOD SOUND QUALITIES , FINISHED INTERIOR , DIVISIBLE BY MOVABLE PARTITION INTO SMALLER ROOMS , LARGE STATE WITH OUTSIDE ACCESS/DRESSING ROOMS , CONNECTED KITCHEN(S} ADE4UATE FOR SERVING BANQUETS, SEPARATE FERMANENT MEETING ROOMS FOR VARYING SIZES WITH DEDICATED RQOMS FOR SENIOR CITIZENS , YOUTH , CIVIC ORGANIZATIONS , BUILDING TO BE USED FOR/BY CIVIC MEETINGS EDUCATIONAL ACTIVITIES , PHYSICAL RECREATION , SIIMMER CAMP , MU�SICAL CONCERTS , PLAYS , AND SIMILAR PRODUCTIONS , BANQUETS , WEDDING RECEPTIONS , DANCES AND MINI CONVENTIONS AND EXHIBITIONS, FACILITY SHOULD 'BE CENTRALLY LOCATED , THE EXTERIOR ELEVATIONS SHOULD BE COMPATIBLE WITH FRIENDSWOOD AND ACCESSIBLE FOR HANDICAPPED . DISCUSSION WAS HELD H�E`�t�OUNCIL AGREEING WITH MAYOR SCHRADER ' S PROP�SAL AND SUGGESTED THE PROPOSAL INCLUDE A CITY HALL. MAYOR� SCHRADER PROPOSED A COMMITTEE BE FORMED TO REVIEW THIS PROPOSAL TO LOOK AT LOCATION , COST AND TYPE OF i 2 4l3 FACILITY.
